Show moreThis book examines why the United States has introduced safeguards that are designed to prevent their counterterrorism policies from causing harm to non-US citizens beyond US territory. It investigates what made US policymakers take steps to "put the gloves back on" through five case studies on the emergence of such safeguards related to the right not to be tortured, the right not to be arbitrarily detained, the right to life (in connection with targeted killing operations), the right to seek asylum (in connection with refugee resettlement), and the right to privacy (in connection with foreign mass surveillance). The book exposes two mechanisms – coercion and strategic learning – which explain why the United States has introduced what the authors refer to as "extraterritorial human rights safeguards", thus demonstrating that the emerging norm that states have human rights obligations towards foreigners beyond their borders constrains policy choices. This book will be of key interest to scholars and students of human rights, counterterrorism, US foreign policy, human rights law, and more broadly to political science and international relations. Show moreThe revised prose version of the Babad Tanah Jawi was originally prepared by C.F. Winter Sr. (1799-1859), with the twofold aim of providing Javanese-language teaching material and of setting a standard for formal Javanese prose writing. At that time, Javanese was almost exclusively written in verse, which was not a medium suitable for the modern world that was dawning on Java. Although Winter achieved his aims in other ways and publications, the present text was mostly forgotten, or was just passed over as another copy of the Meinsma text (Pigeaud, Literature of Java). This was unfortunate, because it deprived linguists of one of the first attempts to create a standard Javanese prose language, and historians of a readable text that presented a Javanese view of Javanese history from the beginning until 1742. To belatedly set the record straight and to honour Winter’s contributions to the development of Javanese, I decided to publish this text in Javanese script and provide an English translation for the general public. Although historians of Java have endeavoured to incorporate Javanese sources in their research, it remains invaluable to view that history directly through the eyes of 17th and 18th century Javanese contemporaries. Show moreThis comparative study investigates court politics in four kingdoms that succeeded the s outh Indian Vijayanagara empire during the sixteenth to eighteenth centuries: Ikkeri, Tanjavur, Madurai, and Ramnad. Building on a unique combination of unexplored Indian texts and Dutch archival records, this research offers a captivating new analysis of political culture, power relations, and dynastic developments. In great detail, this monograph provides both new facts and fresh insights that contest existing scholarship. By highlighting their competitive, fluid, and dynamic nature, it undermines the historiography viewing these courts as harmonic, hierarchic, and static. Far from being remote, ritualised figures, we find kings and Brahmins contesting with other courtiers for power. At the same time, by stressing continuities with the past, this study questions recent scholarship that perceives a fundamentally new form of Nayaka kingship. Thus, this research has important repercussions for the way we perceive both these kingdoms and their ‘medieval’ precursors. Show less

With Prah, the study argues that a key role is played by education, which has to be based on African languages and values. Using a new quantitative comparative analysis, the study shows that maintaining former colonial languages as medium of instruction will become impossible to sustain. Over the next decade, some African countries will have to transition to African languages. The issue of language choice has vexed researchers and policymakers. The study shows how all over the world, designed languages serve speakers of several discerned languages. This solution could also be used in Africa, as demonstrated through six brief case studies. African languages in education will bolster the new, decolonised cultural traditions already taking shape on the continent. Show less

Everyday Histories of Voetvroue in Johannesburg’, winner of the African Studies Centre, Leiden’s 2021 Africa Thesis Award. This annual award for Master’s students encourages student research and writing on Africa and promotes the study of African cultures and societies. At the heart of a complex network of knowledge sits the Voetvrou — a black autonomous midwife who looks after the health of and nurtures new life in her community. She mentors others in these practices and, in this way, shares her knowledge across communal lines. But who is the Voetvrou? What is her history? What constitutes being a Voetvrou? How does one become a Voetvrou? Harriet Deacon (1998) identifies a broad shift in power relations between medical men and black autonomous midwives in the nineteenth-century Cape Frontier. These relations were underpinned by growing racialism at legal and institutionalised levels and effectively squeezed black women out of the practice of midwifery — hence their apparent disappearance from public archives from 1865 onwards. Show moreThe Roman eastern frontier stretched from the north-east shore of the Black Sea to the Red Sea. It faced Rome’s formidable foe, the kingdom of Parthia, and its successor, Sasanian Persia. Rome’s bulwark in antiquity was the area known as Syria or the Levant, roughly modern Syria, Lebanon, Jordan, Israel and Palestine. To the south lay the Nabataean kingdom, annexed by Rome in 106 and formed into the province of Arabia. To the north, the Cappadocian frontier was laid out in one of the most inaccessible and remote parts of Eurasia facing extremes of climate and topography, amid a patchwork of client kingdoms. This hidden and fascinating frontier in Turkey, whose bases mostly lie under reservoirs, is the major omission from this volume and it is hoped that a more in-depth account might appear in due course. The Caucasian forts along the edge of the Black Sea are, however, part of this volume; this is perhaps Rome’s least known frontier archaeologically but the subject of a unique account by Arrian when governor of Cappadocia.
