Show moreTwo developments in Africa have generated an extensive literature. The first focuses on investment and land grabbing and the second on the formalization of rural property rights. Less has been written on the impact of formalization on land grabbing and of land grabbing on formalization. Recently, formalization has been put forward to protect the rights of pastoralists and farmers. Leaders in Tanzania have argued that it will free up land for investors that is unused by villages and generate new jobs and improved livelihoods through contract farming while minimizing land grabbing through greater transparency. Others argue that formalization is being promoted to facilitate land grabbing with state-imposed boundaries evicting villagers off land formerly under village control for sale to investors. Proponents assume that securing individual property rights will allow villagers to determine how to best use or dispose of their property. However, this implied notion of voluntarism can deny the hegemonic forces that can be embedded in markets. Unequal power dynamics in market transactions can transform formalization from a protective force into a means of dispossession. These power dynamics operate through various channels, such as juridical capture or influence, control of national and local discourse regarding land use and users, influence or control of land allocation and demarcation process, alienation of smallholders' control over rights of land use, and strategies that promote forced sales of land by the poor. Along these lines, dispossession may not simply be the physical loss of land but the loss of certain rights to land, or in other words, not to land grabbing but what some have termed 'control grabbing' or 'labor grabbing'. Proponents of land titling therefore promote unproblematic visions of customary tenure systems, which ignore both unequal power dynamics due to unequal initial endowments (of power in the form of influence, access, and assets) and the result of such dynamics: formalization converted to an instrument for dispossession. Show moreAfter observing the growth of the Indian and Filipino Business Processing Outsourcing sectors, Kenyan policy-makers and managers made substantial investments in international internet infrastructure and BPO marketing campaigns. While observers continue to discuss the sector in terms of its international work opportunities, in recent years the sector has increasingly focused on contracts sourced from Kenyan and other East African clients. The government has also refocused efforts on attracting international BPO companies. This domestic turn signals both the difficulties of gaining access to overseas work due to the power of incumbents and the increasing use of the internet and ICT-enabled automation within Kenyan organizations. In effect, better connectivity has enabled a two-way globalisation of services: Kenyan BPO companies have been able to access some international work opportunities but the connectivity has also contributed to the inflow of international service companies and business practices into Kenya.The conclusion examines what these shifts might entail for the sector and its workers in future [pre-publication draft]. Show moreValue chains of Cameroonian non-timber forest products move through harvesters, processors and traders, to consumers locally and worldwide. This paper characterises six governance arrangements governing eight such chains: statutory and customary regulations, voluntary market-based systems, international conventions, project-based systems and corruption. Governance is messy with overlapping, multiple layers of institutions and actors. There are voids where no institutions govern access to resources and markets; some actors fulfil roles normally the reserve of the state. In some chains the state performs its duties, in others not, and other institutions fill the gaps. To negotiate this complexity, many actors have become adept 'bricoleurs'. They make the best of the arrangements in which they find themselves, and creatively use capitals available, building on natural capital to construct new governance arrangements and/or remould existing ones to meet their current objectives, circumstances and livelihoods. This 'fine mess' makes examining the impacts on the livelihoods of participants and their sustainability challenging. A measure of governance intensity and extensive fieldwork was thus used. It indicates strong trade-offs between natural, social and economic capital, creating winners and losers. Trade-offs between livelihoods and sustainability are most acute either when there are no governance arrangements; when arrangements do not take account of the susceptibility of a species to harvesting; or when they do not balance supply and demand. Policy challenges and opportunities include recognising and dealing with pluralism; reconciling conflicting rules; hearing the voices of silent actors; learning from failures and raising chain visibility by recognising natural and socio-economic values. Show moreThis paper analyses and compares two transformative moments of technologically mediated change in East Africa, the construction of the Uganda railway between Mombasa and Lake Victoria (1896-1903) and the introduction of fibre-optic cables that landed into the ports of Dar Es Salaam and Mombasa in 2009. The paper uses discourse analysis to examine how technologically mediated connectivity has been represented by political and economic actors during these transformative moments. In both cases we explore the origins of the expectations of connectivity and the hope and fear associated with them. Building on Massey's notion of power-geometry and Sheppard's concept of positionality, the paper focuses on power relationships in discussions of connectivity and asks how people understand the abilities of transformative technologies to modify positionalities and alter relational distance and proximity. Ultimately, by examining historical and contemporary expectations of connectivity in East Africa, this paper works towards more grounded and historicised understandings of the coming-together of technology and connectivity. Over the years, poverty alleviation, private sector development and security have been dominant focus areas of Dutch development cooperation, with PSD taking a central role as it was assumed that poverty could only be alleviated when a country's economy is stimulated. Therefore, the Dutch government has been strongly supporting policies and initiatives stimulating PSD in the Netherlands and in developing countries. The long history of Dutch development cooperation shows continuity in its approach towards development policy as a way of promoting Dutch businesses and export in developing countries. Show less

Show moreIt is now commonly accepted that, for the sake of international peace, the provisions of the UN Charter (originally devised to regulate interstate wars) should be interpreted so as to allow for intrastate interference as well. Yet the UN Charter does not explicitly state what the term peace refers to. It seems that the concept underpinning this term is so much the norm that only deviations from it are marked and therefore noteworthy or definable. Still, in view of the wide array of UN peacekeeping missions all over the world, a clear notion of ‘peace’ could make an important contribution to the success of these missions. In view of this, the paper addresses two questions: what lies behind the concept of ‘peace’ embedded in UN discourse, and how internationally salient is it? To provide the necessary perspective, we undertake a comparative analysis of the UN and Giryama (Kenya) ‘peace’ concepts. The analysis aims to highlight those aspects of Giryama and UN ‘peace’ that are characteristically ‘socially meaningful’ and concludes by highlighting convergences and divergences between them. Show morePrevious analyses of the formation and composition of community-based organizations (CBOs) have used cross section data. So, causal inference has been compromised. We obviate this problem by using data from a quasi-experiment in which villages were formed by government officials selecting and clustering households. Our findings are as follows: CBO co-memberships are more likely between geographically proximate households and less likely between early and late settlers, members of female-headed households are not excluded, in poorer villages CBO co-membership networks are denser and, while wealthier households may have been instrumental in setting up CBOs, poorer households engage shortly afterward. His involvement in Operation Rhino in the 1960s and subsequent networks to save the rhino from extinction, brought him into controversial military (oriented) networks around the Western world. Show moreLand is a crucial yet scarce resource in Rwanda, where about 90% of the population is engaged in subsistence farming, and access to land is increasingly becoming a source of conflict. This study examines the effects of land-access and land-tenure policies on local community relations, including ethnicity, and land conflicts in post-conflict rural Rwanda. Social relations have been characterized by (ethnic) tensions, mistrust, grief and frustration since the end of the 1990-1994 civil war and the 1994 genocide. Focusing on southeastern Rwanda, the study describes the negative consequences on social and inter-ethnic relations of a land-sharing agreement that was imposed on Tutsi returnees and the Hutu population in 1996-1997 and the villagization policy that was introduced at the same time. More recent land reforms, such as land registration and crop specialization, appear to have negatively affected land tenure and food security and have aggravated land conflicts. In addition, programmes and policies that the population have to comply with are leading to widespread poverty among peasants and aggravating communal tensions. Violence has historically often been linked to land, and the current growing resentment and fear surrounding these land-related policies and the ever-increasing land conflicts could jeopardize Rwanda's recovery and stability. Show moreMany African countries have experienced sustained economic growth, but few have achieved the type of structural change, driven by rising productivity, that has transformed mass living standards in parts of Asia. In the Developmental Regimes in Africa Synthesis Report, editor David Booth examines how DRA research has shed new light on how developmental regimes might emerge and be sustained in Africa in the 21st century. He outlines a concept with defining features at three levels: policy content, especially regarding agriculture; policy process, especially the ability to arrive at appropriate policies through iterative and adaptive problem-solving; and a type of political settlement that frees policy-making from the usual constraints. Show moreThis paper looks in detail at the social and economic background of mobile airtime sellers on the streets of Kigali. While informal networks have proved to be an invaluable resource for large multinational telecommunication companies seeking to penetrate African markets, changing technological capabilities may soon displace them. As Rwanda develops its Internet and payment systems, companies and institutions hope to provide airtime and services directly. The paper draws on interviews with airtime sellers in three neighbourhoods of Kigali to ask what this temporary source of employment has done to their long-term career prospects. While the Rwandan government information and communication technology (ICT) strategy has hereto focused on high-end ICT and business process outsourcing, this paper uses the experiences of airtime sellers to advocate for a more bottom-up approach to entrepreneurship and economic development in Rwanda. We stress that planners and researchers need to think more critically about value chains at the bottom of the pyramid, not just in terms of how informal networks can be used as temporary appendages to further the reach of formal multinational corporations, but how these new kinds of chains and networks can be re-engineered to provide permanent and sustainable livelihoods to workers and business owners at the base of the economy. He lectured at the University of Liberia where his students included future ministers. One later emerged as a feared warlord, while one of his colleagues even became the country's president. During his many years in Liberia, the author travelled to every corner of the country, visited rubber plantations and iron ore mines, and spoke to managers and workers. In the capital, Monrovia, he met political activists, journalists, ministers, civil servants and academics, from whom he learned much about the country: Africa's first independent republic, founded in 1847 by freed slaves from the United States of America. Show moreFootball is arguably the world's most popular and globalised sport, and it has been implicated in the continuing efforts in social science disciplines to understand current globalisation processes. Electronic colonialism, the metonym for the dominance of global mediascape by transnational media corporations like Sky and Fox has combined with the ongoing commodification of football to create a complex world-wide web of football authorities, clubs, players and agents, sport equipment makers, sponsors and advertisers, the media, cable and satellite television companies and fans. The central logic in this chain of events is that transnational broadcast of live football matches of European leagues is generating a massive base of 'long distance' fans of elite football clubs and star players across developed and developing countries. The current paper investigates the interplay between transnational football broadcasting and football viewing centres with a view to identiying the spatial, economic and socio-cultural correlates of the rising incidence of the so-called 'electronic' fandom in urban Nigeria. Drawing on a fieldwork conducted between 18th October 2014 and 5th January 2015 in the city of Enugu in Southeast Nigeria, the paper argues that ritualised television spectating within the confines of various viewing centres in the city creates the social contexts that positively reinforce fan behaviours, values, and attitudes. Employing the emergent notion of sports fans as consumers, the paper highlights how this expanding television-mediated fan base has become a veritable target market for many Nigerian companies, and concludes by speculating on the economic and socio-cultural knock-on effects of this emergent phenomenon.
