Show moreLiterature on political vigilante groups has centred on the violence and conflict that emanate from their activities. This article approaches political vigilante groups as political actors who engage in political mobilisation and participation and therewith also contribute to nation state building. It explores how such groups participate in Ghana’s democratic governance and asks whether violence is an inevitable characteristic. The article builds on individual in-depth interviews and focus group discussions with political vigilante group members in Kumasi and Tamale in 2019. Findings show that political vigilante “youth” appeared to refer primarily to the social position attributed to non-elite groups in the political field. Political vigilante groups are multi-faceted in their organisational structures, membership, and activities both during electoral campaigns and during governing periods. While some groups revert to violence occasionally, the study concludes that political vigilante groups, in enabling different voices to be heard, are also contributing to democratic governance. It focuses on earlier and current expres- sions of mobile and Islamic modernity as well as on changing moralities and forms of Islamic authority. Referencing the other contributions to this special issue, it particu- larly emphasizes the (discursive and visual) contestations and social dramas that take place in the region’s media spaces providing for a variety of Islamic forms, practices, and socialities that can best be grasped, the authors argue, by considering politics, the pious, and the popular not as separate, but as mutually constitutive domains. Show moreConflicts are multi causal and remain an inevitable part of human existence, and Africa like other parts of the world has had to grapple with the phenomenon. The Northern Region of Ghana has over the years been a hotbed of conflicts as several communities have gained notoriety for frequent violent disturbances. Though the “North” is not the only place of simmering tensions and conflicts since colonial times, the violent nature and intractability of some conflicts which often make the headlines for obviously “bad” reasons leaves much to be desired This paper examines Northern Ghana’s intractable conflicts many of which have partisan and political undertones, and have served as fodder to exacerbate; chieftaincy succession conflicts, land and boundary disputes, and others that may arise from competing group interests. More importantly, some of these disputes may directly be as a result of struggle for political power or domination. Whilst relying on textual or content analysis of conflicts in Ghana and Africa the author also makes use of, interviews, personal observation and experiences gained from the area under discussion. Resource persons and researchers, some from these conflict areas offered great insight for this write-up. Show less

Show moreThe 2015 elections in Ethiopia had a predictable outcome, showing an entrenched system of one-party dominance that self-referentially enacts the political order created by the Ethiopian People’s Revolutionary Democratic Front (EPRDF) since 1991. EPRDF spokespersons continued to defend the party’s hegemony as inevitable, grounded in a logic of technocratic authority and with reference to ‘stability’ and ‘development’. This paper describes the electoral process not in the light of democracy theory but of hegemonic governance theory. Elections seem to have lost relevance in Ethiopia as a means of political expression and are only important as a performance of hegemonic governance and as ‘global impression management’ – showing state skills in securing a smooth electoral process as a major organisational feat in itself. Contradictions that the political process creates between the Ethiopian party-state and domestic constituencies, and between the attitudes/policies of certain donor countries, are downplayed or avoided, but problematic in the long run. Show moreIn this chapter we analyze the politics of policing, with a specific focus on policing agendas in the two largest cities in The Netherlands: Amsterdam and Rotterdam. Both metropolises are considered metropolises facing ‘glocal’ challenges related to multicultural populations in urban areas, social inequalities in terms of household income, international harbors, crime and disorder. The term ‘glocal’ refers to the interlinkages between global challenges and local communities. In order to get an understanding of the tendencies towards divergence and convergence in urban policing in the metropolises under study we start with a summary of general trends in policing in the Netherlands in the second section. In the third section national, regional and local governmental constitutional arrangements, discretionary powers and public police management are presented. The remainder of the chapter compares and contrasts policing agendas in Amsterdam and Rotterdam and concludes with an overview of their regimes and possible explanations for convergence and divergence in the politics of policing in these metropolises. The search for the regimes in the background of policing agendas in these two embedded case studies reveals both convergence and divergence towards the national agenda and between the agendas in both metropolises. Possible explanations for these trends could be found in the political ‘circuits of power’ (Devroe, Edwards, Ponsaers, this volume) of the municipal ruling coalition and in wider institutional arrangements in place. Show moreTwenty years after its horrific genocide, Rwanda has become a model for economic development. At the same time, its government has been criticised for authoritarian tactics and the use of violence. Missing from the often polarised debate are the connections between these two perspectives. Synthesising existing literature on Rwanda in light of a combined year of fieldwork, we argue that the Government of Rwanda is using the developmental infrastructure to deepen state power and expand political control. We first identify the historical pressures that have motivated the ruling Rwanda Patriotic Front (RPF) to reimagine the political landscape. Sectarian unrest, political rivalry, wider regional insecurity and aid withdrawal have all pressured the RPF to identify growth as strategic. However, the political transformation extends beyond a prioritisation of growth and encompasses the articulation of ideologies and new mindsets, the provision of social services and infrastructure and the reordering of the social and physical layout of the territory. Growth and social control go hand in hand. As such, this paper's main contribution is to bring together the two sides of the Rwandan debate and place the country in a broader sociological literature about the parallel development of capitalist relations and transformations in state power. Show moreThis essay discusses the continued importance that religion holds in African life, not only in terms of numbers of believers, but also regarding the varieties of religious experience and its links with politics and the "public sphere(s)". Coinciding with the wave of democratization and economic liberalization efforts since about 1990, a notable growth of the public presence of religion and its political referents in Africa has been witnessed; alongside "development", religion will remain a hot issue in the future political trajectory of the continent. Its renewed presence in public spheres has also led to new understandings of what religion means and how it figures into both "world-making" and identity politics. This will prolong the challenges associated with the role and status of religion in the "secular state model" found in most African countries. Can these states, while "besieged" by believers, maintain neutrality among diverse worldviews, and if so, how? The paper discusses these issues in a general manner with reference to African examples, some taken from fieldwork by the author, and makes a philosophical argument for the development of a new kind of "secular state" that can respect the religious commitments of African populations. Show moreBy tracking the changing nature of wasta, or personal intermediation, in the Khartoum labour market, this paper examines the impact of Islamist policies on state-society relations in Khartoum, Sudan. It argues that economic liberalisation and higher education expansion weakened sectarian control over the economy, replacing the former institutionalised system of privilege with a much more decentralised, private and transnational structure. The conclusion asks whether these policies have laid the groundwork for long-term political transformation. While education expansion and liberalisation should theoretically allow a regime to broaden patronage networks, they may also reduce the capacity of both the regime and the private sector to exercise power and establish predictability outwards. Show moreIn Ethiopia, as in other parts of Africa, relations between Christians and Muslims show a new dynamic under the impact of both state policies and global connections. Religious identities are becoming more dominant as people's primary public identity, and more ideological. This development has ramifications for the 'public sphere', where identities of a religious nature are currently presented and contested in a self-consciously polemical fashion. This shared space of national political and civic identity may become more 'fragmented' and thus lend itself to conflict and ideological battle. This article examines recent developments in the polemics of religion in Ethiopia, and the possible role of the state as custodian (or not) of an overarching civic order beyond religion, as well as the emerging rivalries between communities of faith. A crucial question is what social effects these polemics will have on communal relations and patterns of religious coexistence. Polemics between believers have a long history in Ethiopia, but a new and potentially problematic dynamic has emerged which may challenge mainstream believers, their intergroup social relations, and Ethiopian state policy. Polemics in Ethiopia express hegemonic strategies and claims to power, and are rapidly evolving as an ideological phenomenon expanding in public space.
