Show moreThe bulk of the book is based on papers presented during two virtual conferences hosted by the University of Leiden (Netherlands) in 2021. At the Africa Knows! Conference, a panel was devoted to ‘The language issue and knowledge communication in Africa.’ It was initiated by the Universities of Ilorin (Nigeria) and Chemnitz (Germany). The papers by Eleshin, Oloruntoba-Oju, Sanon-Ouattara, Van Pinxteren, and Zatolokina were all first presented at this panel, before being peer-reviewed for this volume. The central theme of the conference was the decolonization of Africa’s knowledge production and related processes. The second conference was the 10th World Congress on African Languages and Linguistics (WOCAL) in June, where a workshop took place under the auspices of the Edinburgh Circle on the Promotion of African Languages, entitled ‘Let’s turn to policy.’ The papers by Alfredo, Dissake, and Nguere and Smith were also first presented during this workshop before being peer-reviewed for this volume. In general, the position taken by the editors is that using indigenous languages in education can make an important contribution to national development as well as to personal empowerment. Africa is characterised in part by its continued use of former colonial languages in education. However, sixty years after independence, it seems high time to question this colonial heritage. In the context of global and digital communication today, old African values of multilingualism and culture-specific communicative strategies should not be neglected, but revalued and revived in new ways. We do not deny the importance of a good command of international languages. However, this should not be at the expense of indigenous languages. The introduction to the book argues that a transition towards increased use of African languages in formal domains will not only be necessary and practically possible, it will become inevitable. Show moreWestern donor countries consider a proper functioning multiparty democracy as one of the most import conditions for achieving more legitimate governance and subsequently economic development and reduction of poverty in their partner countries. Support to free and fair elections is an integral part of the ‘good governance’ agenda of the traditional donor community. On the basis of the findings of this study, it appears however that it is not so much the acceptance of Western type political institutions or compliance with generally endorsed liberal-democratic standards that determine the possibilities for developing countries to achieve economic transformation and substantial poverty reduction, but rather the nature of the political settlement among the political elites. Show moreWhen discussing development issues in Africa, it is not sufficient to simply stress the ubiquity of failure, malnutrition, disease, predatory states and war, one also has to recognize that important aspects in the lives of millions of ordinary people have been transformed over the last five decades. The contributions in this book are rooted in extensive empirical research, some at a local, regional and/or national level in different African countries (Chad, Ethiopia, Kenya, Lesotho, South Africa and Uganda), while others take a pan-African view. All, however, offer insight from different analytical perspectives into the heterogeneity of poverty and development processes in Sub-Saharan African and confront the ideas, concepts and assumptions that lie behind pro-poor policies. The volume also encourages policy makers to choose realistic policy prescriptions in an attempt to move people out of poverty. Show less

Show moreIn this article, the author assesses the nature and the impact of the May 2005 Ethiopian parliamentary elections on Ethiopian politics. The elections, although controversial and flawed, showed significant gains for the opposition but led to a crisis of the entire democratization process. The author revisits Ethiopian political culture in the light of neopatrimonial theory and asks why the political system has stagnated and slid back into authoritarianism. Most analyses of post-1991 Ethiopian politics discuss the formal aspects of the political system but do not pay sufficient attention to power politics in a historical perspective. There is a continued need to reconceptualize the analysis of politics in Ethiopia, and Africa in general, in more cultural and historical terms, away from the formal political science approaches that have predominated. The success of transitional democracy is also dependent on a countervailing middle class, which is suppressed in Ethiopia. Furthermore, political-judicial institutions are still precarious, and their operation is dependent on the current political elite and caught in the politics of the ruling party. On the basis of the electoral process, the post-election manoeuvring, the role of opposition forces, and the violent crisis in late 2005, the author addresses the Ethiopian political process in the light of governance traditions and resurrected neopatrimonial rule that, in effect, tend to block further democratization. Show moreBased on the study of chiefs, elders and local leaders in southern Ethiopia, this paper analyses the idea of authority, legitimacy and governance among three small-scale societies, the Me'en, the Dizi and the Suri. It shows that in southern Ethiopia efforts were made to replace charismatic and traditional authority by a bureaucratic structure of rulers and legal procedures instigated by the expanding national State, but that this process was neither complete nor successful, because the sources of legitimacy of leadership and authority remained firmly within the local societies and were ill understood by outsiders, including State authorities. The central imperial State (upto 1974) did not use the pre-existing forms of local chiefs and other authorities and simply bypassed them either by appointing its own administrators as an extra layer of power or by relying upon provincial lords or kings in the core regions of the empire. The appointees had little connection with the local population. If they became too popular they were removed. Their loyalty only had to be upward, towards the emperor and his political circle. In the Derg era (1974-1991), this authoritarian pattern was reinforced, and wherever traditional chiefs existed, they were violently removed and suppressed. To date these three forms of authority co-exist and interact and define much of the local political dynamics, including violent conflict. Includes bibliographic references and notes. Show moreMany inter-State and intra-State conflicts in Africa become more complex by being extended into 'proxy wars', i.e. secondary, often 'low intensity' armed conflicts, pursued in the context of a major power struggle, or outright wars between States carried out by subsidiary or co-opted insurgent movements, usually of an ethno-regional nature. In the Horn of Africa, the proxy war phenomenon is visible owing to alliances behind the scenes, the involvement of neighbouring countries, and frequent changes of allegiance. The proxy war strategy was pursued by both players in the 1998-2000 border war between Ethiopia and Eritrea, not only in the enemy country but also in neighbouring States. Since the peace agreement of June 2000, the importance and impact of the proxy war factor has declined somewhat, but whether this decline will contribute to the building of a 'lasting peace' is not at all certain. The experience of tenuous negotiation during the past two years seems to indicate otherwise. The author argues that the threat of regional instability by proxy conflict remains, as long as the Ethiopian and Eritrean regimes are unwilling to make real peace with each other. Show moreAlcohol can be used as a theme to belittle, patronize and differentiate people. This happens especially when different kinds of beverages are accorded a different status across social and ethnic groups in society. The case study presented in this chapter highlights cultural aspects of social inequality and ethnic stratification by tracing the ambivalent connections between alcohol, power and cultural dominance in the Maji region of southern Ethiopia, where the author carried out fieldwork in 1995/1996. Maji society's 'drinking situation' reflects the area's history of divergent ethnocultural traditions and exposure of people to State narratives of civilization and governance. Historically, the local people, among them the Dizi, Me'en and Suri, were deemed politically and culturally less civilized by the central State and the northern immigrants. The Suri, as agropastoralist lowlanders, were considered especially coarse in their mannerisms and livelihood pursuits. Alcohol (ab)use is explained by many non-Suri northerners in the neighbouring villages as another example of the Suri's 'backward' social behaviour. Show moreThe relation of pastoral societies with the 'outside world' has proved to be one of structural deterioration. This poses questions as to the political space remaining for these societies within the State arenas to which they nominally belong and the nature of their ethnoreligious identities. The pastoral societies of East Africa, while varied in nature and social organization, still show some common characteristics with regard to religion and political system. The author argues that the principles of clan segmentation, age-group structure, the ritual-cyclical ordering of community life, and decentralized, regionally exercised power will remain more important organizing elements for pastoral societies than purely ideological-religious factors. This is a result of certain macroconditions such as their necessary confinement to marginal areas, their geographical mobility, and their lack of integration into the wider State society in terms of literacy, economic surplus extraction, social mobility, or political representation. The author looks at the 'strategies' of various agropastoral groups in terms of religious response and political action within these macroconditions. He uses the examples of the Boran in Ethiopia and Kenya, the Nuer in Sudan and Ethiopia, and the Surma of southern Ethiopia. Show less

Attention is paid to environmental conditions and the Suri subsistence system, relations between the Suri and neighbouring ethnic groups, drought and famine in the area, in particular in the 1980s, and the Suri attitude towards the interventions of outside agencies, interethnic conflict in the period 1984-1993, Suri recovery and adaptation in the early 1990s, and the effects of drought, famine, and political upheaval on Suri socioeconomic organization, local political relations, and ethnic identities and interethnic relations.
