Show moreWhen discussing development issues in Africa, it is not sufficient to simply stress the ubiquity of failure, malnutrition, disease, predatory states and war, one also has to recognize that important aspects in the lives of millions of ordinary people have been transformed over the last five decades. The contributions in this book are rooted in extensive empirical research, some at a local, regional and/or national level in different African countries (Chad, Ethiopia, Kenya, Lesotho, South Africa and Uganda), while others take a pan-African view. All, however, offer insight from different analytical perspectives into the heterogeneity of poverty and development processes in Sub-Saharan African and confront the ideas, concepts and assumptions that lie behind pro-poor policies. The volume also encourages policy makers to choose realistic policy prescriptions in an attempt to move people out of poverty. Show less

Show moreWorldwide, the drawing of water is rising faster than the growth in the world's population. Between 1900 and 1990 the world's population increased from 1.7 billion to 5.5 billion, while the total consumption of water in that time went up by a factor of 10, from 500 to 5,000 cubic km. This explosive rise is not just due to higher human consumption of water but is also the result of an increased supply as well as the expansion of existing economic activities and the introduction of new projects. By describing the water situation in the semi-arid Kajiado District in southern Kenya, this paper highlights the way specific interaction between political, juridical and economic processes has contributed to an upsurge in the pressure on natural water sources and available groundwater reserves. A history of Maasai landownership and water management initiatives in the area is followed by a comparison of efforts proposed and implemented to solve the numerous problems in water provision, focusing in particular on two types of water facilities - boreholes and shallow wells. The author argues that boreholes have contributed little to a solution for the growing water problems in Kajiado District. Show more'Partnership' is the new keyword in donor-community circles, and multilateral organizations and national departments responsible for development cooperation both seem to have embraced the conccept of 'public-private partneships'. This paper is the first in a series that examines partnerships in ecotourism initiatives in the Maasai region of Kenya, i.e. Kajiado, Narok and Trans Mara Districts. A discussion of the partnership concept is followed by a brief introduction to wildlife-based tourism in Kajiado District. Subsequently, two public-private partnerships - the Kimana and Selengei group ranches - are presented. A detailed analysis of the origins and development of these wildlife-based ecotourism projects tries to answer the main research question about the extent to which these partnerships are genuinely community-based and potentially successful alternatives for livestock-keeping communities. Under this programme, local people were allowed to start tented camps and other tourist activities in areas bordering national parks. The present paper discusses the development of a new ecotourism initiative in the Selengei region, bordering Amboseli National Park, in Kajiado District. An overview of the history of wildlife conservation and tourism in Southern Kajiado District is followed by a detailed description of the Eselenkei Conservation Area initiative. The conclusion is that, although KWS presents the development of wildlife sanctuaries as a new form of "partnership" with the local Maasai population, the case of Selengei shows that in order to be truly community-based, certain conditions should be met. Show moreThis chapter presents an overview of the media in Kenya as it stands today, focussing on the role of the media in the process of democratization. It first sketches the Kenyan media landscape as it developed since 1902, when the first newspaper was established in the then British headquarters for East Africa, the town of Mombasa. It discusses the impact of the 1992 'liberalization' of the Kenyan media, demonstrating that in addition to growth in the number of publications and broadcast stations, a qualitative change in content is evident, particularly in the print media. However, although press freedom has improved, regulatory and policy measures affecting the media should still be characterized as restrictive. The chapter then focuses on media coverage of the 1997 elections, distinguishing between two aspects: the game of strategy, and the substance of the elections. It also pays attention to the role of journalists in the debate about the need for constitutional change and the Media Watch project, whose main objective was to monitor the State-owned Kenya Broadcasting Corporation radio and television during the pre-election period. Show moreThis chapter reviews Maasai politics from the beginning of the 20th century until the Kenya general elections of 29-30 December 1997. It describes Maasai politics in the colonial days (1900-1963) and in the early years after independence (1963-1983), the rise of new political leaders in Maasailand in the period 1983-1992, shifting alliances and the emergence of Maasai nationalism in the 1990s, the role of Maasai traditional leaders, and the preamble to the 1997 elections in Maasailand, particularly Kajiado District. It shows that, in the end, the power struggle among the Maasai has always been centred on safeguarding access to resources (land, water, jobs). Sections, subclans and age groups play a significant role in the outcome of this political fight. However, no easy voting lines can be pointed out, as individual interests play a major role. Multipartyism opened the eyes of many firm KANU believers in Kajiado District, when the ruling party they had supported for many years 'rigged' out their 'sons'. As a result, KANU is no longer the natural option for the Maasai electorate. However, whether the opposition will be able to consolidate its position in Maasailand remains to be seen. De watervoorraden en -voorzieningen zijn door de toegenomen autonome vraag, maar meer nog door een interactie van met name politiek juridische processen in verleden en heden in toenemende mate onder druk komen te staan. De pogingen van de koloniale en post-koloniale autoriteiten en donoren om de waterproblematiek op te lossen, lagen voornamelijk op het vlak van 'boreholes' (diepe boorgaten). Door technische, financiële en organisatorische problemen die inherent zijn aan 'boreholes', hebben deze weinig bijgedragen aan de oplossing van de heersende waterproblematiek. Het traditionele antwoord van de Maasai om toegang tot voldoende water voor dier en mens veilig te stellen bestaat uit het graven van 'shallow wells' (ondiepe waterputten) in of naast de droge rivierbeddingen. Tot een bepaalde diepte zijn deze waterbronnen een goedkoop en duurzaam alternatief voor de 'boreholes'. Show moreAccess to land is increasingly becoming a problem in Africa as a result both of population growth and tenure reforms. The standard argument for tenure reform centres on the role of uncertainty in discouraging investment on land held without long-term security. The rationale for this 'replacement' paradigm, however, can be questioned on economic, ecological and social grounds. The history of land tenure reform in Kenya, especially that of group titles in the semiarid areas, is a case in point. The Maasai pastoralists, in particular, have lost huge amounts of land, first to the Boers and other white settlers under colonialism, and now they face an influx of agricultural groups and large-scale capitalist farmers following the individualization of land held under statutory group title in the wake of the failure of the group ranches introduced in the late 1960s. The commoditization of land and the creation of a land market have led to a rapidly growing stratification in the Maasai area. A number of lessons can be drawn from the Kenyan experience, in particular of group tenure, for land reform policy in postapartheid South Africa, viz. interventions should build on local land tenure practices; group titles can be instrumental in assisting large groups of less well-off people; and movement toward individual tenure reform should be initiated only when technical and socioeconomic conditions warrant it. Show moreThis thesis gives an overview of the Maasai livestock economy as it has developed between 1890 and 1990. Particularly, it analyses the processes and policies of land use and landownership of the Maasai pastoral areas in Kajiado district, Kenya, from the arrival of the Europeans until the recent massive individualization of land tenure. The loss of grazing pastures due to increased cultivation, the establishment of game parks and mineral exploitation is said to undermine the livestock economy of Maasai pastoralists in Kajiado district. Furthermore, the recent subdivision of group ranches into too small individual holdings, it is feared, will result in the selling of land to outsiders. This study examines the outcome of this process as well as the Maasai response of economic intensification and diversification, including increasing the productivity of the herd, cultivation, wage employment, outmigration, etc. Fieldwork for the study was carried out in 1988-1989.
