Show moreIf diversity counteracts solidarity, as welfare state scholarship commonly concludes, then how did the expansion of European welfare states in the postwar period coexist with (post)colonial migrations? Through a historical-interpretivist lens, this dissertation studies the inclusion of migrants from the Caribbean, Algeria, and present-day Indonesia in post-war British, French, and Dutch welfare states respectively. It documents a variety of inclusions on unequal terms in French and Dutch welfare states. While those who qualified as repatriates received aid under targeted assistance schemes and expedited access to social security, many who had been disadvantaged under colonial legal codes were directed towards paternalistic arms of the welfare state aimed at surveillance and cultural conversion. In the UK, street-level discrimination and restricitonist immigration law marred the promise of equality under the Beveridgean welfare state for Caribbean citizens. These patterns were racialised, but not inevitable. Ideological efforts to construct certain migrants as deserving cultural insiders have important explanatory power. This dissertation improves the theoretical toolkit available to welfare state scholars interested in inclusion, and elucidates the relationship between race and redistribution. Diversity neither caused retrenchment, nor threatened solidarity. Rather, (post)colonial migrations offered contemporaries an opportunity to consciously and manually create it. Show less

Show moreThis dissertation takes the reader around different Collective Food Procurement networks in Turin (Italy). Building on 15 months of ethnographic fieldwork between 2019 and 2020, I discuss the case of urban gardens (part one), open-air food markets (part two) and food aid initiatives (part three). I analyse related sites, people, practices and narratives and I call for diversifying our outlooks on urban peripheral areas and moving away from incautious optimism around widespread understandings of urban renewal and sustainability. To critically engage with these themes, I focus on civic engagement and morality, which represent red threads throughout the text. In particular, I argue that citizens’ engagement is increasingly mediated by the non-profit sector. This should be problematised in relation to silenced discontent, the exclusion of marginalised practices and limited citizens’ possibilities to be part of actual decision-making. I use morality as a common denominator to investigate the similarities and differences between the various cases - and examine their linkages with broader processes such as welfare reconfiguration, precarious labour and gentrification. I highlight how, through morality, certain working cultures, such as low remuneration as part of the non-profit sector, became interrelated with contemporary understandings of urban sustainability. Show moreConcerns about the impact of immigration (‘diversity’) on welfare states (‘solidarity’) are widespread among political economists. This article presents an alternative theoretical framework for understanding their relationship. Using social and cultural theory, I argue that it is tautological to suggest that diversity and solidarity covary; both emerge out of the same ideological and material efforts to construct an ‘ingroup.’ I probe this theory with a historical case study of the inclusion of (post)colonial migrants in the Netherlands from 1945 to 1968. Complementing secondary literature with original archival research, I show key state and non-state agents of the emergent Dutch welfare state constructing racial categories by fixing ‘Westernness’ or ‘rootedness’ as a salient determinant of ingroup membership, locating (post)colonial migrants in relation to it, and distributing entry, citizenship and social rights accordingly. An elusive metric of cultural proximity, ‘Westernness’ was under construction at the same time as it was in use, as state officials, social workers, and private charities negotiated its meaning with the public. The article not only compels European welfare scholarship to acknowledge race and racism in its recent past, but also builds theory regarding the influence of identity on redistributive outcomes. Show moreThe role of municipalities in migrant integration in post-war European history has largely slipped below the radar in previous migration research. Our special issue presents case studies on how Bristol, Dortmund, Malmö, Mannheim, Stuttgart and Utrecht managed migrant influxes from the mid-1940s to 1960s. Following interdisciplinary advances in local migration studies, our urban histories take a diversity of approaches, present diverse temporalities, and uncover municipal responses that range from generosity to indifference and to outright hostility. In all six cities, despite such diversity in local attitudes and municipal policies, municipal authorities had significant impacts on migrants’ lives. The introductory article explores how our urban perspectives contribute to scholarship on reconstruction and the post-war boom; welfare; democracy and citizenship; and European integration. Using local migration as a lens into postwar European history, we argue, provides important new insights for the historiography of postwar Europe. Show less

Show moreParental leave policies give parents a temporary leave from employment in order to care for a child. Secondary aims are to increase women's attachment to the labour force as well as supporting gender equal roles in paid and unpaid work. This study researched parent satisfaction of parental leave policies in the United States of America and the Netherlands. Mothers and fathers were individually interviewed face to face regarding satisfaction with family leave polices, if and why they did or did not use them, and how parental leave impacted divisions of paid and unpaid labour. The U.S. Family and Medical Leave Act was found to be unhelpful to parents mostly becuase it is unpaid. U.S. single mothers suffer the most due to a lack of paid parental leave, lack of adequate child care, and parent / gender discrimination at the workplace. Dutch parents are generally satisfied with their parental leave (paid maternity, paternity, and care leave); Dutch part-time parity laws as well as the right to reduce working hours have also been helpful. Dutch parents score significantly higher on Quality of Life measures. But organizational culture continues to assume the single male breadwinner norm which leads to gender discrimination at the workplace; this continues to reinforce traditional gender divisions in paid and unpaid work.
