This research compares the educational outcomes of two schools – a Waldorf school and a public school – in a rural community in Central Philippines. Spelling abilities and attitude towards school of Grade 6 and Grade 8 students were evaluated and compared. In the end, results of both schools could be considered equivalent, but, due to its different pedagogy, Waldorf education still adds value, by providing for diversity and choice within the Philippine educational landscape. Show moreIntermediate metrics of translocation success are useful for long-lived, slow to mature species where survival and reproduction happen over decades. With fewer than 150 individuals in the wild, the Critically Endangered Philippine crocodile (Crocodylus mindorensis) is one of the most threatened species on Earth. This study presents the first analysis of diet and body condition of wild Philippine crocodiles and headstarted (i.e. captive-reared) individuals released into the wild over the last decade, and uses these results to show how diet and body condition can be pertinent intermediate metrics of translocation success. Analyses of stomach contents revealed 17 different aquatic and terrestrial invertebrate and vertebrate prey species. Interestingly, 70% of Philippine crocodiles showed snails to be the predominent prey type, followed by fish (36.7%), birds (33.3%) and reptiles (33.3%). More than 50% of crocodiles consumed the invasive golden apple snail, a leading agricultural pest. Regardless of crocodile history (wild vs. headstarted) or size class (juvenile vs. adult), no evidence was found for dietary differences in percentage occurrence, percentage composition or prey diversity. Body condition was significantly higher in wild compared with headstarted individuals when analysed together in a pooled group, although neither group differed significantly from the standardized expectation, and headstarted individuals were not significantly different when body condition was derived independently for the two groups. This study provides a working example of how assessing the convergence of diet and body condition between translocated and wild individuals can provide complementary monitoring parameters to demonstrate post-release establishment of translocated crocodylians. The congruent dietary composition and comparable body condition observed in this study suggest that headstarted crocodiles adapt well following release. Crocodylus mindorensis survives in an agricultural landscape and is likely to play an ecologically important role by exploiting invasive species, reinforcing the importance of this species to local communities. Show moreForest resource monitoring of different forest types is of great importance in sustainable forest management and climate change mitigation. Monitoring the productivity of forest resources could be achieved by modeling the basic tree parameters necessary for forest growth and yield. This study was conducted to develop a height-diameter at breast height (h-d) model necessary for tree height (h) estimation since h measurement is difficult in the field, especially in dense forests, and to estimate the forest productivity of the Diguyo limestone forest within the Northern Sierra Madre Natural Park (NSMNP). The diameter at breast height (d) and h of 124 trees were measured in seven 400-m2 plots as the basis for the model development. The h-d model was developed using different non-linear models such as the Chapman-Richards (CR), exponential (EX), Korf/Lundqvist (KL), modified logistic (ML), Schnute (SC), and Weibull (WE) models. The models were evaluated using the adjusted coefficient of determination (R2 adjusted), Akaike information criterion (AIC), Bayesian information criterion (BIC), mean absolute error (MAE), root mean square error (RMSE), percentage root mean squared error (PRMSE), and root mean squared percentage error (RMSPE). The performance of the species-specific allometric models and the generic models were compared for the biomass productivity of the limestone forest. Results showed that the CR h-d model performed best with MAE, RMSE, PRMSE, RMSPE, R2 adjusted, AIC, and BIC values of 1.47 m, 1.74 m, 19.31%, 28.71%, 0.79, 32.46, and 36.00, respectively. The highest average predicted tree biomass and carbon stock of the Diguyo limestone forest was 112.52 ± 97.65 t/ha and 50.64 ± 43.94 tC/ha, respectively, which is lower than other karst forests in Asia. The low forest resource productivity is due to the physical condition of the forest aggravated by natural and anthropogenic disturbances, thereby needing immediate attention to achieve forest sustainability. Show moreYearly, development-induced displacement affects some 20 million people, a disproportionate share of whom are indigenous. Within the diverse category of indigenous peoples, hunter-gatherers are especially vulnerable to displacement as they form the least powerful sectors of society. While displacement poses a major threat to the few remaining hunter-gatherer peoples, case studies of how this process unfolds are scarce. This ethnographic study details how two decades of indigenous land rights legislation have been ineffective in preventing displacement of indigenous communities in the Philippines, through the case of Agta hunter-gatherers of Dimasalansan. The paper demonstrates how procedural inconsistencies, institutional competition and a development paradigm focused on commodification of land have undermined the legal titling process. We argue that the ensuing land-rush that currently displaces Agta is symptomatic for how the implementation of indigenous land rights legislation is undermined by business interests, thereby creating more uncertainty than certainty for the least powerful. Show moreMany hunter-gatherer groups live on the outskirts of wider society, experiencing poor health outcomes with little access to medical care. From a development perspective, key interventions include the sedentarisation of these mobile peoples into camps nearby larger towns with sanitation infrastructure and medical care, as increased access to services is assumed to improve outcomes. However, recent research in the Agta (Philippine foragers from North-east Luzon) has demonstrated that individuals residing in more ‘developed’ communities suffer from increased morbidity and mortality. Here, using quantitative and ethnographic data on health collected between 2002 and 2014, we explore why this trend occurs by examining the relationship between key development initiatives with self-reported illness and the uptake of medical interventions with 415 Agta men, women and children. We demonstrate that health outcomes worsen as sedentarisation progresses, despite some increases in medical access. We argue this is because the development paradigm is not evidence-based, but rather stems from an ideological dislike of mobile hunter-gatherer lifestyles. Compounded by cultural insensitivity and daily discrimination, current interventions are ill-suited to the unique needs of hunter-gatherers, and thus ineffective. Based on our findings we offer future short and long-term policy suggestions which seek to reduce the Agta's vulnerability, rather than increase it. Show less

Show moreThis article examines global social policy formation in the area of skilled migration, with a focus on the Gulf Arab region. Across the globe, migration governance presents challenges to multiple levels of authority; its complexity crosses many scales and involves a multitude of actors with diverse interests. Despite this jurisdictional complexity, migration remains one of the most staunchly defended realms of sovereign policy control. Building on global social policy literature, this article examines how ‘domestic’ labour migration policies reflect the entanglement of multiple states’ and agencies’ interests. Such entanglements result in what we characterize as a ‘multiplex system’, where skilled-migration policies are formed within, and shaped by, globalized policy spaces. To illustrate, we examine policies that shape the nursing labour market in Oman during a period when the state aims to transition from dependence on an expatriate to an increasingly nationalized labour force. Engaging a case-study methodology including a survey of migrant healthcare workers, semi-structured interviews and data analysis, we find that nursing labour markets in Oman represent an example of global policy formation due to the interaction of domestic and expatriate labour policies and provisioning systems. The transnational structuring of policy making that emerges reflects a contingent process marked by conflicting outcomes. We contend that Oman’s nursing labour market is an example of new spaces where global social policies emerge from the tension of competing national state and market interests.Show less

Show moreExtractive industries promise to bring prosperity to indigenous communities in order to obtain their consent to operate. While many of these promises are left unfulfilled, mining operations adversely impact these communities’ natural and social environments. We document how the Philippine Agta resist mining, but also attempt to reclaim the benefits they were promised by the mining company. By elaborating the complexities of implementing compensation mechanisms, we also bring to light their problematic underlying logic. Drawing on the concept of equivalence (Li 2011), this leads us to question the validity of the assumption that long-term environmental and social impacts can be compensated for by short-term material benefits. Show moreThe legalisation of the customary land rights of rural communities is currently actively promoted as a strategy for conserving biodiversity. There is, however, little empirical information on the conservation outcomes of these tenure reforms. In this paper, we describe four conservation projects that specifically aimed to formalise land rights in the Philippines, a country widely seen as a model for the devolution of control over natural resources to rural communities. We demonstrate that these legalistic interventions are based on flawed assumptions, on: 1) the capacity of the state to enforce tenure; 2) the characteristics of customary land rights; and 3) the causal links between legal entitlements and sustainable natural resource management. As a result, these state-led tenure reforms actually aggravate tenure insecurity on the ground, and ultimately fail to improve natural resource management. Show less

Show moreThe Philippine crocodile is a critically endangered species, endemic to the Philippine Islands. Indiscriminate hunting, the use of destructive fishing practices and the conversion of wetland habitat into rice fields continue to threaten the few remaining Philippine crocodile populations in the wild. This thesis describes the in-situ conservation efforts for the species in the northern Sierra Madre on Luzon by the Mabuwaya Foundation. Traditions, emotions and ethics form important reasons for rural communities in the northern Sierra Madre to support the conservation of the Philippine crocodile in their surroundings. But in contemporary conservation discourses such an argument is easily dismissed as hopelessly romantic, elitist or even irrational. In fact raising awareness, fostering pride and empowering rural communities to protect the resources they need and value is, in the end, a more pragmatic, pro-poor and rea listic strategy to mobilize local support for the protection of the Philippine crocodile than a narrow focus on generating economic incentives. Conservation efforts can be significantly strengthened if cultural and intrinsic values are taken into account. Pride, interest and respect offer the best hope for the survival of the Philippine crocodile in the 21st century. Show less
