Show moreInterest groups are often described as transmission belts that connect the preferences of their members with public officials in policymaking processes. Through this linkage, public officials can obtain relevant information and gain legitimacy from those affected by public policies. However, this important intermediary function is not a straightforward endeavor as interest groups often struggle to reconcile their dual function of representing their members while being politically active. This dissertation unpacks interest groups mobilized at the European Union level and examines how they are organized so as to function as transmission belts. Subsequently, it analyzes the effects of this transmissive role for the level of access and influence obtained by groups in policymaking processes. The findings shed light on the difficult task of groups in balancing member involvement while being politically active and the implications for the legitimacy of our governance systems. Show less

Show moreInterest groups are perceived as vehicles that can enhance the legitimacy of public institutions at the national and supranational level. However, the potential of these organizations to enhance democratic representation is often questioned and has rarely been systematically analysed. In this article, we examine the under-researched area of interest group accountability, a key component for groups to realize their democratic potential. To do this, we take an organization-centric and top-down perspective and develop a tailored analytical framework including three key dimensions—information, discussion and consequences. Drawing on data from a large-scale survey of interest groups active at the EU level, we find considerable variation in the extent to which groups demonstrate practices related to these three accountability dimensions. Furthermore, while receiving funding from EU institutions does not have any significant effect on interest group accountability, we find that organizations representing businesses interests more frequently develop accountability practices related to the dimensions of discussion and consequences, whereas citizen groups are more focused on the information dimension. Show moreInsight into the internal organization of interest groups is crucial for understanding their representative function and intermediary role in contemporary democracies. The particular organizational features of groups shape their ability to fulfill their potential as “transmission belts” between society and the state. Given these important repercussion of organizational choices, it is not surprising that decisions about the specific mission of the organization, the type of members, and their precise role in decision-making processes are often strongly contested when a new interest group is being established. Once these choices have been made, however, an organization’s mission and structure tend to be rather inert and mostly evolve in a path-dependent, incremental manner (Fraussen, 2014).This chapter defines interest groups as membership-based formal organizations, who seek to represent the interests of a particular constituency or advocate for a particular cause in the political arena. This chapter first clarifies the importance of the internal organization of interest groups and subsequently addresses the use and value of different group typologies. The last two sections focus on clarifying feature- and identity-based approaches for identifying variation in organizational form and explore how digital technologies might alter the organizational design of interest groups and how they conceive and involve their constituency. Show moreBy first examining civil society’s recently recognized amicus curiae role in addressing the ‘broader’ public interest at stake in investor-state arbitration, this research aims to provide a comprehensive understanding of civil society’s role as practiced hitherto. It then considers whether such role may be equally adequate whenever investor-state arbitrations closely relate to environmental protection, public health, human rights or other public policy issues that could potentially affect the direct interests of certain communities or groups who are third parties to arbitration proceedings. This research therefore scrutinizes civil society’s amicus role and questions whether it constitutes the most enhanced form of access within the jurisdictional ambit set by IIAs or BITs, and whether it may be expanded. It will also consider whether third party intervention necessarily equates to the joinder of an additional party to arbitration proceedings. Show less

Show moreTaking a series of popular jokes about fictitious “anti-societies” as its point of departure, this article explores the responses to the transformation of reform in the decade between 1825 and 1835 and places them in the context of social and political change brought about by Jacksonian democracy. Rooted in the tradition of the moral reform society, through specialization of its aims, the anti-society seemed to become a democratic pendant of older reform societies and was thought to play a more divisive role in local communities. Critics denounced the new societies for their prescriptive character, the prominent role women played, and the “spirit of opposition” they triggered. Contemporaries increasingly understood the evolution of reform culture from the relatively harmonious religious and moral reform societies of the Benevolent Empire of the first quarter of the 19th century to the oppositional and highly contested organizations of radical antislavery and temperance of the 1830s as a serious threat to the social order and the future of the United States. Using the Benign Violation Theory of Humor, this article argues that the American reaction to anti-societies suggests that while they were broadly perceived as a threat to the social order from the late 1820s on, this threat was at first understood to be benign, and thus could be laughed off, while from 1833 on, anti-societies were increasingly regarded as a destructive force, and provoked substantial fears that could justify violent responses as an alternative way to reinforce the “normal” order of things. Show moreThe EU's good governance policy considers civil society an actor promoting development as well as political accountability of governments, thus contributing to the democratisation of political systems. This study argues that the EU's policy is based on questionable assumptions with respect to the nature of civil society, as well as the willingness of state and civil society to cooperate. Syria, as an extreme case of authoritarianism, is taken as an example. The connotation attached by the EU to civil society in Syria is normative and overlooks its complexity and the character of its relations with the state. Within the context of intergovernmental and multilateral cooperation, the Syrian regime could select and control activities in the domain of good governance, including possible involvement in its implementation by Syrian civil society organisations, which were not perceived as a threat to the regime's power. Show moreThis dissertation project focuses on forced re-education policies for juvenile delinquents in the Netherlands Indies (now Indonesia) and uses this topic to show the interaction between a 'modernizing' Dutch colonial state and the growth of a colonial civil society, between approximately 1872 and 1942. It uncovers specific government and private initiatives – like state re-education institutes, orphanages, and schools – that attempted to turn young delinquents of Indonesian and (Indo-)European heritage into 'proper' Dutch colonial subjects and citizens. The dissertation shows that a colonial civil society - both European and indigenous - was rapidly developing in the twentieth century and had an undeniable influence on state policies.
