Show moreThis article sets the scene for a special issue on why frugal innovations are increasingly important for development research. While the top-down business and management literature on frugal innovation has claimed developmental relevance, we give at least equal importance to much longer-standing bottom-up development studies discourses on grass-root innovation, bricolage, and livelihood strategies. We argue that we need both literatures for a better understanding of how frugal innovations relate to development. Accordingly, we position the articles in this special issue in the frugal innovation and development debate. Finally, we discuss the relevance of a frugal innovation lens in how two major global trends are impacting upon global development opportunities: the global diffusion of 3rd and 4th Industrial Revolution digital technologies and global population dynamics. We consider these two trends to be major entries for future research on frugal innovation and development.Résumé: Cet article pose le décor pour un numéro spécial sur les raisons pour lesquelles les innovations frugales sont de plus en plus importantes pour la recherche sur le développement. Tandis que la littérature “top-down” du monde des affaires et de la gestion au sujet de l’innovation frugale a revendiqué une pertinence dans le monde du développement, nous donnons au moins autant d’importance aux messages bien plus anciens, portés par les études “bottom-up “sur le développement, à propos d’innovation à base communautaire, de bricolage et de stratégies de subsistance. Par conséquent, nous placerons les articles de ce numéro spécial dans le débat sur l’innovation frugale et le développement. Nous soutiendrons que nous avons besoin des deux littératures pour mieux comprendre comment les innovations frugales sont liées au développement. En outre, nous discuterons brièvement de la pertinence d’adopter une perspective d’innovation frugale dans l’analyse de la façon dont deux grandes tendances mondiales impactent les opportunités de développement international : la diffusion mondiale des technologies de la 3ème et 4ème révolution industrielle et la dynamique démographique mondiale. Show moreIn this paper I discuss food, cultural identity and development among the agropastoral Suri people of Southwest Ethiopia. Their food system is discussed in its actual form and in its process of change, accelerated since a decade or so. The theoretical concern of this paper is with issues of identity formation and continuity through the materiality of food and food systems, in the context of varying assumptions underlying discourses of development. The Suri people remain at the margins of the modernizing Ethiopian state and experienced a decline in food security, health and wealth in the last decade, coinciding with growing inter-group tension and new state developmental plans which devalue the agro-pastoral mode of life. State support or investment is in massive sugar and other mono-crop plantations and in enterprises by foreigners and private capitalists, not matched by parallel investment in local economies of agro-pastoralism and crop cultivation. Some of the effects on the production system, diet and ‘food sovereignty’ of the Suri are described so as to highlight the challenges they face, including growing internal differentiation, pressure on modifying their food system and the increasing sale and use of alcoholic drinks. Observing the, often ambivalent, changes in the Suri food pattern and food consumption shows the challenges they face in (re)defining group identity, responding to internal tensions and to state-capitalist modernizing schemes that impact their way of life. Show moreInternet connectivity is widely considered to be a game changer for knowledge economies of developing countries. The arrival of submarine fibre-optic underwater cables in East Africa in 2009 and 2010 is seen by many as a strong case in point. The fast evolution of the information and communication technology (ICT) landscape of Kenya and Rwanda that ensued has attracted the attention of actors from private investors, development agencies, NGOs, policymakers and many other groups. Kenya became a role model for its widespread adoption of mobile money services and a burgeoning ICT application development sector; Rwanda's government became known for its explicitly ICT-oriented development agenda as well as large-scale ICT projects in government, health and education that aimed to latch onto fast-growing mobile subscription rates and 3G network roll-outs. For this report, we set out to examine the role that changing connectivity has played for a particular component of the ICT sector in Kenya and Rwanda: ICT-enabled business process outsourcing (BPO).1 BPO has been a priority in the national ICT strategies of both countries, so we anticipated this sector to provide a fertile ground for comparing expectations and realities of the role that changing connectivity has played following the deployment of fibre-optic cable infrastructure. The study outlined how policy, popular discourse and media got somewhat carried away by the promise of internet connectivity as the fuel for the growth of Kenya's and Rwanda's BPO sectors. The development of ICT sectors fell short of many original hopes. Internet connectivity proved to only function as a catalyst for economic growth in combination with other enablers, even for the examined sectors of connectivity-based enterprises. Competitive advantage is always relative, and, in the case of Kenya's and Rwanda's BPO sectors, India and other Asian BPO destinations have maintained the edge in international markets. Despite the overall positive evolution of ICT-based subsectors in Kenya and Rwanda, the role of internet connectivity for growth in knowledge economies continues to be a complicated one, including for connectivity-based enterprises. Future opportunities might actually lie in 'close' (local and regional) markets, and policymakers and indeed all economic actors will need to continue to learn and adjust to other unexpected developments brought about by internet connectivity. This is therefore an African account of progress made and setbacks suffered, but also an account of challenges and obstacles that confront both policy-makers and practitioners. These challenges must be overcome if greater public access to information is to make a distinctive, positive contribution to the continent's democratic and socio-economic future. This book offers a necessarily multi-dimensional perspective on the state of ATI in African jurisdictions and the emerging, new praxis - a praxis that will entail a genuine domestication of the right of access to information on the continent. Show moreIn this farewell lecture on the occasion of his departure as Professor of Development in sub-Saharan Africa at Leiden University and Director of the African Studies Centre (ASC), Leiden, the author starts with the vuvuzela issue as an illustration of the lack of confidence the world has in South Africa organizing and running the World Cup smoothly. He takes that as a sign that there still exists a stereotype of African incompetence, despite the social and economic progress Africa has witnessed in the last decade. He does not want to argue that African Studies have not been able to offset such a stereotype. What he tries to show is that it is not clear from the wealth of actor-oriented research in African Studies what the main social, political and economic trends in Africa are. He argues that actor-oriented research in African Studies should try to increase its relevance by contributing- through meta-analyses and comparative research-to the discussion on social, political and economic trends in Africa. Special attention should be paid to the possible rise of the developmental state in Africa. In doing so, African Studies may also substantiate its claim that it is able to challenge the universal pretensions of mainstream social science. Show less

This volume offers an innovative interpretation by considering the history of SNV Netherlands Development Organisation, which has been in existence for over forty years now. Through SNV's history, an analysis emerges of the role of the Netherlands in development cooperation and the attitudes of Dutch society towards it over the last fifty years as well as the changing ideas, practices and policies in development work more generally. The views and expectations of (former) SNV staff and those of local participants who were ultimately to benefit from the development activities were the focus of this historical research. This has resulted in a socio-cultural history 'from below' rather than a dry description of the organisation's administrative changes and formal bureaucratic structures. Show less
