Show moreWhile there is increasing academic analysis and policy concern regarding growing inequality and the need for more inclusive development trajectories, it is equally important to advance our understanding of the pathways to attain more inclusive development in practice. This paper serves as the introduction to a special issue examining the empirical outcomes and processes of inclusive development policies in selected countries in Africa. The paper presents a policy implementation and assessment framework as a lens that connects the diferent case studies. The framework links general inclusive development strategies in employment, social protection and governance, to the participation and representation of the various stakeholders as well as the monetary and non-monetary transaction costs in accessing and/or implementing these programmes on the ground in diferent national and sub-national contexts. Based on the fndings of the 9 case studies, the paper also advances policy directions and operational frameworks to attain more inclusive development in practice.[Résumé]. Bien qu’il existe une analyse académique croissante, et une préoccupation politique envers la montée des inégalités et la nécessite de trajectoires de développement plus inclusives, il est tout aussi important d’avancer notre compréhension des chemins qui permettent—dans la pratique—d’atteindre un développement plus inclusif. Cet article sert d’introduction à un numéro spécial examinant les résultats empiriques et les processus de développement inclusifs dans certains pays en Afrique. L’article présente un cadre d’implémentation et évaluation des politiques, tel que un prisme qui connecte les diférents études de cas. Ce cadre relie des stratégies de développement générales (dans l’emploi, la protections sociale, et la gouvernance) à la participation et la représentation de diférents partis intéressés, aussi qu’aux aux couts de transaction (monétaires et autres) dans l’accès à ces programmes et à leur implémentation sur le terrain, dans des contextes nationales et sous-nationales. Show moreIn the Netherlands, there is a growing need for collective housing for older people to bridge the gap between ageing-in-place and institutional care facilities. Participation of older people in the concept and design phases is important to tune the market supply to the needs of (future) residents, yet social entrepreneurs find it challenging to involve older people. This commentary explores various ways older people can participate in the development of new housing initiatives. The ladder of citizen participation is applied to explore different roles that (future) residents could play with levels of influence varying from non-participation to citizen power. Considerations for meaningful participation are discussed, in order to show how collaborations can be formed between (future) residents and decision makers. Show less

Show more‘Good governance’ has been defined as a necessary condition for (economic) ‘growth’ and ‘development’ not only in in developing world but also in the wealthier, developed nations. This paper seeks to sociologically explore the ‘articulation’ of the ideology of good governance of the post-1991 Ethiopian federal state with versions of legitimate authority, just rule, accountability, economic fairness, etc. with reference to some local ethnic societies in Southern Ethiopia. Similarities and differences will be discussed so as to show that the concept of ‘good governance’ is multi-dimensional and ambivalent, evoking local notions (and expectations) of a just order and the rule of fairness among citizens as well. In the context of Ethiopia, its constant reiteration as a policy aim may thus also have contributed to citizens’ renewed claim-making as well as their rediscovering their own (cultural) notions of just governance. Show moreThis paper presents the results of a short-term research project conducted in 2017/2018 on the various ways in which migration and land dynamics in West Africa are intertwined. Contrary to much conventional (policy) thinking in the European Union (EU) today, our point of departure is not that migration is the problem to be solved – nor that (access to) land is the straightforward means to discouraging migration. Drawing on local case studies in four West African countries, this research aims to shed light on the various relationships between migration and land, and to analyze to what extent they may contribute to or obstruct (local) inclusive and sustainable development in Mali, Senegal, Burkina Faso, and Benin. In doing so, we aim to offer food for thought concerning possible ways for making the connection between migration and land more fruitful and productive for as many people as possible, especially in relation to the opportunities and constraints facing different categories of West African youth. Show moreThe 2015 elections in Ethiopia had a predictable outcome, showing an entrenched system of one-party dominance that self-referentially enacts the political order created by the Ethiopian People’s Revolutionary Democratic Front (EPRDF) since 1991. EPRDF spokespersons continued to defend the party’s hegemony as inevitable, grounded in a logic of technocratic authority and with reference to ‘stability’ and ‘development’. This paper describes the electoral process not in the light of democracy theory but of hegemonic governance theory. Elections seem to have lost relevance in Ethiopia as a means of political expression and are only important as a performance of hegemonic governance and as ‘global impression management’ – showing state skills in securing a smooth electoral process as a major organisational feat in itself. Contradictions that the political process creates between the Ethiopian party-state and domestic constituencies, and between the attitudes/policies of certain donor countries, are downplayed or avoided, but problematic in the long run. Show moreEven if 'good governance' goals have dominated public policy in postcolonial polities in the last decades, their politics and public administration often continue to be marked by authoritarianism, nepotism and corruption - the very practices good governance policy was to eradicate. In this article, we try to account for this apparent intractability of 'poor' and, occasionally, outright 'bad' governance. First, we argue that what appears as 'bad' governance to those embracing conventional, essentially Weberian, 'good governance' conceptions, may in fact be 'good' governance after all. Practices of political clientelism or patronage may reflect and accord with widely shared cultural beliefs about good and legitimate governance. Second, we show that the predominance of personalism and unofficial relationships that characterizes political clientelism may combine with modern bureaucracy in ways that drastically subvert the type of 'good governance' embodied by traditional moral economies of patronage. We dissect the logics of neopatrimonialism, a type of regime in which ruling elites use the state for personal enrichment and profit from a public administration that is patently unstable, inefficient, nontransparent and that fails to distribute public resources to large segments of the population. Third, we argue that the pragmatic survival strategies to which 'ordinary' citizens resort in response to such neopatrimonial neglect often, and ironically, entail the direct engagement with - rather than an outright distancing from -neopatrimonial politics.
