This choice was a political shock on an international scale. The famous “Non!” by Guinée’s leader Sékou Touré marked the beginning of a socialist era in which the regime slowly developed into a dictatorship on the one hand, but on the other hand became an internationally regarded leading voice in the global struggle for decolonization. Stamps from the first years after Guinée’s independence in 1958 do not strongly attest to any political fervor inspired by the “Non!” It is argued that Guinée’s stamps of the years after independence feature the country’s first steps in the international world order and illustrate the country’s search for a respected position in international politics. A comparison with neighboring state Mali shows, however, that Guinée’s stamps do actively attest to the governments’ national and international political concerns. Show less

En février 1993 est votée la loi-cadre sur la décentralisation. Au moment où, en 2001, les premiers juristes commencent leur aventure de recherche - qui aboutira à l'ouvrage collectif dont est tiré le texte de ce chapitre qui présente la démarche du livre -, les acteurs impliqués dans le processus de décentralisation sont encore en pleine période de rodage, et les premières confrontations issues de la décentralisation ont déjà eu lieu. Le Mali se présente donc comme un lieu des plus propices à la redécouverte du droit. C'est ce à quoi vont s'appliquer les juristes en question, en tenant compte des concepts de l'anthropologie juridique. Les chercheurs qui observent le droit vivant mettent en cause la conception moniste, dite étatique, du droit et reconnaissent l'existence simultanée de plusieurs systèmes juridiques ou du moins normatifs, dans une situation sociale donnée. En anthropologie juridique, un outil théorique vital est celui qui permet d'établir le rapport entre les autorités politiques (conseil des anciens, ONG, directions de l'entreprise) et les règles applicables, grâce aux deux concepts de champ social semi-autonome et d'arène politique. La décentralisation ne se déroule pas dans un vide institutionnel, et la législation peut induire des effets pervers, comme l'élargissement du fossé entre "allochtones" et "autochtones" et même une résurrection des autorités traditionnelles. Les disparités entre les approches du juridique "pur et dur" et les approches anthropologiques ont conduit à des "tatonnements" initiaux chez les juristes - qu'ils reconnaissent - dans leur cheminement vers la redécouverte du droit. Show moreThe enormous diversity of responses to the drought conditions in the Sahel in the last thirty years makes it difficult to formulate general conclusions about people's responses to climate change. It is important to study the pathways of decisionmaking units at the micro-level and even at individual level and to emphasize the socioeconomic differences in changing patterns of responses and the gradual changes in people's 'habitus'. To understand the options available to people it is wise to focus on the technological changes in land use, the changes in the control over resources, migration and mobility, the trends of livelihood diversification and institutional change. Show moreDuring his fieldwork in Mali in the 1990s, the author found that many discussions among Malian Muslims about Islam centred on general questions of piety and the "correct" ways of being a pious Muslim. There seemed to be considerable concern with - and often debate about - the public signs of piety. One such sign was the 'seere', a dark, sometimes circular spot or mark on some Muslims' foreheads. Many Malians noted that such a mark indicates regular prayer and presumably appears from touching the forehead to the ground. The author focuses on these publicly visible signs of piety not only because they were the subject of considerable discussion in Mali but also because they are not limited to any one group of Muslims. Before doing so, he gives an outline of Islam in Malian history, Muslim preachers and the spread of public sermons during the colonial period, Muslim associations and Muslim intellectuals who began to enter the public arena in new ways in the 1950s, and the public sphere and standardization of Islamic practices in the postcolonial period. Show moreReizigers komen al heel lang naar het Dogongebied in Mali. Het eerste hotel in Sangha bijvoorbeeld dateert al van vóór de Eerste Wereldoorlog. Door zijn visuele rijkdom en de erkenning als Werelderfgoed door de UNESCO is het Dogongebied een bezienswaardigheid geworden. Tot aan de laatste decennia, toen de economie van Mali geliberaliseerd werd, heeft het land het toerisme als een staatsbedrijf geëxploiteerd. Sindsdien zijn privé-hotels gebouwd en is de toegang tot de falaise-dorpen verbeterd. Maar ook al komen er nog zo regelmatig toeristen in de Dogondorpen, het dagelijks leven van de meeste Dogon speelt zich af zonder enige verwijzing naar deze blanke aanwezigheid. Het toerisme definieert de Dogon niet als marginalen, aan de rand van de wereld, maar juist in het centrum ervan. De Dogon hebben de aantrekkingskracht van hun gebied tot onderdeel gemaakt van hun eigen waardering van hun cultuur. Voor enkele bewoners die op het Plateau van Bandiagara leven, is tuinbouw de enige bron van inkomsten. In de afgelopen decennia heeft de technologische ontwikkeling een versnelde groei van landbouwgronden met zich meegebracht. Hoewel de productie sinds lange tijd schijnt af te nemen onder invloed van de droogte, is de totale productie niet gedaald dankzij de snelle groei van het landbouwareaal. Show moreDe Peul en de Dogon leven, ruim voor het tijdperk van grote Peulstaten als het Macinarijk, reeds lang naast elkaar in centraal Mali. De Peul weidden er hun kudden, pleegden er overvallen en gebruikten het gebied als slavenreservoir. Ook de Dogon organiseerden van tijd tot tijd overvallen. Door de geschiedenis heen hebben de betrekkingen tussen de Dogon en de Peul afwisselende uitingsvormen gekend afhankelijk van de diverse woongebieden in de Seno-Gondo- en Seno-Mangovlakten. Rond de Falaise van Bandiagara blijkt uit diverse rituelen van de Dogon een diepe rancune jegens de Peul. In het spraakgebruik van de Dogon staat de Peul symbool voor het beeld van 'de ander', de bewoner van de wildernis. Maar als mens van de wildernis vertegenwoordigt de Peul ook andere waarden: omdat de wildernis wijs en sterk is, maar ook gevaarlijk en grillig, is de Peul dat ook. De betrekkingen tussen de Houmbebe, een Dogon subgroep van landbouwers in de Hayre, en de Peul, veehouders en halfnomaden, hebben een werkbare vorm gekregen door de opkomst van de 'njaatigi' (gastheer). In elk dorp heeft de Peul een 'njaatigi' op wie hij een beroep kan doen. Show moreIn the literature on population mobility, mobility has generally been seen as a temporary phenomenon. However, in many instances, mobility rather than sedentarity is the norm. This is illustrated in the present chapter by two case studies of so-called 'cultures of travel'. The first case concerns the Fulbe, a nomadic cattle-rearing people, in the Hayre area of central Mali. The Fulbe case demonstrates how mobility has been embedded historically in Sahelian cultures under conditions that are marginal, both from an ecological and an economic perspective. It illustrates how people develop economic and cultural strategies marked by a high degree of opportunism. It shows that Fulbe society is, in fact, organized around mobility. The second case, that of Pentecostalism in Ghana, demonstrates how a specific form of culture acts to bring about a particular form of mobility. In this case, it is not a whole culture that is on the move, but individuals who are mobile for personal reasons. Mobility among Ghanaian Pentecostalists is not yet part and parcel of daily life, but presents an example of how people construct cultural forms and means for dealing with everyday problems of mobility. The author then considers the proselytization activities of one of Mali's most celebrated, contemporary Muslim religious leaders, Sidy Modibo Kane (1925-1996), examining the actual mechanisms of his campaigns in the 1980s and 1990s to spread Islam among non-Muslims and to extirpate allegedly un-Islamic practices, most notably spirit possession, as well as some of the intended and unintended consequences of such proselytization efforts.
