Show moreThis article examines the impact of current neoliberal political reforms on trade union performance in West and Central Africa. To what extent have trade unions been involved in the political restructuring of the State? Has political liberalization constrained or enhanced their political influence and ability to defend their members' interests? The article offers a comparative study of the role of trade unions in two African countries, Ghana and Cameroon. Trade union responses to economic and political liberalization appear to be quite different in these countries: generally positive in Ghana and clearly negative in Cameroon. The author argues that a range of factors is responsible for this situation, including differences in the impact of structural adjustment, the nature of the State and State-society relations, the organizational capacity of the unions, their relationship with political parties and other civil-society organizations, and their search for innovative ways to respond to neoliberal reforms. In Ghana, there have been significant changes in State-trade union relations, while the Cameroonian case has been characterized by a remarkable degree of continuity in these relations. Show moreCet article s'efforce de souligner des dynamiques en cours en Afrique actuellement et de les replacer sur le long terme, et de remettre en question les mythes (comme le concept européen de "société civile") et explications couramment acceptés sur la causalité de l'histoire récente. Le regain de violence à la fin du vingtième siècle peut être vu comme une conséquence d'un affaiblissement politique. Les années 1970 apparaissent comme la vraie période de rupture, avec les deux crises pétrolières de 1973-74 et 1979, la déconnexion entre le dollar et le prix de l'or, le changement dans les méthodes de production. La crise financière amène beaucoup de gouvernements africains à se présenter à la Banque mondiale et au Fonds monétaire international pour demander des financements. Les institutions de Bretton Woods théorisent l'"ajustement structurel", imposent des réformes libérales des économies, puis demandent des réformes politiques, la "démocratisation". Or, selon l'auteur, ni le libéralisme ni la démocratie n'ont mené les pays africains à plus de prospérité ou de stabilité, du fait d'un décalage entre l'État juridique, qui a perdu sa structure et ne fonctionne plus, et le pouvoir réel. Certaines formes caractéristiques de l'époque pré-coloniale reprennent actuellement de l'importance. Show moreCet article remet en cause le rôle de l'état comme mécanisme central de régulation sociale en Afrique, en prenant en compte la jeunesse relative de l'état-nation, la faiblesse de l'appareil étatique et l'influence croissante de processus juridiques transnationaux sur l'autonomie étatique. Les sociétés post-coloniales de l'Afrique subsaharienne sont caractérisées par une pluralité de normes et de valeurs, et l'état ne constitue qu'un seul niveau de régulation sociale entre des cultures locales plus ou moins souveraines, des multinationales puissantes et des organes supra-étatiques comme le FMI et l'OUA. Deux exemples étayent cette thèse: le premier, celui des réformes des partis politiques intervenues récemment en Afrique, souligne l'importance des forces sociopolitiques internes et de la pression internationale, tandis qu'une étude de cas concernant l'Afrique du Sud - où les autorités ont reconnu constitutionnellement le pluralisme juridique - révèle la complexité du processus législatif dans une société multi-ethnique et en pleine transformation. La succession du président Nelson Mandela annonce une possible crispation du pouvoir, en raison notamment des tendances autoritaires de Thabo Mbeki. Incapable de s'affirmer sur la scène continentale comme une puissance modératrice, l'Afrique du Sud pourrait devenir un État "tricheur" (trickster) comme un autre dans la zone australe, profitant des interstices criminels de l'économie internationale. Les auteurs décrivent les différents éléments de ce scénario: une certaine dérive autoritaire du régime sud-africain qui aurait tendance à se présidentialiser encore davantage; la criminalisation croissante de l'État, que faciliteraient la corruption avérée de la police, des douanes, de l'armée, de l'administration, mais aussi l'héritage du régime de l'apartheid et de la lutte armée contre celui-ci; l'informalisation croissante de l'insertion de l'économie sud-africaine dans son environnement régional. Show moreThe author first traces the successive approaches to African chieftaincy in the course of the 20th century, contrasting the dualistic and the transactionalist models. He then examines the thesis of the resilient chief by considering a case from western central Zambia. He shows that the power base of local chiefs and their room for manouvring is weakening and that the chiefs are experimenting with new strategies in order to survive. They are driven into the arms of new actors on the local scene, against whom they are rather defenceless. One such new actor is an ethnic voluntary organization, the Kazanga Cultural Association. This NGO has been amazingly successful in bridging indigenous politics and the State in a process of ethnicization. Gradually, the revival of chieftainship which this NGO has brought about, is turning out to lead not to resilience but to impotent folklorization. Chiefs who are unable to link their symbolic capital - their ceremonial functions - to the experimental worlds of the urbanites, find themselves locked into a position of declining significance. Show moreIn deze bijdrage wordt in enkele algemene lijnen geponeerd dat de noodzaak tot staatsomvorming in Afrika voor het komende decennium prioriteit nummer één is. De rol van buitenlandse mogendheden en organisaties kan daarbij belangrijk zijn, maar moet niet worden overschat. Tendensen in de relatief autonome wereldeconomie, waarvan de nadelige effecten door de nationale staten te weinig worden beheerst, zijn van groter belang. De schuld van Afrika's probemen leggen bij het mondiale kapitalisme is een oude tactiek, die gedeeltelijk gerechtvaardigd is: sinds het einde van de 18e eeuw is Afrika van alle continenten het meest gemarginaliseerd in de wereldeconomie. Maar een kritische evaluatie van de falende elite-regimes in Afrika blijft hierbij nodig, evenals van een internationale politiek die hen om pragmatische redenen blijft steunen. Bij uitblijven van democratisering en hervorming van autocratische regimes in situaties van economische stagnatie zal de wal het schip blijven keren en zal geweld de optie blijven die benadeelde groepen zullen kiezen om staatsomvorming te bewerkstelligen. Show moreFundamental changes are taking place within the African State system which is still, in essence, the one created by the colonial powers and inherited at independence by the governments of modern Africa. Powerful forces in the industrialized world continue to have a crucial influence on events in the African continent. This paper identifies some of the key features of the emerging political economy of Africa, focusing on the manner in which external forces combine with internal ones in affecting Africa's politics. It pays attention, amongst others, to the importance of foreign aid as a source of revenue for African elites; the industrialized world's misperceptions of Africa; democratization and the decline of African States since the fall of the Berlin Wall in 1989; surviving patterns of precolonial political entities; new economic patterns in Africa; the policy of the industrialized world towards Africa and the role of African political elites now that, with the end of the Cold War, Africa has lost its global significance; the end of the Cold War as the real end of the colonial order in Africa and the intimate connection to the present crisis of African States; the collapse of African States and the world's policy of abandonment. De noordelijke politieke elites, die voortdurend met elkaar concurreren, kunnen alleen regeren door coalities te smeden die elites uit de gehele natie omvatten, waarbij ze zelf de algemene leiding houden. Vervolgens komt het probleem van de corruptie ter sprake. De indruk bestaat dat de Nigeriaanse samenleving de meest corrupte ter wereld is. Het politiek systeem van omkoping werkt echter in zekere zin redelijk doelmatig. Geen enkele president of militair leider heeft sinds de burgeroorlog van 1967-1970 kunnen regeren zonder de actieve samenwerking van een ingewikkeld bestel van lokale elites, die stuk voor stuk omgekocht moeten worden om hun rol als politieke bemiddelaar te verzekeren. Omkoperij is echter anderzijds uitermate ondoelmatig in termen van bestuur. Voorts bestaat het gevaar dat regionale aanspraken uitlopen op pogingen tot afscheiding. Tenslotte gaat de auteur nog in op de ongeldigverklaring, door de toen zittende president Babangida, van de uitslag van de verkiezingen van 1993, die een overwinning betekenden voor Moshood Abiola, en die een burgerlijk bewind hadden moeten opleveren. Show moreThis chapter describes responses to the ecological crisis and political changes in Ethiopia in the early 1990s among the Suri, an agropastoral group in K„fa Region, southern Ethiopia. Data are derived from fieldwork carried out in the area after the change of regime in 1991. Attention is paid to environmental conditions and the Suri subsistence system, relations between the Suri and neighbouring ethnic groups, drought and famine in the area, in particular in the 1980s, and the Suri attitude towards the interventions of outside agencies, interethnic conflict in the period 1984-1993, Suri recovery and adaptation in the early 1990s, and the effects of drought, famine, and political upheaval on Suri socioeconomic organization, local political relations, and ethnic identities and interethnic relations. Show moreThis article examines how violent interaction between ethnic and social groups in Ethiopia has shaped the contours of contemporary society. It focuses on the so-called Red Terror period of the late 1970s, which marks a decisive stage in the transformation of violence and politics in Ethiopia. The intense physical and psychological violence of the Red Terror period had a lasting effect on the collective mind and on social relations among Ethiopians. Because of its violation of central sociocultural ideals and codes in Ethiopian society, it decisively undermined any idea of 'social contract' or 'trust' between the State and the population. This breakdown of trust led to a dissociation of civilians from national policy and power structures, and to a serious weakening of overall social cohesion. Show less
