Show moreThere are approximately 400 companies in the Netherlands that handle large quantities of hazardous substances (Brzo companies). They pose a major risk of damage to people, the environment, movable and immovable property. Since 1945 there have been 172 dead and 1719 wounded in the Netherlands.The government has a responsibility to ensure that the Brzo companies comply with legislation and regulations (compliance). Important instruments that the government can use are legislation, supervision and enforcement.In order to determine the current state of the quality of the government's implementation of this task, a study was conducted with the central research question: Is the quality of the current supervision and enforcement by the government such that the companies large quantities of hazardous substances are brought into compliance with legislation and regulations? A qualitative case study was chosen among five collaborating government supervisors. Document analysis and semi-structured interviews were used as research methods in these cases. A conceptual model has been drawn up.The study leads to the conclusion that Brzo supervision is in order quantitatively, but is sub-optimal in terms of quality. Show less

Show moreThe subject of this thesis is the administrative relation between the levels of authority in the Netherlands. Focus of attention within this study is the distribution of administrative tasks and legislative power between government tiers. And more particular the way it has developed since the constitutional reform in 1848; what motives have underpinned the fluctuating ways in which responsibilities and powers were divided. The constitutional reform of 1848 has laid the foundation for the current administrative structure. A three tiers-system forms the basis of its organisation. Decentralization, the transfer of functions and powers of the national government to the provinces and municipalities, gives meaning to the administrative stratification. This study shows that in The Netherlands the leitmotiv for decentralization is to improve the governmental performance; efficiency, standardization and simplification are recurring objectives. Decentralization is also often used as an instrument to resolve specific policy issues. A third motive for decentralisation is improvement of the administration and organisation of government. This study shows there is little debate about the underlying motives for decentralization. In some occasions articles of (constitutional) law are changed without any parliamentary debate whatsoever. Even if debate takes place, justifications are often unfounded or accompanied by defective reasoning. Show less

Show moreThis dissertation consists of a study of party patronage in Argentina. It attempts to assess the degree to which parties appoint people to public positions, who is in effect responsible for patronage within parties, what motivates parties to appoint in different sectors and at different levels of the state, and what criteria they follow to select the appointees. Its main argument is that patronage has become the primary resource employed in order to build contemporary party organizations in Argentina. In fact, the research shows that patronage is the indispensable resource to recruit and sustain the two types of networks which make up the only type of party organization that has proved successful in contemporary Argentina, the “patronage-based network party”. For those who do not have access to state resources, the development or the maintenance of an electorally competitive party organization has become improbable. That is the reason why, paraphrasing Schattschneider´s, this dissertation affirms that Argentine party organizations have become unthinkable save in terms of patronage. Show less
