Show moreThis paper focuses on the impact of the Covid-19 pandemic on the education system in Kenya with reference to vocational training institutions. The paper analyses how the provision of vocational training was impacted after Covid-19 from the perspective of principals of colleges, tutors, and students. The paper collected qualitative experiences of the above-mentioned stakeholders to understand to which degree vocational education has been affected by Covid-19. This was accomplished through the use of interviews, questionnaires, and document analysis. The study has found that the Covid-19 pandemic completely disrupted learning in six public VTCs as institutions were closed and students and tutors did not meet or interact for more than eight months. It was impossible for a work-based learning model to be used by students after institutions were closed because even the industries and businesses where they were supposed to undertake their practicum and internship programmes downscaled their operations, while others closed down completely. After reopening of VTCs in January 2021, close to 34.8% of their former students did not report back because some of them dropped out, some could not pay fees, some engaged in alcoholism, drugs, and substance abuse, some emigrated to other areas to look for opportunities while some settled down in marriage. It is recommended that guidance and counselling should be continuously provided to tutors and students as a way of addressing the psychological and behavioural challenges brought about by Covid-19, tutors need to be trained on remote learning methodologies (digital skills) and county governments need to invest in setting up infrastructure to support online learning in VTCs. This research provides a realistic picture of the impact of the Covid-19 pandemic on vocational education and training in public institutions in West Pokot County which is considered to be a marginalised and arid and semi-arid region in the North-western part of Kenya. Show moreThis study examines the impact of armed conflicts on the fiscal capacity of African governments. It made use of a data set covering 1997–2021 for 50 countries, as well as the system dynamic generalised method of moment estimation technique. The results show that, in the short run, conflicts undermine tax revenue, mount pressure on military expenditure, and force governments to rely more on mineral resource rents for their fiscal needs. As conflicts persist, this fiscal feature changes to a pattern that reflects a decline in mineral resource earnings and an increase in tax revenue. The impact on public health expenditure also changes from an increasing to a decreasing pattern, whereas the positive impact on military expenditure and external borrowing persists over time. The findings suggest that African countries in conflict can address their fiscal challenges by observing these patterns and putting in place policies that protect public resources (e.g., the adoption of digital financial technology protocols to facilitate remote revenue collection and strategic protection of mineral resource-endowed zones from insurgents' control). Overall, enhancing government effectiveness and strengthening the institutions of governance is important to facilitate a quick return to normalcy in the event of conflict and to prevent future conflicts. Show moreThis article aims to enhance understanding of the changing nature of the pre-colonial,(neo)colonial and postcolonial imagination of space and time in Africa and of its organising principle in African cinema. It will focus on the cartographic and time reckoning techniques and traditions of Africans in precolonial times in contrast to the space-time imagination expressed in colonial film in Africa,such as in the instruction documentary Daybreak in Udi (1949). This documentary, which promotes British colonial self-help development projects in Africa, tells the story of the building of a maternity home in an Igbo village in Nigeria. Furthermore, the article will enhance understanding of the cinematic turn toa counterhegemonic film tradition as a stepping stone to the newly emerging field of African intercultural philosophical cinema. The time-space imagination in Common Threads (2018), shortlisted by the Zanzibar International Film Festival (ZIFF) for the best documentary will be analysed as a case in point. Thisdocumentary concentrates on the nineteenth-century and current Afro-Indian textile trade, the associated oral narratives and their visual impact on the so-called Kanga and Vitenge textiles. Show moreWhile there is increasing academic analysis and policy concern regarding growing inequality and the need for more inclusive development trajectories, it is equally important to advance our understanding of the pathways to attain more inclusive development in practice. This paper serves as the introduction to a special issue examining the empirical outcomes and processes of inclusive development policies in selected countries in Africa. The paper presents a policy implementation and assessment framework as a lens that connects the diferent case studies. The framework links general inclusive development strategies in employment, social protection and governance, to the participation and representation of the various stakeholders as well as the monetary and non-monetary transaction costs in accessing and/or implementing these programmes on the ground in diferent national and sub-national contexts. Based on the fndings of the 9 case studies, the paper also advances policy directions and operational frameworks to attain more inclusive development in practice.[Résumé]. Bien qu’il existe une analyse académique croissante, et une préoccupation politique envers la montée des inégalités et la nécessite de trajectoires de développement plus inclusives, il est tout aussi important d’avancer notre compréhension des chemins qui permettent—dans la pratique—d’atteindre un développement plus inclusif. Cet article sert d’introduction à un numéro spécial examinant les résultats empiriques et les processus de développement inclusifs dans certains pays en Afrique. L’article présente un cadre d’implémentation et évaluation des politiques, tel que un prisme qui connecte les diférents études de cas. Ce cadre relie des stratégies de développement générales (dans l’emploi, la protections sociale, et la gouvernance) à la participation et la représentation de diférents partis intéressés, aussi qu’aux aux couts de transaction (monétaires et autres) dans l’accès à ces programmes et à leur implémentation sur le terrain, dans des contextes nationales et sous-nationales. Show moreThis study assesses the impact of a large, state-sponsored sugar plantation scheme on agro-pastoralists’ livelihoods and local land use change in southern Ethiopia, specifically in the lower Omo Valley. The study compares the local perceptions on the ongoing Omo-Kuraz sugar project — sugar cane plantations and a cane-crushing factory — and describes how it has affected local communities’ environmental and livelihood strategies vis-à-vis the alleged ‘new development opportunities’. Focus group discussion, key informant interviews, and field observations were applied to get in-depth information about the socio-economic and environmental impacts of large scale land acquisitions. The results show that the implementation of large scale land acquisitions in the lower Omo Valley has put enormous pressure on local land use and land management systems. The Omo-Kuraz I and II projects, started in 2011, neither met the stated economic purposes of the then Ethiopian federal government nor satisfied the pastoral communities’ needs. The LSAI project is still highly contentious among the local community, the project office, and the local government. Our study recommends that shifting the perspective towards the local agropastoralists’ activities, understanding their views and ways of ‘using’ the environment, and creating a broader consultation platform with them may create opportunities for cooperation and synergy to optimize benefits and sustainably adapt the development project to the local context. This article explores this question for the rise of slam poetry in Chad, since 2014, a conflict-ridden country with an authoritarian regime and deep poverty, characteristics of a society in duress. In Francophone Africa we can speak of a slam poetry movement, where slam as a form of expression and the organization of (inter)national festivals has become a space of belonging for young people in Africa who must cope with societies in duress. Show moreInformal workers are a heterogeneous group distinguished by diverse activities and interests, but they have in common that they operate largely outside state regulations.In this article, we analyse the ways in which informal workers in Ghana are organising (themselves) in response to proposed relocations of their workspace. Borrowing from Tsing, we distinguish three layers of friction that can lead to (structural) change, collective action, and an increase in informal workers’ political leverage. Our two case studies in Accra and Kumasi show how striving for inclusive development is a process shaped by diverse agendas and potentially conflicting interests. These relational and political aspects are crucial for understanding the frictions involved, as well as how these may lead to change. Where the tendency is to gloss over these frictions, we argue that they need to be the starting point for effective policies and initiatives for inclusive development.Résumé: Les travailleurs et travailleuses informelles constituent un groupe hétérogène qui se distingue par sa grande diversité d’activités et d’intérêts, mais qui a comme caractéristique commune le fait de fonctionner essentiellement en marge des réglementations gouvernementales. Dans cet article, nous analysons les différentes façons dont les travailleurs et travailleuses informelles au Ghana s’organisent en réponse aux délocalisations proposées de leur espace de travail. En nous inspirant de Tsing, nous distinguons trois niveaux de tension qui peuvent conduire à un changement (structurel), à une action collective et à un poids politique accru des travailleur·euse·sinformel·le·s. Nos deux études de cas à Accra et Kumasi montrent à quel point militer pour un développement inclusif est un processus façonné par des motivations diverses et des intérêts potentiellement conflictuels. Show more In this paper, we employed a blend of multiple and historical case study design, and a mix of institutional, behavioral, resource-based, and multinational theories, to examine the nature of multinational companies’ (MNC) engagements in local economic development and capital export practices in an African context. Evidence from our Nigerian case analysis (FrieslandCampina, Nigerian Breweries Plc. and Dangote Cement) confrms the proposition that, faced with a similar degree of uncertainty and constrained institutional environment and laying claims to difering sources of competitive advantage, both local and foreign MNCs would repatriate profts and limit exposures to local value chains (LVCs) mainly as a strategy for mitigating country risks and preserving corporate value. Such limited exposures detach MNCs, especially the foreign ones, from the LVCs, and by doing so push them to deeper reliance on the global value chains (GVCs). Linking local businesses to the GVCs is central in the inclusive development (ID) debate essentially because it allows for the redistribution of economic benefts, helps in building a complementary (rather than competitive) relationship between MNCs and local businesses, and facilitates local businesses’ access to international markets. We, therefore, recommend that in pursuit of the inclusive and sustainable development projects in Africa, industrial policies need to be tailored toward stabilizing the policy environment, protecting investments from risk of expropriation, and incentivizing MNCs’ participation in the LVCs. Although it is widely agreed that prompt, adequate, and effective compensation should be paid for such nationalisations, studies in this arena have rarely focused on the contestations that impact on the definition and operationalisation of what constitutes fair compensation. This article explores the above dynamics using the Obsolescing Bargaining Power Theory. Evidence in this article suggests that the bargaining position of foreign multinational banks is stronger when they are net exporters of capital from their host countries. Also, the negotiating position of the British banks was further strengthened by the overt and covert support they received from the British Government. Show less

For these women, slam has meant a change in their lives as they have found words to describe difficult experiences that were previously shrouded in silence. Their words, performances and engaged actions are developing into a body of popular knowledge that questions the status quo and relates to the ‘emerging consciousness’ in many African urban societies of unequal, often gendered, power relations. The women who engage in slam have thus become a voice for the emancipation of women in general. Show less

Show moreThis study determined the contribution of a mobile health (M-health) system to the treatment of Schistosoma haematobiumin a region of Chad where S. haematobium is endemic. M-health involves the use of a mobile phone for health care. The study compared the prevalence of schistosomiasis in an area with an M-health system, newly installed in 2014, with an area without an adequate health infrastructure. Data were gathered after the M-health system had been running for 3 years. We took urine samples from children age 1 to 15 years, for a total of 200 children in a village in the M-health area and 200 in a village in a non-M-health area. Urine was checked for urinary schistosomiasis by using dipsticks for microhematuria and, in cases of positive dipstick results, microscopy was used to detect eggs. Comparison between the areas allowed us to assess the effectiveness of the installed M-health system after 3 years of operation. Based on dipstick outcomes, the non-M-health area had an infection rate of 51.5% compared with 29% in the M-health area. Microscopy results in non-M-health and M-health were 27.5% and 21%, respectively. The dipstick result difference between M-health and non-M-health areas was statistically significant. Dipsticks were more reliable than microscopy for the detection of schistosomiasis, especially in areas without qualified personnel. Based on these results, M-health proved its ability to reduce the infection rate of urogenital schistosomiasis, and the implementation of M-health shows great promise in areas where this disease is endemic and where no mass drug administration is provided. Show moreMusic beats spoken language in identifying individuals uniquely in two disparate communities. In addition to their given names, which conform to the conventions of their languages, speakers of the Oyda (Omotic; SW Ethiopia) and Yopno (Finisterre-Huon; NE Papua New Guinea) languages have “name tunes,” short 1–4 s melodies that can be sung or whistled to hail or to identify for other purposes. Linguistic given names, for both communities, are often non-unique: people may be named after ancestors or contemporaries, or bear given names common to multiple individuals. But for both communities, name tunes are generally non-compositional and unique to individuals. This means that each new generation is likely to bring thousands of new name tunes into existence. In both communities, name tunes are produced in a range of contexts, from quotidian summoning and mid-range communication, to ceremonial occasions. In their use of melodies to directly represent individual people, the Oyda and Yopno name tune systems differ from surrogate speech systems elsewhere that either: (a) mimic linguistic forms, or (b) use music to represent a relatively small set of messages. Also, unlike some other musical surrogate speech traditions, the Oyda and Yopno name tune systems continue to be used productively, despite societal changes that have led to declining use in some domains. Show moreMotivation: Higher education is regarded as a key instrument to enhance socioeconomic mobility and reduce inequalities. Recent literature reviews have examined inequalities in the higher education systems of high-income countries, but less is known about the situation in low- and middle-income countries, where higher education is expanding fast.Purpose: The article reviews the academic literature on higher education in low- and middle-income countries using a research framework inspired by social justice and capability approaches. It considers the financial, sociocultural, human and political resource domains on which people draw, and how they relate to access, participation and outcomes in higher education.Methods: A literature search for studies explicitly discussing in-country in equalities in higher education revealed 22 publications. Substantial knowledge gaps remain, especially regarding the political (and decision-making) side of inequalities; the ideologies and philosophies underpinning higher education systems; and the linkages between resource domains, both micro and macro.Findings: The review highlights key elements for policy-makers and researchers: (1) the financial lens alone is insufficient to understand and tackle inequalities, since these are also shaped by human and other non-financial factors; (2) sociocultural constructs are central in explaining unequal outcomes; and (3) inequalities develop throughout one’s life and need to be considered during higher education, but also before and after. The scope of inequalities is wide, and the literature offers a few ideas for short-term fixes, such as part-time and online education.Policy implications: Inclusive policy frameworks for higher education should include explicit goals related to (in)equality, which are best measured in terms of the extent to which certain actions or choices are feasible for all. Policies in these frameworks, we argue, should go beyond providing financial support, and also address sociocultural and human resource constraints and challenges in retention, performance and labour market outcomes. Finally, they should consider relevant contextual determinants of inequalities. Show less

Show moreThe introduction to this special issue argues that in many countries in southern Africa a new phase in the entanglement between the religious and the political has set in. Increasingly, activists in political fields are borrowing from religious registers of discourse and practice, while conversely, activists in the religious domain are adopting discourses and practices originating in the political domain. We suggest that this religiopolitical activism is simultaneously the product of a climate of profound social change and an important transformative force within it. In order to do justice to the complex dynamics of southern African religiopolitical activism in its manifold manifestations, we draw on the concept of ‘family resemblances’. This allows us to examine how the boundaries between religious and political registers are made the object of situated social negotiations. The family resemblances explored in this special issue range from religiopolitical activists’ habitus and their communication strategies via religious leaders’ self-positionings in relation to the political, to the creation of specific religiopolitical spaces. Show moreThis contribution explores the significance of religious practices that put emphasis on encouraging people to hold their position when others question the ideological or dogmatic elements of their faith. Applying the term ‘religious insistence’, it investigates these practices with a view to the ways in which Pentecostals take a position vis-à-vis the challenges they confront in the sociopolitical domain. Contributing to the study of religious activism, we show that practices of insistence are neither fully resistant nor fully acquiescent with regard to the existing situation. We argue that these practices of holding one’s ground, which we subsume under the term ‘insistence’, represent a specific modality of formulating one’s identity in regard to others that is neither about provoking structural change, as a resistance perspective would emphasise, nor about condoning a structural situation as is and remaining fully acquiescent with it. While in Pentecostal contexts insistence does not take up-front political protest as its main focus, it can still be interpreted as a form of religious activism since it often entails some form of critical response toward a given sociopolitical order or process. By drawing attention to how religious insistence manifests itself in and through Pentecostalism, this contribution proposes to enrich the study of religious activism in Africa and opens up a perspective that addresses assertiveness as a register of expression that differs from resistance and acquiescence. Show moreThis study has examined traditional coping systems, emerging adaptation strategies and barriers to the adoption of these strategies. Structured questionnaires on coping and adaptation strategies were conducted among Nyangatom households, expounded by focus group discussions and key informant interviews. Correlations between times series (1987–2016) on rainfall, temperature and the local perceptions on CC were examined. The time series analysis confirmed pastoralists' perception that the frequency of extreme drought has increased since 1987. The Nyangatom responded by temporal migration and herd diversification. Other responses include flood cultivation and enhancing alliance formation with other ethnic groups. Multi-nominal logistic regression analyses indicated that age of household head (−), livestock ownership (+), crop productivity (+), off-farm income (+) and access to climate information (+) proved to be key determinants with a statistically significant (negative or positive) effect on adoption. Other factors that hindered climate change adaption include intermittent conflicts with neighbouring ethnic groups and limited access to alternative livelihood options. Interventions to facilitate transition towards sustainable, adaptation-based communities need to incorporate deliberate, longer-term, risk-reducing strategies, including rangeland management, water harvesting and small scale-irrigation schemes. Improved education access, extension services, and a conducive pastoral policy environment will help to enhance the Nyangatom adaptive capacity. Show less
