Alternative imaginaries of ‘being in the world’ can lead to alternative ways of ‘doing in the world’. We discuss the current dispute between China and Japan over the Senkaku/Diaoyu Islands as an example. Westphalian logic would have the two countries come to blows, if not go to war, over the Islands. The Westphalian account of the dispute centres on the key principle of sovereignty. But what if we utilized a different imaginary to re-narrate the conflict? We turn to popular culture in both Japan and China as a guide, and juxtapose two anime, Appleseed and Time of Eve, with one Chinese TV drama, Nirvana in Fire. Each of these upends conventional analyses of the Islands dispute and offers alternative conceptions of sovereignty. We conclude by considering the implications of such alternative imaginaries for the study, if not practice, of international relations. Show less

Show moreThis article questions whether the European Union (EU) strategy of using free trade agreements (FTAs) as tools of democracy promotion is, currently, normatively coherent and legitimate. It focuses on FTAs with proximate autocracies and makes four main claims. First, FTAs raise significant legitimacy concerns in that they can ordinarily be expected to generate both economic ‘winners’ and ‘losers’ in the target country without democratic processes in place to legitimate these costs. Second, the EU risks empowering autocrats (rather than catalysing democratic transition) in the way it negotiates FTAs. Third, ‘leverage’ strategies of withholding or suspending cooperation as a result of violations of democratic and human rights norms are applied inconsistently by the EU, undermining leverage credibility. Fourth, the best-case impact of regulatory convergence with the EU acquis communautaire on the democratic character of sector-level policymaking is mixed: increased transparency and accountability can improve democratic credentials, while, paradoxically, increased stakeholder participation is normatively suspect in the absence of a democratic framework. Show moreFrom January 2015 to December 2017, approximately 1.6 million migrants crossed the Mediterranean to reach Europe. The death toll was dramatic, with almost 15,000 drowning. In response to the void left by the ending of the Italian-led Mare Nostrum mission, several non-governmental organizations (NGOs) launched their own search and rescue (SAR) operations, rescuing over 110,000 migrants. In this article, we argue that states have the responsibility not only to coordinate, but also to directly provide adequate SAR operations in the Mediterranean, and that these responsibilities are presently being abdicated. Although much criticism of NGO maritime rescuing operations is misplaced, non-governmental SAR has notable limitations, and states are ultimately responsible for this shortfall. Show less
