Show moreThis study assesses the impact of a large, state-sponsored sugar plantation scheme on agro-pastoralists’ livelihoods and local land use change in southern Ethiopia, specifically in the lower Omo Valley. The study compares the local perceptions on the ongoing Omo-Kuraz sugar project — sugar cane plantations and a cane-crushing factory — and describes how it has affected local communities’ environmental and livelihood strategies vis-à-vis the alleged ‘new development opportunities’. Focus group discussion, key informant interviews, and field observations were applied to get in-depth information about the socio-economic and environmental impacts of large scale land acquisitions. The results show that the implementation of large scale land acquisitions in the lower Omo Valley has put enormous pressure on local land use and land management systems. The Omo-Kuraz I and II projects, started in 2011, neither met the stated economic purposes of the then Ethiopian federal government nor satisfied the pastoral communities’ needs. The LSAI project is still highly contentious among the local community, the project office, and the local government. Our study recommends that shifting the perspective towards the local agropastoralists’ activities, understanding their views and ways of ‘using’ the environment, and creating a broader consultation platform with them may create opportunities for cooperation and synergy to optimize benefits and sustainably adapt the development project to the local context. In addition to their given names, which conform to the conventions of their languages, speakers of the Oyda (Omotic; SW Ethiopia) and Yopno (Finisterre-Huon; NE Papua New Guinea) languages have “name tunes,” short 1–4 s melodies that can be sung or whistled to hail or to identify for other purposes. Linguistic given names, for both communities, are often non-unique: people may be named after ancestors or contemporaries, or bear given names common to multiple individuals. But for both communities, name tunes are generally non-compositional and unique to individuals. This means that each new generation is likely to bring thousands of new name tunes into existence. In both communities, name tunes are produced in a range of contexts, from quotidian summoning and mid-range communication, to ceremonial occasions. In their use of melodies to directly represent individual people, the Oyda and Yopno name tune systems differ from surrogate speech systems elsewhere that either: (a) mimic linguistic forms, or (b) use music to represent a relatively small set of messages. Also, unlike some other musical surrogate speech traditions, the Oyda and Yopno name tune systems continue to be used productively, despite societal changes that have led to declining use in some domains. Show moreSummary: Global media discussion and policy responses to the armed conflict in Tigray Region, Ethiopia, that started op 4 November 2020 by the TPLF (Tigray People’s Liberation Front) party-led Tigray Regional government, are marked by bias, incompleteness, lack of context understanding, credulity and an anti-federal goverment attitude. The conflict, provoked by an unannounced and treacherous nightly attack by TPLF forces on federal army troups stationed in Tigray to protect the Region, was the result of misplaced power-mongering by the TPLF, and its building up of tension with the federal Ethiopian goverment. The 4 November attack led to a major federal army response. Five days after the attack by TPLF, on 9 November 2021, over 800 Amharic-speaking civilian inhabitants of the town of Mai Kadra in Western Tigray were killed by TPLF-affiliated forces and militias in a gruesome manner – a classic case of ‘ethnic cleansing’. Perpetrators mostly fled to Sudanese refugee camps. These two events - the 4 November attack and the ‘ethnic cleansing’ - were defining dramatic moments in the war. While the conflict unfolded, leading to defeat of the TPLF forces on 28 November 2020 with the taking over of the regional capital Meqele and the flight of the TPLF leadership, many leading Western media and news websites focused on the aftermath and the effects of the fighting in Tigray Region and its population, easily shifting sympathy twards the perceived ‘underdog’ (TPLF). This was followed by hastily written statements by foreign policy makers in EU, USA and UN circles, leading to an emerging policy narrative whereby essential details of the context, the nature of the adversaries, the reasons of the conflict were sidelined. These Atlantic community spokespersons shifted to ‘blaming’ the federal Ethiopian government and ‘demanding’ all kinds of measures from it. Notable was the international community clamouring for ‘unlimited and full access’ for humanitarian aid to ‘prevent famine’, and demand a halt to all hostilities. But meanwhile it did not deliver much aid itself and did as if making it conditional on the federal government following their orders. Part of the international media, several academic associates and researchers who saw acces to their research sites blocked, and diverse TPLF associates in various international organizations continued to fuel the flames of this approach, next to the ‘digital activism’and the production of fake news reports by pro-TPLF persons in Ethiopa and especially in the Tigrayan ‘diaspora’ in the West.All this led to serious misperceptions and unfair bias on the part of the Atlantic countries and the UN vis-à-vis Ethiopia, which endangered integrity, balance, and a proper perspective on causes and consequences, as well as to policies that seemed akin to ‘development aid blackmail’ and sanctimonious lecturing of a fragile, low-income African developing country. In the exercise, the detailed press statements, reports and explanations by Ethiopian parties, including the government and reformist Prime Minister Abiy Ahmed, are routinely neglected or doubted. In contrast, the statements and international messages by TPLF remnants and advocates, marked by a high degree of unreliability, exaggeration and very often lacking truth content, are used uncritically. On the basis of a number of telling examples, this paper describes the above process, analyses the emerging Atlantic discourse and some of its mistakes and wrong assumptions. It thereby pleads for a more balanced, critical approach to the incomplete reporting and wilfull misinformation from questionable sources so as to have the media and Atlantic policy makers develop a more responsible approach.Résumé: parti TPLF (Tigray Peoples Liberation Front), sont marquées par des préjugés, des incomplétudes, un manque de compréhension du contexte, la crédulité et une attitude contre le gouvernement fédéral. Le conflit, provoqué par une attaque nocturne inopinée et perfide par les forces tigréennes contre les troupes de l'armée fédérale stationnées au Tigré pour protéger la région, était le résultat d'une politique de la force mal jugée par le TPLF et sa montée des tensions avec le gouvernement fédéral éthiopien. L'attaque du 4 novembre a évoquée à une réponse directe de l'armée fédérale. Cinq jours après l'attaque du TPLF, plus de 800 habitants civils de langue amharique de la ville de Mai Kadra dans le Tigray occidental ont été tués, le 9 novembre 2021, par des forces et des milices affiliées au TPLF d'une manière horrible - un cas classique de «nettoyage ethnique», et les auteurs ont pour la plupart fui vers les camps de réfugiés soudanais. Ces deux événements - l’attaque du 4 novembre et ce «nettoyage ethnique» - étaient des moments dramatiques cruciales de la guerre. Cela a été suivi par des déclarations écrites à la hâte par des décideurs politiques étrangers aux cercles de l'UE, des États-Unis et de l'ONU, menant à un récit politique émergent dans lequel les détails essentiels du contexte, de la nature des adversaires et des raisons du conflit ont été mis de côté. Ces portes-parole de la communauté atlantique sont passés à toujours «blâmer» le gouvernement fédéral éthiopien et à «exiger» toutes sortes de mesures de sa part. Il convient de noter que la communauté internationale toujours réclamait un «accès illimité et complet pour l’aide humanitaire» pour «prévenir la famine» et exigeait «‘l’arrêt de toutes les hostilités, mais entre-temps, elle n'a pas fourni beaucoup d'aide et semble la conditionner à ce que le gouvernement fédéral suive ses ordres. Une partie de la presse mondiale, plusieurs universitaires qui ont vu l'accès à leurs sites de recherche bloqué, et divers associés du TPLF dans diverses organisations internationales ont continué à alimenter les flammes de cette approche, à côté de «l'activisme digitale» et de la production de «fake news» et rapports douteux de personnes pro-TPLF en Ethiopie et en particulier dans la «diaspora» tigréenne en Occident. Tout cela a conduit à de graves perceptions erronées et à des préjugés injustes de la part des pays atlantiques et de l'ONU vis-à-vis de l'Éthiopie qui ont mis en danger l'intégrité, l'équilibre et une bonne perspective des causes et des conséquences, ainsi qu’a des politiques qui semblent s'apparenter à une approche sur base de «development aid blackmail» et des discours moralisateurs envers un pays africain pauvre et en développement fragile. Show moreThis study has examined traditional coping systems, emerging adaptation strategies and barriers to the adoption of these strategies. Structured questionnaires on coping and adaptation strategies were conducted among Nyangatom households, expounded by focus group discussions and key informant interviews. Correlations between times series (1987–2016) on rainfall, temperature and the local perceptions on CC were examined. The time series analysis confirmed pastoralists' perception that the frequency of extreme drought has increased since 1987. The Nyangatom responded by temporal migration and herd diversification. Other responses include flood cultivation and enhancing alliance formation with other ethnic groups. Multi-nominal logistic regression analyses indicated that age of household head (−), livestock ownership (+), crop productivity (+), off-farm income (+) and access to climate information (+) proved to be key determinants with a statistically significant (negative or positive) effect on adoption. Other factors that hindered climate change adaption include intermittent conflicts with neighbouring ethnic groups and limited access to alternative livelihood options. Interventions to facilitate transition towards sustainable, adaptation-based communities need to incorporate deliberate, longer-term, risk-reducing strategies, including rangeland management, water harvesting and small scale-irrigation schemes. Improved education access, extension services, and a conducive pastoral policy environment will help to enhance the Nyangatom adaptive capacity. Show less

Show moreThis paper offers a political analysis of the development of the TPLF-induced armed conflict in northern Ethiopia and considers the international responses in media and international policy circles. The extension of the conflict by the TPLF after the unilateral ceasefire proclaimed by the federal government on 28 June 2021 (followed by its retreat from Tigray) did not lead to an easing of the fighting. On the contrary, the TPLF used scorched-earth tactics, perpetrated substantial abuse of civilians (mass killings, burning down villages, destroying and looting hospitals, health centres and other economic infrastructure), and created food scarcity, hundreds of thousands of IDPs and hugely aggravated humanitarian problems in the Amhara and Afar regions. In spite of this unilateral TPLF extension of the armed conflict, the responses of international policy circles, notably from the Western ‘donor countries’ and the UN, have been negative towards the federal government and mild on the TPLF.This paper explores aspects of this paradoxical and problematic approach and argues that it will not lead to a political or other solution of the conflict, especially not in view of the undiminished belligerent strategy of the TPLF. The Ethiopian federal government and its leader PM Abiy Ahmed, having been confirmed in power after a relatively successful and credible parliamentary election on 21 June 2021, are pressurized by much of the global media and Western policy makers for the problems in Tigray – including the ‘famine’ declared by TPLF - and urged to negotiate. The TPLF, incorrectly identified with the people of Tigray as a whole, is not held to account. But an overbearing Western approach based on the threat of sanctions (by the US government) and on what often seem ‘neo-imperialist’ demands, as evident from serious interference in the conflict - even by a number of UN individuals (expelled from the country on 30 September 2021) - will not contribute to political negotiations or dialogue, restoration of peace, or rehabilitation of the war-torn regions, neither to stability in Ethiopia. Not only improved media reporting, based on solid local (Ethiopian) information and checking sources, but also a fundamental reset of certain UN and Western donor country policies on Ethiopia, are needed.RésuméCette étude propose une analyse politique du développement du conflit armé induit par les TPLF dans le nord de l'Éthiopie et examine les réponses internationales dans les médias et les cercles politiques internationaux. L'extension du conflit par le TPLF après le cessez-le-feu unilatéral proclamé par le gouvernement fédéral le 28 juin 2021 (suivi de son retrait du Tigré) n'a pas conduit à un apaisement des combats ; au contraire. Les tactiques de la terre brûlée, les abus sérieux contre les civils (meurtres en masse, incendies de villages, pillage et destruction des hôpitaux et autres infrastructures économiques), la pénurie alimentaire, des centaines de milliers de déplacés internes et des problèmes humanitaires extrêmement aggravés dans les régions d'Amhara et d'Afar en ont été le résultat. They continue to do so. Since the 1995 constitution, in a both peculiar and complex manner, ethnicity has been included in the apparatus of rights and practices, with often far-reaching consequences for Ethiopian nation-building. Since 1991, citizenship in Ethiopia can hardly be discussed without reference to the post-1991 ethnofederal system, which was the result of the restructuring of domestic politics based on ethnolinguistic criteria. This reformation of the administrative landscape altered interethnic relations, and although justified as an answer to an age-old national question about belonging, and a guarantor for interethnic peace and justice, problems have abounded. In this article, we analyze Ethiopian citizenship in the wider context of global debates on “cultural citizenship.” We examine the bifurcated Ethiopian approach to national and regional citizenship and the language of cultural rights in a historical perspective both as continued subject-making as well as a form of claims-making. Focusing on citizenship and the powers that manifest social boundaries through cultural ascription, we circumvent both the instrumentalist and primordialist gaze on ethnicity and multiculturalism. Ethnicity appears as a reservoir and idiom of political appropriation within an evolving system of state-subject relations that has left the status of citizenship unresolved. Show less

Show more‘Good governance’ has been defined as a necessary condition for (economic) ‘growth’ and ‘development’ not only in in developing world but also in the wealthier, developed nations. This paper seeks to sociologically explore the ‘articulation’ of the ideology of good governance of the post-1991 Ethiopian federal state with versions of legitimate authority, just rule, accountability, economic fairness, etc. with reference to some local ethnic societies in Southern Ethiopia. Similarities and differences will be discussed so as to show that the concept of ‘good governance’ is multi-dimensional and ambivalent, evoking local notions (and expectations) of a just order and the rule of fairness among citizens as well. In the context of Ethiopia, its constant reiteration as a policy aim may thus also have contributed to citizens’ renewed claim-making as well as their rediscovering their own (cultural) notions of just governance. Show moreThe 2015 elections in Ethiopia had a predictable outcome, showing an entrenched system of one-party dominance that self-referentially enacts the political order created by the Ethiopian People’s Revolutionary Democratic Front (EPRDF) since 1991. EPRDF spokespersons continued to defend the party’s hegemony as inevitable, grounded in a logic of technocratic authority and with reference to ‘stability’ and ‘development’. This paper describes the electoral process not in the light of democracy theory but of hegemonic governance theory. Elections seem to have lost relevance in Ethiopia as a means of political expression and are only important as a performance of hegemonic governance and as ‘global impression management’ – showing state skills in securing a smooth electoral process as a major organisational feat in itself. Contradictions that the political process creates between the Ethiopian party-state and domestic constituencies, and between the attitudes/policies of certain donor countries, are downplayed or avoided, but problematic in the long run. Show moreIn this paper I discuss food, cultural identity and development among the agropastoral Suri people of Southwest Ethiopia. Their food system is discussed in its actual form and in its process of change, accelerated since a decade or so. The theoretical concern of this paper is with issues of identity formation and continuity through the materiality of food and food systems, in the context of varying assumptions underlying discourses of development. The Suri people remain at the margins of the modernizing Ethiopian state and experienced a decline in food security, health and wealth in the last decade, coinciding with growing inter-group tension and new state developmental plans which devalue the agro-pastoral mode of life. State support or investment is in massive sugar and other mono-crop plantations and in enterprises by foreigners and private capitalists, not matched by parallel investment in local economies of agro-pastoralism and crop cultivation. Some of the effects on the production system, diet and ‘food sovereignty’ of the Suri are described so as to highlight the challenges they face, including growing internal differentiation, pressure on modifying their food system and the increasing sale and use of alcoholic drinks. Observing the, often ambivalent, changes in the Suri food pattern and food consumption shows the challenges they face in (re)defining group identity, responding to internal tensions and to state-capitalist modernizing schemes that impact their way of life. Show moreThe 2011-2014 controversies between the Ethiopian Government and Muslim communities on the role of Islam in Ethiopia have highlighted the precarious nature of religious relations in Ethiopia. Statements by public figures and religious leaders recently have drawn attention to the nature and scope of the Ethiopian secular state order. This paper describes the recent Muslim protest movement and the response to it by the government in the light of the secular state model. While the challenges to it also extend to the large Christian community in Ethiopia, the problems became prominent mainly in the case of the Muslims, who contest perceived 'government interference' in their community life and self-organization. I present an overview of key recent events and of factors inducing conflict between state and religion. The discussion makes reference to more general debates on the 'secular model' in Ethiopia and to the familiar though somewhat worn-out paradigm of 'identity politics'. State repression of Muslim civic protest in Ethiopia revealed insecurities of the state: rather than an instance of the process of 'othering' a religious community, we see a case of political crisis, and a search for new modes of governance of diversity and communal religiosity in Ethiopia. As a result of the contestations, however, the secular order of the country will not be threatened, but modified. Show less

Show morePastoral and agro-pastoral areas in eastern Africa and elsewhere on the continent have long been regarded as peripheries, especially in economic terms, but also in terms of social and cultural accomplishments. Although biased perceptions of the 'unproductive' uses of pastoralism have become outdated, government policies still do little to formally recognise or integrate pastoral lands as critical parts of rural livelihood systems and economic development models. Instead, many states give preference to large-scale agricultural investments in pastoral areas, resulting in the loss or fragmentation of rangelands, induced sedentarisation of pastoralists, and a radical reduction in livestock numbers. The Lands of the Future Research Network supports the view that alienation of pastoralists from productive lands often is unwarranted, unproductive, and unadvisable. In such cases it would be better for the overall economy and society to leave things as they are, or, if 'development' comes in, to discuss the development potential of pastoralism. In other cases of integrated economies, combining old and new forms ('mixed agriculture' on a societal scale) might offer advantages to all groups of participants as well as the national economy. Drawing on research from Ethiopia, Kenya, Sudan, and Tanzania our paper looks at the significance of pastoralism as a productive economy and the positive bearing it has on the environment, wildlife conservation, and on the health and well-being of pastoral communities. The paper also reflects on what is at stake when one form of land use is replaced by another and when customary rules and practices regarding land access, land use, and traditional law are not fully recognised by policy makers. Using historical examples (e.g. from Afar) and current development trends (e.g. Ethiopia's river basin development in the Omo Valley), the paper shows how the impacts of such development need not be negative (e.g. forced displacement, resettlement, conflict). The authors urge development planners and governments to integrate the expertise of agro-pastoralists into development models and to establish strong relationships between investors, NGOs, GOs, policy makers, researchers, local communities, and other stakeholders in order to find equitable and long-term solutions for changing land uses. Show moreThis study focuses on the khat phenomenon by analyzing experiences and the thinking of learned Ethiopians towards this substance using a phenomenographic method. The educated bracket of Ethiopian society is exposed to chewing during the high school and university years. A significant number of them engage in chewing, mainly for intellectual stimulation and recreation. Khat is highly visible in the agricultural fields of rural landscapes in several regions and most urban areas. Khat enterprise impacts development through its association with food security, human health, institutions, income, social impact and policy. Despite its far reaching utility to a significant number of the Ethiopian population, khat is not free from social scourge. The most important question that drives the discourse hinges on how to characterize khat: beneficial or harmful, hence, right or wrong. Understanding this ethical dilemma among the learned Ethiopians can have strong implications, as they can exert influence over future khat policy. Show less

In directives to humans, the imperative in Zargulla makes distinction between singular and plural addressee. Moreover, emphatic and negative imperatives as well as reported directives are morphologically distinguished. Directives to domestic animals include interjectional summonses and dispersal terms as well as a restricted set of verbal commands to take or not to take specific positions or directions of movement. In the verbal commands to domestic animals only the second person singular imperative form is used. As such, the forms used are not simple mimicry of the calls the animals make. Rather, they reflect a level of arbitrariness that is characteristic of human language. Although some mechanisms such as repetitions, shortening, nasalization of vowels, and/or alternating tone and intonation characterize directives to animals, Zargulla utterances used for addressing different domestic animal types are discrete units. They constitute a sub-system of the lexicon and grammar of the language which speakers must learn for communication. Show less

Show moreState mega-infrastructure projects in developing countries evoke challenges to citizenship and reconstruct the imagery of statecraft. The Ethiopian government’s construction of a large dam in the Omo River evoked contesting accounts of development and legitimate governance among a variety of actors. Debates between relevant actors centre on classic topoi of the ‘development’ discourse but present seemingly irreconcilable views. In the process, discourses of technocratic expertise claiming to evade ‘politics’ as well as culturally grounded socio-economic narratives are mobilised. They are juxtaposed here to develop an anthropological interpretation of the discursive positions, connecting the analysis to a consideration of precarious citizenship and coercive state consolidation in Ethiopia.
