The reshaping of national bureaucracies in a system of multi-level governance, Caspar van den Berg explores the implications of the increasingly multi-level nature of governance for the French, British and Dutch national bureaucracies.Power and competencies in Western Europe are shared by various layers of government as well as multiple types of state and non-state actors. What does this mean for the organisation and functioning of national bureaucracies?While the civil service has become less bureaucratic (in the Weberian sense) in some respects, it is more bureaucratic in others: task-separation and record-keeping for oversight have increased, while permanence of office and political neutrality in various places have decreased.The EU is not a single direct source to any of these developments yet its presence is certainly felt and cross-national distinction is less stark. Nevertheless, deeply ingrained national structures and cultures have thus far prevented the conver¬gence of national bureaucracies into a single European administra¬tive model.Caspar van den Berg (1980) studied International Relations at the London School of Economics and has a PhD from Leiden University. Show morehe creation of European Union agencies is arguably one of the most prominent institutional innovations at the EU level in recent history. Especially since the early 1990s, the EU and its member states delegated a wide range of (semi-)regulatory, monitoring, and coordination tasks to a quickly growing number of agencies. Most existing research focuses on the creation of these agencies. As a result, we do not know much about how agencies develop after their creation. EU agencies are formally independent, but do they also behave autonomously in practice? How does actual autonomy vary across EU agencies and how does this affect the role these agencies play in the multi-level system of European governance? This study addresses these questions theoretically and empirically by comparing six EU agencies – the European Medicines Agency (EMEA), the European Food Safety Authority (EFSA), the European Environm ent Agency (EEA), the European Monitoring Centre for Racism and Xenophobia (EUMC), Europol and Eurojust. It shows how some of these agencies develop into relatively autonomous entities by acquiring a distinct organisational character and by generating support from actors in their environment, whereas other agencies do so to a much lesser extent or not at all. Show moreIn de periode 1990-2000 is de Europese Unie veranderd van een te negeren internationale omgeving in een bestuurslaag waar niemand meer omheen kan. Wat heeft deze verandering teweeggebracht bij belangengroepen en politieke partijen? Hoe en in hoeverre hebben zij zich aan de EU aangepast, in organisatorische en strategische zin? Het is van groot belang hier kennis van te hebben, omdat belangengroepen en politieke partijen de cruciale verbindende schakels zijn tussen burgers en overheid, ook de Europese. Het in 2005 gehouden referendum over het Grondwettelijk Verdrag heeft geleerd dat de relatie tussen ‘Europa’ en zijn burgers niet zonder problemen is. Aan de hand van inzichten uit de organisatiekunde, Europese integratietheorieën en studies naar Europeanisering is onderzoek gedaan naar het aanpassingsgedrag van de belangengroepen de Stichting Natuur en Milieu, de Consumentenbond en LTO-Nederland en de politieke partijen PvdA, VVD en GroenLinks. Uit het onderzoek blijkt dat belangengroepen zich in sterkere mate hebben aangepast aan ‘Europa’ dan politieke partijen. De verklaring hiervoor ligt in een minder tot aanpassing aanzettende Europese omgeving. De structuur van politieke mogelijkheden op Europees niveau blijkt het aanpassingsgedrag van de onderzochte organisaties het beste te kunnen verklaren.
