Show moreThis chapter presents an overview of the media in Kenya as it stands today, focussing on the role of the media in the process of democratization. It first sketches the Kenyan media landscape as it developed since 1902, when the first newspaper was established in the then British headquarters for East Africa, the town of Mombasa. It discusses the impact of the 1992 'liberalization' of the Kenyan media, demonstrating that in addition to growth in the number of publications and broadcast stations, a qualitative change in content is evident, particularly in the print media. However, although press freedom has improved, regulatory and policy measures affecting the media should still be characterized as restrictive. The chapter then focuses on media coverage of the 1997 elections, distinguishing between two aspects: the game of strategy, and the substance of the elections. It also pays attention to the role of journalists in the debate about the need for constitutional change and the Media Watch project, whose main objective was to monitor the State-owned Kenya Broadcasting Corporation radio and television during the pre-election period. Show moreIn writings about the role of trade unions in the democratization process in Africa one can distinguish a pessimistic and an optimistic school. However, recent research presents a more complex picture. In this chapter the author has selected three case studies for an in-depth comparative analysis: Zambia, Ghana and Cameroon. They reflect variations in the degree of intensity of the unions' role in the democratic process, varying from high in Zambia, medium in Ghana, and low in Cameroon. The author demonstrates that these variations depend not only on differences in the unions' organizational strength and previous State-union relations, but also on the unions' willingness to involve themselves directly in the creation of formal democracy, in particular in the form of a multiparty system. The case studies suggest that unions in Africa, particularly in English-speaking countries, are more likely to fight for autonomy versus the State and for a larger degree of participation in the national decisionmaking process than to support or join opposition forces in their struggle for the establishment of a multiparty system. On the basis of their experience with both the colonial and postcolonial trade union models, African unions have often been inclined to stay aloof from struggles to introduce formal democracy, out of fear that any alliance with opposition movements or parties would eventually turn out to be harmful to their representation of workers' interests. To consolidate their achievements, the unions should strengthen their organization; improve upon their negotiating and bargaining position in national decisionmaking fora; and democratize their internal organization and administration. Show moreThis chapter explores the relationship between the father-metaphor, gerontocratic power, democratization and religion in the context of changing political culture in Malawi. It argues that democratization in Malawi signalled a change in the nature of the dominant gerontocratic power relations associated with Chewa political traditions, and gave the young an opportunity to escape from their tightly circumscribed sociopolitical space in what for thirty years had been a highly supervised society. It further argues that religion, in particular 'born-again' (often Pentecostal) Christianity, played a significant role in changing the meaning of the crucial root paradigm of gerontocracy in Malawian political culture. The chapter shows that the position adopted by religious youth groups in the 1990s was the outcome of a 'struggle for youth' that Malawian society had faced since colonial times and in which religion played a significant role. In so doing, it deconstructs the so-called 'conservative nature' of Christian fundamentalism-cum- Pentecostalism. Show less

Show moreEthiopië lijkt een fase van 'deconstructie en reconstructie' door te maken sinds de val van het regime Mengistu in mei 1991. Het land is in een proces van politieke herstructurering verwikkeld en poogt een basis te leggen voor een meer open, democratische samenleving. Als gevolg van bijna vier jaar overgangsbeleid is Ethiopië reeds aanzienlijk veranderd: er bestaat vrede en relatieve rust; er is veel meer sociale en politieke vrijheid; er is een opener, markt-georiënteerde economie, met betere voorwaarden voor economische activiteit; het bewind is erin geslaagd etniciteit of 'nationaliteit' een alom tegenwoordig punt te maken onder de bevolking; decentralisatie en 'etnisering' van de regio's zijn vergevorderd, ofschoon de feitelijke controle nog steeds bij de centrale regering ligt. Een probleem vormt de dominantie van het EPRDF (Ethiopian Peoples' Revolutionary Democratic Front) en de TGE (Transitional Government of Ethiopia) en de relatie tussen de zittende machthebbers en de oppositie. De verkiezingen van juni 1994 en mei 1995 leidden tot een versterking van de positie van de zittende regering, maar losten de problemen van representativiteit en legitimiteit van deze regering niet op. Show moreThe current discussion on democratization in Africa tends towards Eurocentrism in that it pays insufficient attention to the analytical and methodological implications of cultural imperialism, localization, wrongly claimed universality, and the social price of relativism. Conceptually, formal constitutional democracy is only one variant of democracy among others, and besides, it is an item of political culture which has only relatively recently been introduced to Africa. Recent developments among Nkoya peasants of Kaoma district, Zambia, and working-class townsmen from Francistown, Botswana, most of whom identify themselves ethnically as Kalanga or Tswana, suggest that the democratization movement is only another phase in the ongoing political transformation of Africa. In the course of this process, by an interplay of local and national (ultimately global) conceptions of political power, indigenous constitutional, philosophical and sociological alternatives of political legitimacy are tested, and subsequently accommodated or discarded as obsolete. The author carried out anthropological fieldwork among the Zambian Nkoya in 1972-1974, and in Francistown in 1988-1989, and in both cases has made repeated return visits since. Show moreL'expérience de renouveau politique en Éthiopie est en cours depuis 1991, lorsque le régime du colonel Mengistu Haile Mariam fut remplacé par une coalition de mouvements de guérilla à base ethnique dirigée par l'EPRDF (Ethiopian Peoples' Revolutionary Democratic Front). La politique de restructuration démocratique du TGE (Transitional Government of Ethiopia) est fondée sur le postulat que la démocratisation ne pourra être établie qu'à travers la réalisation des droits ethniques des différentes 'nationalités' du pays. L'Éthiopie devrait donc devenir une fédération démocratique de régions-ethnies au lieu de rester un État unitaire. Cet article évoque les implications d'une telle ligne idéologique et évalue les élections 'démocratiques' tenues depuis 1992. Pour une partie croissante de la population, la politique de restructuration devient décevante. Show moreEtniciteit heeft altijd een centrale rol gespeeld in de Afrikaanse politiek. Politieke leiders hebben in het verleden hun machtsbasis steeds gevonden binnen hun eigen volk. Vanwege de etnische tegenstellingen zijn velen pessimistisch over het welslagen van de golf van democratisering die op dit moment Afrika overspoelt. Hoe 'etnisch' werd er bijvoorbeeld gestemd in Kenia en Kameroen tijdens de algemene verkiezingen in hun landen in 1992? Dit artikel gaat in op deze vraag. In etnische termen behoort Kameroen tot de meest gefragmenteerde landen van Afrika. In 1992 heeft president Biya gehoor gegeven aan de roep om politieke democratisering, hetgeen resulteerde in twee vrije verkiezingen: parlementsverkiezingen in maart en presidentsverkiezingen in oktober. Uit een analyse van de verkiezingsuitslagen blijkt dat regionale etnisch-religieuze tegenstellingen, alsmede lokale machts- en afhankelijkheidsrelaties, een bepalende rol hebben gespeeld in het stemgedrag van de bevolking. Ook in Kenia is de etnische versnippering groot. De bevolking van 25 miljoen mensen is verdeeld in ongeveer 40 etnische groepen. Geen enkele groep heeft een numeriek overwicht. Show moreCe rapport présente un aperçu de la littérature sur la démocratisation en Afrique au sud du Sahara (1989-1992). D'abord, les auteurs évoquent un certain nombre de traits dominants de la vie politique en Afrique qui forment l'arrière-plan nécessaire à comprendre les changements actuels concernant la démocratisation. Ensuite ils résument le débat scientifique sur la démocratie en Afrique dans la période 1960-1989, qui a ses racines dans les mouvements d'indépendance et se concentre sur l'échec des modèles Westminster/Élysée. Ils décrivent les arguments tels qu'ils ont été employés pour légitimer l'État à parti unique et, finalement, l'État sans parti. Au cours des années 70 on s'inquiéta de la répression grandissante et de l'évolution stagnante dans les pays africains. Ce n'est qu'au cours des années 80 que l'attention se tourna vers la société civile. Dans le contexte économique et politique radicalement changé à la fin des années 80, on attache une plus grande valeur à la démocratie. La question fondamentale de savoir si la démocratie est un concept universel ou purement occidental, et les différentes définitions de la démocratie, ont conduit à des discussions sur l'État et la société civile, la fonction du multipartisme dans la démocratisation, "good governance", la démocratie et le droit et la démocratie et le développement.
