Show moreThe COVID-19 pandemic triggered a major economic crisis worldwide. The monetary policy response of the European Central Bank (ECB) was fast and massive. The ECB also intervened on the supervisory side because, after the establishment of Banking Union, the ECB was given responsibility for banking supervision in the euro area through the Single Supervisory Mechanism (SSM). This paper explains the response of the ECB-SSM to the COVID-19 related economic crisis during 2020 and 2021, up until February 2022. These ECB actions include the reduction of bank capital buffers, the redefinition of non-performing loans, and the limitations on dividends and bonuses paid by banks. We adopt a neofunctionalist approach, which suggests that policies are developed at the EU level in response to need, whereby supranational actors and spillovers are particularly important. We offer some concluding insights into whether the ECB-SSM’s responses have led to a further deepening of integration. Show less

Show moreCOVID-19 brought disruptions to children’s education and mental health, and accelerated school de-registration rates. We investigated Elective Home Education (EHE) in families of children with a neurodevelopmental condition. A total of 158 parents of 5–15 year-old children with neurodevelopmental conditions (80% autistic) provided information on reasons for de-registration, their experience of EHE, and children’s mental health. Few differences were found between children participating in EHE before and after the pandemic started. Low satisfaction with school for not meeting children’s additional needs was the main reason for deregistering in both groups. COVID-19 had a more limited role in parents’ decision to de-register. The main advantage of EHE reported in both groups was the provision of personalised education and one-to-one support. Levels of anxiety, internalising and externalising problems were similar between children participating in EHE before and after the pandemic started, and also similar between all children in EHE and school-registered children (N = 1,079). Show moreThree preregistered experiments examined to what extent information about an epidemic situation provided by experts and information about anti-infection policies promoted by governments/media influenced anti-infection behaviors. The above effects were examined among populations from different countries (in Experiments 2 and 3) and across self-construals (in Experiment 3). In three experiments, participants (N =706) were presented with a scenario where experts provided (or did not provide) information about an epidemic situation and governments/media promoted (or did not promote) information about anti-infection policies. After that, participants indicated their willingness to adopt anti-infection behaviors. Results across three experiments showed that both types of information independently increased participants’ anti-infection behaviors. In Experiments 2 and 3, we further found that the epidemic information had a larger impact on inducing anti-infection behaviors than the policy information, which was robust and consistent across countries and self-construals. Findings were discussed under the framework of social influence and in terms of practical implications for pandemic situations like the COVID-19. Show less

Show moreWhat determined how governments in the Middle East and North Africa reacted to the global COVID-19 pandemic? We develop a theoretical argument based on the political costs of different policy options and assess its empirical relevance. Distinguishing between the immediate costs associated with decisive action and the potential costs of uncontrolled spread that are likely to accrue over the long term, we argue that leaders who have fewer incentives to provide public goods to stay in power will lock down later than their more constrained counterparts. We find empirical support for this argument in statistical analyses covering the 1 January – 30 November 2020 period using the Oxford covid-19 Government Response Tracker (OxCGRT) and our own original data on the timing of mosque closures and strict lockdowns across the region. We also illustrate our argument with a description of the response to the pandemic in Egypt. Show less

Show moreCurrently, the impacts of Covid-19 are receiving significant global attention. This also applies to the extractive industries, where this global crisis is directing the gaze of policymakers, donors and academics alike. Covid-19 is seen as having far-reaching and disruptive consequences, especially in the case of artisanal and small-scale mining. While the authors consider this attention important, their work on artisanal and small-scale mining in Ghana – and West Africa more broadly – reveals that for many miners, Covid-19 is ‘just’ another interruption to their lives and lifeworlds which are chronically affected by interruptions of different scales, magnitudes and temporalities. As anthropologists have shown, foregrounding this structural condition – which is emblematic for the lives of many people, especially in the Global South – is key to questioning, understanding and contextualizing the current moment of ‘global’ crisis and must be an element of any policy and research emerging from it.
