It is based on a seminar held in The Netherlands in February 1997, and includes chapters on both electoral processes, especially the role of foreign observers therein, and the historical and sociocultural backgrounds or contexts of democratization, elections and political legitimacy. Part 1 deals with elections and election observation in Africa in general (contributions by O. van Cranenburgh, S. Ellis, I. van Kessel, B. de Gaay Fortman). Part 2 consists of country studies (M. Doornbos on Uganda, D. Foeken en T. Dietz on Kenya, J. Abbink on Ethiopia, R. van Dijk on Malawi, R. Buijtenhuijs on Chad, and M.-F. Lange on Mali). Part 3 includes a chapter that reflects the discussions held at the seminar between observers, academics and policymakers in the Netherlands Ministry of Foreign Affairs (W. van Binsbergen en J. Abbink); a review of Dutch policies on election observation in Africa during the period 1992-1997 (O. van Cranenburgh); and a discussion of the 1997 general elections in Kenya, where a new approach of election observation was introduced (M. Rutten). Show less

Show moreThis report constitutes a synthesis of three case studies of intrastate conflicts in Africa. Research was conducted in the context of the Conflict Policy Research Project executed by the Netherlands Institute of International Relations 'Clingendael' for the Netherlands Ministry of Foreign Affairs. The conflicts concerned are the civil wars in Liberia, Rwanda and Sudan. The details of these conflicts and the policy interventions undertaken by the Netherlands and other actors vis-aI_-vis these countries can be found in the respective reports (M.V. van Baarsen: The Netherlands and Sudan: Dutch policies and interventions with respect to the Sudanese civil war; P. Douma: The Netherlands and Rwanda: a case study on Dutch foreign policies and interventions in the contemporary conflict history of Rwanda; K. van Walraven: The Netherlands and Liberia: Dutch policies and interventions with respect to the Liberian civil war). The present contribution presents the main conclusions and arguments of the three country studies. It briefly describes the issues, actors and dynamics of the intrastate conflicts in Sudan, Rwanda and Liberia and summarizes the political, humanitarian and post-conflict interventions undertaken by the Netherlands and other actors (Ecomog, United Nations, Inter-Governmental Authority for Development, IGAD) Show less

Show moreIn search for Islamic healers, inquiries made at mosques and Islamic organizations revealed a striking contradiction. In these places, it is generally said that the activities of these healers have nothing to do with Islam. Direct contact with Islamic healers through healthcare workers, however, revealed that they themselves are of the opinion that what they do fits fully in the Islamic tradition. In actual practice, the formal taboo on Islamic healing methods is often ignored at the informal level. Show less
