Show moreThere is increasing international concern about the growth of organized crime in Africa. Important criminal organizations and professional criminals are present in Africa, but we argue that the term "organized crime" is not a very useful description of their activity, since what we are actually witnessing is a reformulation of politics and crime into networks that transcend the state/non-state boundary in ways that are hardly subsumed in standard concepts of organized crime. Similar processes are taking place in various parts of the world, and thus African countries are not exceptional in this regard. The process, however, does take particular forms in Africa that arise out of the histories of individual countries. The article describes the evolution in countries as diverse as Libya, Guinea-Bissau, and Zimbabwe of a market for protection, as business people - legitimate and otherwise - seek protection for their activities and their personnel. This market for protection is created by making private arrangements, often with state officials working in private capacities. The implications are profound: they could amount to a new mode of governance connecting Africa to international markets and institutions in which the distinctions between licit and illicit economic activity become difficult to detect. Show moreThis paper attempts to clarify the trend in the inverse relationship in increasing age at first marriage and simultaneously declining fertility rates generally in Ghana, using examples of two coastal Ghanaian communities - Brenu Akyinim (Central region) and Abuesi (Western region). Two sets of data used for this study include empirical data derived from the first round of the Diffusion of Fertility Behaviour Survey; and the second set of data is obtained from Focus Group Discussion (FGDs) conducted on four groups randomly selected from current cohorts of panel survey respondents homogenous by age and sex. Data analysis shows that changes in fertility rates are socially embedded; the mechanisms through which these occur are identified. The paper further provides an understanding of how the socio-economic power play in gender relations leads to particular fertility rate outcomes between the two villages. Of essence here is the role of marriage and stable unions. Our data further shows that there are significant differences in reproductive behaviour between the two villages, and it appears that economic activity bears the closest relationship to the differences observed. Religious identities are becoming more dominant as people's primary public identity, and more ideological. This development has ramifications for the 'public sphere', where identities of a religious nature are currently presented and contested in a self-consciously polemical fashion. This shared space of national political and civic identity may become more 'fragmented' and thus lend itself to conflict and ideological battle. This article examines recent developments in the polemics of religion in Ethiopia, and the possible role of the state as custodian (or not) of an overarching civic order beyond religion, as well as the emerging rivalries between communities of faith. A crucial question is what social effects these polemics will have on communal relations and patterns of religious coexistence. Polemics between believers have a long history in Ethiopia, but a new and potentially problematic dynamic has emerged which may challenge mainstream believers, their intergroup social relations, and Ethiopian state policy. Polemics in Ethiopia express hegemonic strategies and claims to power, and are rapidly evolving as an ideological phenomenon expanding in public space. Show moreIn this article, the author assesses the nature and the impact of the May 2005 Ethiopian parliamentary elections on Ethiopian politics. The elections, although controversial and flawed, showed significant gains for the opposition but led to a crisis of the entire democratization process. The author revisits Ethiopian political culture in the light of neopatrimonial theory and asks why the political system has stagnated and slid back into authoritarianism. Most analyses of post-1991 Ethiopian politics discuss the formal aspects of the political system but do not pay sufficient attention to power politics in a historical perspective. There is a continued need to reconceptualize the analysis of politics in Ethiopia, and Africa in general, in more cultural and historical terms, away from the formal political science approaches that have predominated. The success of transitional democracy is also dependent on a countervailing middle class, which is suppressed in Ethiopia. Furthermore, political-judicial institutions are still precarious, and their operation is dependent on the current political elite and caught in the politics of the ruling party. On the basis of the electoral process, the post-election manoeuvring, the role of opposition forces, and the violent crisis in late 2005, the author addresses the Ethiopian political process in the light of governance traditions and resurrected neopatrimonial rule that, in effect, tend to block further democratization. Show moreRecent studies of African boundaries have tended to focus either on the growing number of border disputes between States or on frontier regions that are said to offer local inhabitants a wide range of economic opportunities. This article combines both approaches and demonstrates the ambiguous nature of the Anglophone Cameroon-Nigeria border. On the one hand, the border has been subject to regular skirmishes between Cameroon and Nigeria, culminating in a protracted war over the sovereignty of the Bakassi peninsula - an area rich in oil reserves. On the other hand, it has for historical and economic reasons never constituted a real barrier to cross-border movements of labour and goods. The large Nigerian migrant community in Anglophone Cameroon, in particular, has been able to benefit from formal and informal cross-border trade for a long time. Show moreMobility is the most important response by the inhabitants of the Sahel to climatic adversity. This 'condition sah‚lienne', characterized by unstable climatic circumstances, irregular rainfall patterns and periods of drought, has an important influence on people's decisionmaking processes regarding their livelihood. Migration studies mainly focus on labour migration to urban areas. Although mobility is part of the repertoire of Sahelian people, the form it takes varies considerably between social groups and individuals, and over time. In this article the authors focus on a neglected and almost invisible category of rural-rural migrants in the Sahel, the Fulbe pastoral people and their developments over the last three decades and the economic and social conditions in which they find themselves. It concludes that these rural-rural migrations are deeply engrained in cultural patterns in West Africa, exemplified by specific institutions for dealing with hosts and strangers. However, mobility is often not a planned process, and all kinds of survival strategies are used in a very flexible manner. Show moreIn October 2000, the remains of 'El Negro', a Tswana man who had died 170 years before and who, as a stuffed specimen, had been on display in Europe for over 160 years, were flown from Spain to Botswana and given a State funeral in the capital Gaborone. In early 2001, as it became clear that the rains were failing in the country, rumours started circulating that linked the coming of El Negro to the absence of rain. This article charts the progress of the rumours relating to El Negro, relates them to the broader issues of Tswana ethnology and contemporary history, and situates them in the context of popular consciousness, previous work conducted on rumour, and 'radio trottoir'. It argues that apart from slips of the tongue and the unconscious linking of El Negro to El Ni¤o - a concept associated with rain and weather - the El Negro rumours came to be linked to all kinds of existing ideas relating to Bushmen, spirits and ancestors, witchcraft and sorcery, and politics. Show moreOn 6 May 1998, a violent conflict erupted in the Ethiopian-Eritrean border area. This article contends that this border crisis is neither unexpected nor the result of a real border dispute. Rather, it is due to three factors: the particular history and relationship of the two insurgent movements turned national governments (the Eritrean People's Liberation Front, EPLF, and the Tigray People's Liberation Front, TPLF) in the two countries; the nature and heritage of neopatrimonial elite rule and the lack of democratic restructuring in the two countries; and the economic problems of Eritrea. The author first gives an overview of the outbreak of the conflict, its economic effects, and international mediation efforts. Then he analyses the background to the border dispute, arguing that it is a direct result of the unresolved and ambiguous political relationship between Ethiopia and Eritrea, and the national leaders' policy of making deals without securing a broad national consensus or legally clear formulas. Show moreThis article examines the position of traditional leaders in postapartheid South Africa. It first surveys changing perspectives of chieftaincy within the ANC and its allied movements. During the apartheid era, chiefs were maligned as puppets of bantustan rule. In ANC-related circles, it was widely assumed that chieftaincy would not survive in the postapartheid era. However, towards the end of the 1980s, chiefs were reorienting themselves towards the ANC, rightly perceived as the new ruling party-in-waiting. The ANC, for its part, had an interest in wooing chiefs to its side in order to prevent the emergence of a conservative alliance where traditional leaders could join forces with the bantustan elites. Secondly, the article describes the position of traditional authorities during the present transition period (1994-1999), and the main themes of discussion in the constitutional negotiations. It looks in some detail at the situation in the Northern Province, formerly the Northern Transvaal, visited by the authors during the local elections in November 1995. The authors show that numerous chiefs have become adept in combining the resource of tradition with appeals to Western models and the discourse of liberation politics. They conclude that the position of traditional leaders in South Africa remains thoroughly ambivalent. Show less
