Show moreThe narrow-headed vole, collared lemming and common vole were the most abundant small mammal species across the Eurasian Late Pleistocene steppe-tundra environment. Previous ancient DNA studies of the collared lemming and common vole have revealed dynamic population histories shaped by climatic fluctuations. To investigate the extent to which species with similar adaptations share common evolutionary histories, we generated a dataset comprised the mitochondrial genomes of 139 ancient and 6 modern narrow-headed voles from several sites across Europe and northwestern Asia covering approximately the last 100 thousand years (kyr). We inferred Bayesian time-aware phylogenies using 11 radiocarbon-dated samples to calibrate the molecular clock. Divergence of the main mtDNA lineages across the three species occurred during marine isotope stages (MIS) 7 and MIS 5, suggesting a common response of species adapted to open habitat during interglacials. We identified several time-structured mtDNA lineages in European narrow-headed vole, suggesting lineage turnover. The timing of some of these turnovers was synchronous across the three species, allowing us to identify the main drivers of the Late Pleistocene dynamics of steppe- and cold-adapted species. International environ- mental negotiations are no longer characterized merely by the North–South conflict. Rising powers have come to divide the Global South and redefine the Common-But- Differentiated Responsibilities principle. This article explains the divergence of China and India at the Kigali Amendment to the Montreal Protocol, one of the first global envi- ronmental agreements to differentiate obligations between developing countries. China and India, the world’s two largest hydrofluorocarbon producers, ended decades of collaboration and split the rest of the developing world behind them. I argue that devel- opmental strategy and political institutions shape the preferences and influences of industrial, governmental, and social stakeholders, thereby explaining their negotiation behavior and outcome. This article explains why China moved faster and further than India on negotiations for hydrofluorocarbon regulation. It has important implications for the two rising powers’ implementation of the Kigali Amendment and for their posi- tion formulations on other environmental issues. Show less

Show moreAccording to the controversial China—Raw Materials and China—Rare Earths decisions, China is prohibited from using export duties to address any environmental problems, including those associated with climate change. This is unfortunate because a number of climate studies have suggested that export duties can be useful to tackle carbon leakage in China, being the largest emitter and exporter of carbon dioxide emissions.This thesis argues that there is a need to consider ‘greening’ the absolute ban on China’s export duties. It accordingly proposes that, export duties - solely restricting exports - should be prohibited outright, while ‘export duties plus’ – restricting both exports and domestic consumption - should be allowed in pursuit of environmental advantages. There are three most feasible ways to achieve this balanced outcome: (i) a waiver as a stopgap measure, (ii) a Ministerial Decision or Declaration as a more flexible alternative, and (iii) a legal interpretation for the Appellate Body to distinguish between export duties and ‘export duties plus’ as a judicial correction. With regard to the proposed judicial correction, even if the Appellate Body is no longer operational, it remains relevant for the purpose of injecting valuable flexibility into the WTO’s precedent system. Show moreThe paper focuses on enterprising agents in policy formulation and design by looking at their capacity of dealing with different levels of uncertainty. In climate policy specifically, different degrees and types of uncertainties pose a challenge to policymakers. Policy entrepreneurs and the combination of their analytical, operational and political competences are a relevant component in reducing ambiguity in policy design and translating broad policy goals to operational programmes and specific policy instruments. Using the case of the European Emission Trading Scheme, we suggest that the success of policy entrepreneurs in catalysing policy change is determined by their capacity to work against multiple kinds of uncertainty. This ‘uncertainty mitigating’ capacity on the part of policy entrepreneurs rests significantly on balancing managerial expertise and political acumen. We conclude that entrepreneurial capacity goes beyond current definitions in the literature, involving the balance among analytical, operational and political competences to navigate a politicized policy context. Show moreAs evidenced by Goal No. 14 of the UN's Sustainable Development Goals, the importance of oceans governance as a matter of global policy can hardly be overstated. The unsustainable uses of their resources could lead to serious consequences, not only for coastal communities, but remote landlocked countries as well. This special section aims to take the international community's clarion call for effective norms, institutions, and multi-stakeholder cooperation back to the oceans through three topical case studies. Each in its own way illustrates humanity's high stakes in blue growth, offering recommendations on how states and governments must craft coherent, effective, and actionable policies to make sustainable oceans governance a reality. Claire van der Geest's article opens the special section with a focus on the Indian Ocean and the need to redesign its fisheries governance. Hongzhou Zhang and Fengshi Wu subsequently investigate two of the most significant structural shifts of China's marine fisheries sector in the past decades, namely, going outward and focusing on high market value species. James Malcolm concludes the special section by switching attention to small island developing states, arguing that sustainable oceans governance for them represents not ‘only’ an environmental or economic concern, but indeed a matter of national security. Show moreUntil now the Late Neolithic period of Northern Syria (c. 6900 to 5300 BC) has remained somewhat of an enigma, despite the fact that it is acknowledged as one of the most important stages of history in the Near East. It is a period that shows a vast amount of regional differentiation in terms of site types, chronologies, material culture and subsistence patterns, yet it is period for which there are pitifully few comprehensively excavated, analysed and published sites. It is this intriguing period of human history that forms the basis of this research, with the site of Tell Sabi Abyad in the Balikh Valley of the northern Syrian dessert steppe forming the central focus. This impressive site has revealed over 1000 years of seemingly uninterrupted occupation, the excavation of which has unveiled a wealth of finds giving an insight into life some 8000 years ago. One of the most numerous finds is the faunal material; thousands upon thousands of animal bone fragments being all that is left of generations of hunting and farming at and around the site. This book is the result of the research undertaken on this material by Anna Russell for her PhD thesis at Leiden University. The analysis of these remains has given important and new insights into hunting and farming practices over a millennium. The local spectrum of wild and domestic fauna in the area is discussed together with an assessment of the domestication status of some of the key domestic animals through time – sheep, goats, cattle and pigs - with the methods of herding implemented being carefully elucidated from the zooarchaeology data together with an isotopic study of diet. The relationship between the animals and their natural environment and the possible implications of an abrupt climate change (the ‘8.2 k BP Event’ which peaked c. 6200 BC) on the subsistence patterns of the late Neolithic people of Tell Sabi Abyad are also considered in detail. This comprehensive zooarchaeological study of the faunal remains, uncovered during the excavations of Tell Sabi Abyad, has not only shown the gradual development of animal husbandry to the detriment to hunting throughout the seventh millennium BC, but has also revealed for the first time one of the earliest uses of domestic animals for secondary products, such as milk and fibre. It has also uncovered evidence that people adapted to changes in their local environment brought about by climate change through local innovation and promotion of cultural adaptations developed as a result of generations of living in a marginal environment. As such this research brings us one step closer to filling the void in our knowledge of this pivotal period at the end of the Neolithic period. Show less

However, the direction and magnitude of these consequences in extremely vulnerable regions - such as the Sahel - cannot yet be predicted with any certainty. The studies in this volume focus on people for whom climate variability, mainly rainfall, is a more immediate and urgent problem than climate change itself. They demonstrate how small-scale communities in south and central Mali are coping with the sudden changes in their ecological environment and are making decisions concerning their livelihoods under high-risk conditions.
