Show moreDrawing on several years of field-based research, this dissertation examines what effects framing the International Criminal Court as a “catalyst” for domestic investigations and prosecutions has had in three distinct situation-country contexts: Uganda, Kenya, and the Democratic Republic of Congo (DRC). It examines how both state and non-state actors have relied upon the principle of complementarity as the logic through which the Court’s catalytic potential can be best realized, as well as a transnational site and adaptive strategy for entrenching the norm of international criminal accountability domestically. In so doing, it asks three principal research questions. First, how has the understanding of complementarity evolved since the ICC’s inception and what role have non-state actors, in particular, played in this evolution? Second, how have ICC judges understood and interpreted complementarity’s requirements in the courtroom, and how has the Office of the Prosecutor sought to implement it as a matter of policy? And third, to what extent and how have the ICC’s interventions in Uganda, Kenya and the DRC affected these countries’ institutional and normative frameworks for carrying out domestic criminal proceedings? It began as technical assistance, channelled through multilateral channels. Bilateral aid started in 1962 and was introduced by (then) Minister for Development Cooperation Berend-Jan Udink. Since then, the priorities, target countries and budget of Dutch development cooperation have continuously shifted. It challenges recent claims that African workers have become functionally irrelevant to the global economy by examining the shift of global demand for African workers from formal to increasingly informalised labour arrangements, mediated by social enterprises, labour brokers and graduate entrepreneurs. Focusing on global employment connections initiated from above and from below, we consider why global labour linkages have tended to increase rather than reduce problems of vulnerable and unstable working conditions within African countries, and consider the economic and political conditions needed for African workers to capture the gains of inclusion in the global economy. Show moreThis paper argues that pastoral commons are under increasing pressure not just from overuse by pastoralists themselves, but from land management policies. Since colonial times, these have been based on a persistent misconception of the nature of pastoral economies and combined with increasing land alienation and fragmentation through government policies and covert privatisation of pastures. The paper focuses especially on pastoral populations in African drylands and is based on long-term research by independent researchers summarising some of their experiences in western, eastern and southern Africa. Most of them are organised in the African Drylands Dialogue, trying to shed some light on the developments in these areas. Before discussing the actual situation of African pastoralists, the authors focus on basic institutional features of the political and economic management of common grazing lands. This is followed by an overview of land alienation processes in colonial times, which serves as a basis for understanding the current land alienation constellations. The paper then moves on to explain how and why pastoralists are framed by the national discourses as the 'other' and the 'troublemaker', even being labelled as terrorists in nation state contexts. This goes hand in hand with a new wave of land alienation in the form of large-scale land acquisitions or 'land grabbing' (including water grabbing and 'green grabbing' processes). The paper then outlines different coping and adaptation strategies adopted by pastoral groups in a context in which a range of different global and local political, economic and ecological situations interrelate ('glocal'). Show moreThe livelihoods of the Fulani mobile pastoralists in the Sahel, West and Central Africa are characterised by mobility (related to the needs of their animals), extensive social networks, and a focus on social ties as the basis of status and influence ('wealth in people'). The Sahel environment in which many Fulani nomads live has become embroiled in jihadism, conflict, and violence; at the same time, this region has experienced an increase in opportunities to connect through the wireless mobile communication system. This paper analyses the triangle of mobility, communication, and insecurity in order to understand the present-day situation of the nomadic and semi-nomadic Fulani pastoralists and their identity dynamics. The Fulani find themselves caught in between these conflicts, which end their mobility and often lead to the loss of their herds. Will they be able to keep their mobile lifestyle and identity? This article is based on qualitative case studies and the biographical narratives of nomadic and semi-nomadic pastoralists who have lived through conflict and violence in Cameroon, Chad and Mali. These case studies show that, despite the fact that mobile pastoralism has become difficult as a consequence of the conflicts and loss of cattle, the 'mobile' identity is very present and reinforced with the help of mobile telephony, through which social networks and 'wealth in people' are sustained. The OURSUS approach and findings will be discussed in two sessions during the 33rd International Geographical Congress in Beijing: one session about 'Chinese and International Experiences' and one about 'The Way Forward'. This paper contributes to the first session: exploring international experiences. It examines the evidence in Africa regarding the intentions of municipalities and their leadership to develop more sustainable cities, and to mobilise business and popular support for more sustainable futures in a continent that is likely to have the fastest urbanization trends in the decades ahead. The paper also compares the approaches of various sustainable city networks in Africa with the OURSUS approach, and it looks at the input of geographers. Show less
