Show moreCaspar van den Berg, Frits van der Meer, Marije van Mannekes, Danielle van Osch, Jan Porth en Arjen Schmidt hebben een omvangrijk internationaal-vergelijkend onderzoek uitgevoerd naar de veranderde rol van de overheid in België/Vlaanderen, Canada, Denemarken, Duitsland, Finland, Frankrijk en het Verenigd Koninkrijk. De afgelopen decennia is de rol van de overheid, en de taakverdeling tussen overheid, burgers en bedrijfsleven sterk veranderd. New Public Management, joined-up government, de voorwaardenscheppende staat en de participatie samenleving zijn voorbeelden van modellen die door de tijd heen gebruikt zijn om die veranderende rol en stijl van de overheid, te duiden en legitimeren. Maar, wat weten we nu eigenlijk over deze vernieuwing en verandering van de rol van de nationale overheid in internationaal verband? Hoe uniek is Nederland in haar uitdagingen en aanpak, of zijn de problemen en oplossingen universeel voor de landen om ons heen? In opdracht van het Ministerie van Infrastructuur en Milieu deden de bestuurskundigen onderzoek naar deze vraag in zeven relevante vergelijkingslanden. Het boek is opgebouwd uit een korte historische en conceptuele inleiding, empirische studies naar de zeven landen, een analyse van de sectorspecifieke vernieuwing en verandering binnen de domeinen infrastructuur en milieu, en tot slot een conclusie met een duiding van de grote lijnen. Het boek laat zien hoe dezelfde problemen zich per land in een andere gedaante in een andere context voordoen. Geslaagde en minder geslaagde experimenten uit andere landen geven inzicht en inspiratie voor de Nederlandse bestuurspraktijk. Zo wordt duidelijk dat een overheid die verantwoordelijkheden wil overhevelen naar het maatschappelijke en private domein, zonder burgers in de kou te laten staan, daarin geleidelijk moet investeren om kennis en capaciteit op te bouwen. Het afstoten van taken met alleen kostenbesparingen als oogmerk leidt vaak tot een verarming van dienstverlening, en verslechterde relaties tussen de overheid en de samenleving. Het resultaat van het onderzoek is een omvangrijk boek, uitgegeven door het CAOP, het kennis en dienstencentrum op het gebied van arbeidszaken in het publieke domein, gevestigd in Den Haag. Show less

Show moreTwo developments in Africa have generated an extensive literature. The first focuses on investment and land grabbing and the second on the formalization of rural property rights. Less has been written on the impact of formalization on land grabbing and of land grabbing on formalization. Recently, formalization has been put forward to protect the rights of pastoralists and farmers. Leaders in Tanzania have argued that it will free up land for investors that is unused by villages and generate new jobs and improved livelihoods through contract farming while minimizing land grabbing through greater transparency. Others argue that formalization is being promoted to facilitate land grabbing with state-imposed boundaries evicting villagers off land formerly under village control for sale to investors. Proponents assume that securing individual property rights will allow villagers to determine how to best use or dispose of their property. However, this implied notion of voluntarism can deny the hegemonic forces that can be embedded in markets. Unequal power dynamics in market transactions can transform formalization from a protective force into a means of dispossession. These power dynamics operate through various channels, such as juridical capture or influence, control of national and local discourse regarding land use and users, influence or control of land allocation and demarcation process, alienation of smallholders' control over rights of land use, and strategies that promote forced sales of land by the poor. Along these lines, dispossession may not simply be the physical loss of land but the loss of certain rights to land, or in other words, not to land grabbing but what some have termed 'control grabbing' or 'labor grabbing'. Proponents of land titling therefore promote unproblematic visions of customary tenure systems, which ignore both unequal power dynamics due to unequal initial endowments (of power in the form of influence, access, and assets) and the result of such dynamics: formalization converted to an instrument for dispossession. These volumes give a detailed account of the operations of the Imperial Japanese Army and the Imperial Japanese Navy during the Second World War. Volume 3 of the series, The Invasion of the Dutch East Indies, describes in depth the campaign to gain control over the Indonesian archipelago – at that time the largest transoceanic landing operation in the military history of the world. The present book is the first complete and unabridged translation of a volume from the comprehensive Senshi Sōsho series. It enables military historians and the general public to see and study for the first time how the operation that put an end to Dutch colonial rule in Indonesia was planned and executed. This collection of essays also considers the value of studying classical manuscripts as a distinct group, and demonstrates how such a collective approach can add to our understanding of how classical works functioned in medieval society. Show morePoetry expressing criticism of social, political and cultural life is a vital integral part of Persian literary history. Its principal genres – invective, satire and burlesque – have been very popular with authors in every age. Despite the rich uninterrupted tradition, such texts have been little studied and rarely translated. Their irreverent tones range from subtle irony to crude direct insults, at times involving the use of outrageous and obscene terms. This anthology includes both major and minor poets from the origins of Persian poetry (10th century) up to the age of Jâmi (15th century), traditionally considered the last great classical Persian poet. In addition to their historical and linguistic interest, many of these poems deserve to be read for their technical and aesthetic accomplishments, setting them among the masterpieces of Persian literature. As a result, they continue to appeal to familiar experiences among a lot of people. Tajiri’s life was not related to one specific culture: American because of place of birth, Japanese because of his parents, French because his career began in Paris, and Dutch because he lived for more than fifty years in the Netherlands. This anthology comprises six essays which reflect from various perspectives on aspects of the timelessness and universal paradoxes in the life and work of Tajiri. Three themes are selected that could be considered as leitmotif throughout his artistic career: the Knot, the Warrior, and the Wall. The Warrior theme is a recurrent theme to purge himself of the horrors of the war. With the Knots he wanted to cut through all mystification that he felt was invading the art scene. Show less

Show moreLand is a crucial yet scarce resource in Rwanda, where about 90% of the population is engaged in subsistence farming, and access to land is increasingly becoming a source of conflict. This study examines the effects of land-access and land-tenure policies on local community relations, including ethnicity, and land conflicts in post-conflict rural Rwanda. Social relations have been characterized by (ethnic) tensions, mistrust, grief and frustration since the end of the 1990-1994 civil war and the 1994 genocide. Focusing on southeastern Rwanda, the study describes the negative consequences on social and inter-ethnic relations of a land-sharing agreement that was imposed on Tutsi returnees and the Hutu population in 1996-1997 and the villagization policy that was introduced at the same time. More recent land reforms, such as land registration and crop specialization, appear to have negatively affected land tenure and food security and have aggravated land conflicts. In addition, programmes and policies that the population have to comply with are leading to widespread poverty among peasants and aggravating communal tensions. Violence has historically often been linked to land, and the current growing resentment and fear surrounding these land-related policies and the ever-increasing land conflicts could jeopardize Rwanda's recovery and stability. At the same time it is a declaration of adoration to one of Europe’s most leading international universities. On 28 December 1574, William of Orange wrote a letter to the States General of the provinces of Holland and Zeeland from the town of Middelburg. He came to the representatives with a proposal, a dream actually, with the plan for founding ‘a good, gratifying and renowned school or university’. This letter would become the first document in the archives of Leiden University, offering an apt title for this concise history. Show less

Show moreWanneer een ex-gedetineerde de gevangenis verlaat, is het de taak van de overheid om erop toe te zien dat die persoon niet langer een bedreiging voor de openbare orde of veiligheid vormt. Daarom zijn de afgelopen decennia voor reguliere criminelen diverse instrumenten ontwikkeld om recidive te voorkomen en de exgedetineerde een 'zachtere landing' in de samenleving te laten maken en zo aan diens resocialisatie bij te dragen. Bij ex-gedetineerden met een extremistische of jihadistische achtergrond ligt dit anders; deze vorm van criminaliteit is relatief nieuw, lastiger te doorgronden en te monitoren, en re-integratie ligt gevoelig vanwege de grote politieke en publieke aandacht. Sinds 2004 is in Nederland een stroom bestuurlijke en wetgevende maatregelen op het vlak van de terrorismebestrijding op gang gekomen. Daardoor zijn er steeds meer personen die in aanraking zijn gekomen met contraterrorismebeleid, als verdachte of als veroordeelde. Een tendens die na aanslagen in Brussel, Kopenhagen en Parijs zal blijven bestaan. Hoe verloopt deze re-integratie? Welke kansen en obstakels vallen er te identificeren? Dergelijke vragen komen in de lezing aan bod. Show less
