Show moreThis paper presents a comparative study on conceptualizations of the poorly understood nodding syndrome (NS) in Uganda and Tanzania. NS has been constructed as a biomedical category to serve global health discourse as well as national contexts of managing the condition. The paper looks into the shifting meanings and conceptualizations of NS in the affected areas of Kitgum (UG) and Mahenge (TZ) district. The perceived universality of biomedical classifications is problematized as conflicting with the specific contexts of lucluc and kifafa cha kusinzia. Reconciliation proves to be challenging, poignantly evoking the cultural construction as such of any medical condition. Show less

Show moreOn June 2, 1978, the Tanzanian government under President Julius Nyerere ordered the British multinational corporation, Lonrho Limited, to leave the country. The “official reason” provided for this action was Lonrho’s “continued defiance of the United Nations mandatory sanctions against Rhodesia and the expansion of its business interests in South Africa.” Using newly available materials, mainly from the National Archives London, this paper attempts to document the rise of Lonrho in Tanzania up until the nationalization, the factors that influenced the compensation negotiations process between Lonrho and the Tanzanian government, and the role the British government played in the entire episode. Show moreRecently, Tanzania witnessed a revival of economic planning that explicitly aimed to combine rapid economic growth with accelerated structural transformation of the economy. To achieve these planning targets would require a relatively modest drop in the share of agriculture in GDP, but a dramatic fall in its share in employment by 2025. Tanzanian planners assume that labour is locked in agriculture because agricultural productivity is low, from which they conclude that, to release labour to fuel the expansion of manufacturing, it is imperative to raise agricultural productivity by appropriate land policies, leveraging private investment and developing public–private partnerships. We argue that, analytically, this planning argument leaves out the possibility that causality may run the other way – from high labour retention in agriculture to low agricultural productivity – and that, empirically, the observed patterns inherent in actual processes of economic transformation in Tanzania do not tally well with the assumptions of planners. More specifically, in so far as labour flows out of agriculture, it flows towards informal-sector activities, both rural and urban, rather than towards formal manufacturing. Show less

Before Nile Perch was introduced to the lake, beach seines the species targeted with beach seine were Tilapia, Bagrus, Haplochromis, Protopterus and Labeo. In 1994, beach seines were banned in Tanzania and by 2004, this particular regulation and others, were harmonized and applied to the entire Lake as a result of implementation of Regional Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing on Lake Victoria. The paper describes research findings on how the Nile Perch (NP) beach seine fishery is organized in Lake Victoria, Tanzania. The paper is guided by the following research questions: How is the Fisheries Department in Tanzania trying to govern the fisheries of Lake Victoria? How the beach seine fishery is governed in reality? What are the drivers for its continuity despite the ban? What are the counter-tendencies at local level and how and why do they emerge? We argues that it is the markets and associated graft – that drives coordination between the beach seine fishery; and the networks that depend on individuals’ network motivations – to get money, that together shape the fishery’s management and governance. Show moreMany African countries have experienced sustained economic growth, but few have achieved the type of structural change, driven by rising productivity, that has transformed mass living standards in parts of Asia. In the Developmental Regimes in Africa Synthesis Report, editor David Booth examines how DRA research has shed new light on how developmental regimes might emerge and be sustained in Africa in the 21st century. He outlines a concept with defining features at three levels: policy content, especially regarding agriculture; policy process, especially the ability to arrive at appropriate policies through iterative and adaptive problem-solving; and a type of political settlement that frees policy-making from the usual constraints. Among the other authors are the ASC's Ton Dietz and André Leliveld, with a contribution on the Agricultural 'pockets of effectiveness' in Kenya, Nigeria, Tanzania and Uganda since 2000. Show less

Show moreAs a result of increasing globalisation the public sphere has expanded over the recent decades. Consequently Qur'an translations exhibit a highly pluralised concept of religious authority, demonstrating an eclectic use of sources as authors respond simultaneously to local and global discourses. This paper shows how the commentary in a popularising Swahili tafsir by the preacher Said Moosa al-Kindy on two particular Qur'an verses, Q. 2:185 and Q. 2:189, cannot be understood as the outcome of theological and linguistic considerations only, but rather as a multi-epistemic, socially embedded product. Q. 2:185 and Q. 2:189 are often used to endorse particular viewpoints in East African moon sighting debates. This discourse revolves about the question of whether to accept a crescent sighting report from anywhere in the world to determine the beginning of the lunar month or to wait for a visible moon from a more restricted locality. This paper situates al-Kindy's translation within the wider field of Swahili Qur'an commentaries, and compares his treatment of these verses to that in two scholarly products from outside the established genre of tafsir. One is the polemical discourse on this subject by an Ibadi intellectual writing in Swahili and the second is the lunar calendar and website produced by a Tanzanian book trader. In all three of these works Qur'anic authority is paramount, but if we want to understand the diverse mediations of the Qur'anic message in a specific milieu we should not only look at the influence of exegetical traditions but also focus on social actors and their very personal, localised experiences. Show morePastoral and agro-pastoral areas in eastern Africa and elsewhere on the continent have long been regarded as peripheries, especially in economic terms, but also in terms of social and cultural accomplishments. Although biased perceptions of the 'unproductive' uses of pastoralism have become outdated, government policies still do little to formally recognise or integrate pastoral lands as critical parts of rural livelihood systems and economic development models. Instead, many states give preference to large-scale agricultural investments in pastoral areas, resulting in the loss or fragmentation of rangelands, induced sedentarisation of pastoralists, and a radical reduction in livestock numbers. The Lands of the Future Research Network supports the view that alienation of pastoralists from productive lands often is unwarranted, unproductive, and unadvisable. In such cases it would be better for the overall economy and society to leave things as they are, or, if 'development' comes in, to discuss the development potential of pastoralism. In other cases of integrated economies, combining old and new forms ('mixed agriculture' on a societal scale) might offer advantages to all groups of participants as well as the national economy. Drawing on research from Ethiopia, Kenya, Sudan, and Tanzania our paper looks at the significance of pastoralism as a productive economy and the positive bearing it has on the environment, wildlife conservation, and on the health and well-being of pastoral communities. The paper also reflects on what is at stake when one form of land use is replaced by another and when customary rules and practices regarding land access, land use, and traditional law are not fully recognised by policy makers. Using historical examples (e.g. from Afar) and current development trends (e.g. Ethiopia's river basin development in the Omo Valley), the paper shows how the impacts of such development need not be negative (e.g. forced displacement, resettlement, conflict). The authors urge development planners and governments to integrate the expertise of agro-pastoralists into development models and to establish strong relationships between investors, NGOs, GOs, policy makers, researchers, local communities, and other stakeholders in order to find equitable and long-term solutions for changing land uses. Show moreOrdinary social violence, - i.e. recurrent mental or physical aggression occurring between closely related people - structures social relationships in Africa, and in the world. Studies of violence in Africa often refer to ethnic wars and explicit conflicts and do not enter the hidden domain of violence that this book reveals through in-depth anthropological studies from different parts and contexts in Africa. Ordinary violence has its distinctive forms embedded in specific histories and cultures. It is gendered, implicates witchcraft accusations, varies in rural and urban contexts, relates to demographic and socio-economic changes of the past decades and is embedded in the everyday life of many African citizens. The experience of ordinary violence goes beyond the simple notion of victimhood; instead it structures social life and should therefore be a compelling part of the study of social change. Show less

Show moreThe voices of orphans and other vulnerable children and young people and of their carers and professional development workers are documented and analysed to both criticise the inadequacies of current social development work and to create a new, alternative theory and practice of project management in Zimbabwe and southern Africa. This is the first extensive and intensive empirical study of Zimbabwean orphans and other vulnerable children and young people. Chronically poor children and their carers can be corrupted or silenced by management systems which fail to recognise their basic human needs. Resilience in the face of such adversity is celebrated by the dominant project management ideology and practice but is a major barrier to achieve genuine sustainable improvements in the lives of vulnerable children. We propose a new person-centred project management approach aimed at delivering comprehensive services for orphans, which explicitly recognises the needs of orphans and other poor children to be fully socially, politically and economically included within their communities and which avoids the reinforcement of power based inequalities and their unacceptable consequences. The moral bankruptcy of much social development work in Zimbabwe and elsewhere in Southern Africa is described and we delineate an alternative project management policy and practice. Show less
