Show moreIn een recent verschenen notitie van de Adviesraad Internationale Vraagstukken wordt een pleidooi gehouden voor ‘diplomatie van duurzame ontwikkeling’. Het Nederlandse buitenlandse beleid heeft de laatste jaren sterk ingezet op zogenaamde ‘economische diplomatie’. Daarmee lijkt een stap gezet te zijn in de richting van een vorm van diplomatie waarbij het Nederlandse economische belang meer centraal staat. Maar welke belangen zijn dat dan? Naast bezuinigingen worden tegelijkertijd nieuwe beleidsinstrumenten ontwikkeld waarvan de effectiviteit nog bewezen moet worden. Deze dubbelslag vertegenwoordigt een (her)oriëntatie op de diplomatieke inzet van Nederland, welke vooral gevolgen lijkt te hebben voor het ontwikkelingsbeleid. Dat levert verhitte debatten op, zeker wanneer de financiële consequenties van dit beleid voor bestaande belangengroepen duidelijk worden. Deze discussie is weinig productief zolang een meer integrale en strategische visie op de beoogde diplomatieke inzet niet gedeeld wordt. Wat kan derhalve als gezamenlijk (bilateraal) belang van zowel Nederland als de ontvangende landen worden gezien? Juist voor een klein land als Nederland is een integrale – slimme, pragmatische, maar ook doelgerichte en duurzame - benadering essentieel. Een preciezere framing van het beleid is daarom gewenst: van economische diplomatie, waarbij het er niet toe doet welke handelsstromen op gang worden gebracht (zolang het maar veel is), naar duurzame diplomatie, ofwel ‘diplomatie van duurzame ontwikkeling’, waarbij veel meer wordt nagedacht over de kwaliteit, de doelstelling en de lange termijn invulling van deze relaties. Bij deze vorm van diplomatie wordt nadrukkelijker nagedacht over de kwaliteit, de doelstelling, de langetermijninvulling en de wederkerigheid van relaties. It began as technical assistance, channelled through multilateral channels. Bilateral aid started in 1962 and was introduced by (then) Minister for Development Cooperation Berend-Jan Udink. Since then, the priorities, target countries and budget of Dutch development cooperation have continuously shifted. Show moreThe overall challenge of Dutch bilateral sustainable diplomacy in Africa is to manage a complex portfolio of bilateral country relations that can build on the strength of different stakeholders. In addition to this there are also multilateral and regional channels through which the Dutch diplomatic effort is more indirectly channeled, such as the European Union and the World Bank. These organizations represent a different diplomatic challenge and this is not included on this sheet with its three different clusters of basic maps: the corporate relations maps, the civil society relations maps and the governmental perspective maps. The final map "Making it work" includes a number of exemplary partnerships in African countries as the result of three novel PPP facilities that started in 2013 and 2014. Show less

Show moreThe article discusses the history of the abstracts and indexing journal originally known as 'Documentatieblad,' which was renamed to 'African Studies Abstracts (ASA)' and later to 'African Studies Abstracts Online' (ASAO), published by the African Studies Centre (ASC) in Leiden, the Netherlands since 1968. Key themes are socioeconomic and political developments, government, law and constitutional development, history, religion, anthropology, women's studies, education, and literature. Publications are in a western language. Due to increased Internet connectivity in African countries, the monthly print edition of ASAO was discontinued from March 2012 onward. The number of subscribers to the ASAO mailing list has increased from 472 in 2004 to 1681 by the end of 2012. By contrast, the number of subscribers to the printed abstracts journal never exceeded 350. Of the 260 journals systematically scanned in 2013, some 160 were wholly or partially abstracted with the remainder being indexed. Over time the abstracting of monographs became increasingly selective. There have been various initiatives over the past twenty years to further cooperation in documenting African Studies material, including 'Africa-Wide Information', 'AfricaBib' and 'ilissAfrica' of the European Librarians in African Studies (ELIAS) network. This volume offers an innovative interpretation by considering the history of SNV Netherlands Development Organisation, which has been in existence for over forty years now. Through SNV's history, an analysis emerges of the role of the Netherlands in development cooperation and the attitudes of Dutch society towards it over the last fifty years as well as the changing ideas, practices and policies in development work more generally. The views and expectations of (former) SNV staff and those of local participants who were ultimately to benefit from the development activities were the focus of this historical research. This has resulted in a socio-cultural history 'from below' rather than a dry description of the organisation's administrative changes and formal bureaucratic structures. Show less

Show morePentecostalism in Africa has developed a special relationship with the night as a time for conducting specific religious activities. Of these, the night vigil is the best known, with its underlying notions concerning darkness, invisible powers, faith and community. Ghanaian Pentecostals view the night as a kind of landscape where certain spaces and places become important to test the strength of one's personal faith and convictions, because the time after dark produces ambiguities of the good and the bad, or the superior and the inferior, of the spiritual powers that manifest themselves. Participation in Pentecostal night-time activities signals a modernity of Pentecostal beliefs and identities which, by confronting the powers of darkness, bring about a strengthening of the faith that churches and leaders aim to establish in interaction with their following. This contribution focuses on the Ghanaian community in The Hague, The Netherlands. It ventures to sensitize anthropology to the modernity of these forms of Christianity and the way they are becoming active producers of social and spiritual environments - defined here as Pentecostal nightscaping - as testing grounds for the efficacy of their faith. Show moreRev. Mensa Otabil, the founder of the International Central Gospel Church in Accra, is considered an influential representative of a new Pentecostal-inspired Pan-Africanist ideology. His book 'Beyond the Rivers of Ethiopia' lays the foundations of a Pentecostal Liberation Theology that proclaims a Christianized sequel to Pan-Africanism. Operating from Ghana, his ideas for Africa and for 'black consciousness' have spread to Ghanaian migrant communities worldwide. While Otabil has been successful in transforming ownership of the intellectualist production of Pan-Africanism by tailoring it to the needs of the ordinary Pentecostal believer, it has not been adopted so extensively among all Ghanaian migrant communities in the West. By exploring Ghanaian migrant communities and their Pentecostal churches in the Netherlands, where the staunch identity politics of the Dutch government leave little room for the assertive proclamation of 'Africanness', this chapter demonstrates that Otabil's ideas do not act as a main source of inspiration everywhere in the Ghanaian diaspora. Show moreAlmost ten years ago to the day I gave a talk at SCOLMA's 1992 annual general meeting on African documentation in the Netherlands, and possibilities for European cooperation. My talk focused on the Afrika-Studiecentrum (ASC) in Leiden and the work of the Library and Documentation Department. This talk, too, will focus on the Afrika-Studiecentrum. As the only research and documentation centre in the Netherlands devoted exclusively to Africa, the Afrika-Studiecentrum plays a pivotal role in Dutch African Studies and, as in 1992, I happen to work there, so it is what I know best. I would like to tell you something about the Afrika Studiecentrum's origins and objectives, its research programme and the work of the Library, Documentation and Information Department. I will say a bit about the library collection and acquisitions policy and go into somewhat more detail on a number of the activities we have undertaken over the past years to facilitate national and international access to African Studies resources, through the development of the ASC OPAC, through partnerships with commercial publishers, and through cooperation with other Africana libraries and documentation services. However, before moving on to talk about the ASC, I would first briefly like to describe a few of the other collections on Africa which exist in the Netherlands. This is no more than a quick bird's-eye view and is no way meant to be comprehensive. Show less
