Show moreThe Sahel has gained attention in international politics as one of the central theatres in the war on terrorism. International actors in this war seek alliances with states in the region, reinforcing the latter’s military strength and their legitimacy from outside. At the same time, increasingly-connected young populations question the legitimacy of their states, and contest that legitimacy from within and below. In the absence of states delivering any reasonable form of social contract, young people become torn between different governing orders and find themselves in a liminal space. In this article we present the cases of youth in Mali and Chad, who find themselves in a period of re-definition of their position in society and hence search for legitimate structures representation. In this search they may frame their belonging in terms of ethnicity, religion or political opposition – and increasingly also in adherence to global citizenship. New information flows and connectivity among young people in these regions, and between them and the diaspora, has given a new turn to their search for citizenship/belonging and rightful representation. However, whether their search will be successful in this geopolitical context is questionable. Show less

Studies of violence in Africa often refer to ethnic wars and explicit conflicts and do not enter the hidden domain of violence that this book reveals through in-depth anthropological studies from different parts and contexts in Africa. Ordinary violence has its distinctive forms embedded in specific histories and cultures. It is gendered, implicates witchcraft accusations, varies in rural and urban contexts, relates to demographic and socio-economic changes of the past decades and is embedded in the everyday life of many African citizens. The experience of ordinary violence goes beyond the simple notion of victimhood; instead it structures social life and should therefore be a compelling part of the study of social change. Show less

These debates focus on political structures introduced to Tamasheq society from outside and their impact on and incorporation into local concepts of politics. The book discusses the relationship between the Malian State and Tuareg society, which has been characterized by three violent uprisings against the Malian State: between 1963 and 1964, between 1990 and 1996, and between 2006 and 2009. Social and political tensions are highlighted which haunt all of the Sahel today: the heritage of slavery, local and European concepts of race and the racialization of social and political relations, and the presence of competing nationalist forces in a postcolonial State. They have become part and parcel of the communication landscape in many urban and rural areas of Africa and the growth of mobile telephony is amazing: from 1 in 50 people being users in 2000 to 1 in 3 in 2008. Such growth is impressive but it does not even begin to tell us about the many ways in which mobile phones are being appropriated by Africans and how they are transforming or are being transformed by society in Africa. This volume ventures into such appropriation and mutual shaping. Based on many stories of migrants in both Mali and the Netherlands, the book reveals some of the negative sides of close family relations and the resulting everyday dilemmas for migrants. In doing so, the concept of family as used in social sciences is criticised, stressing the dynamics of global family practices and an upcoming individualism in Africa. En février 1993 est votée la loi-cadre sur la décentralisation. Au moment où, en 2001, les premiers juristes commencent leur aventure de recherche - qui aboutira à l'ouvrage collectif dont est tiré le texte de ce chapitre qui présente la démarche du livre -, les acteurs impliqués dans le processus de décentralisation sont encore en pleine période de rodage, et les premières confrontations issues de la décentralisation ont déjà eu lieu. Le Mali se présente donc comme un lieu des plus propices à la redécouverte du droit. C'est ce à quoi vont s'appliquer les juristes en question, en tenant compte des concepts de l'anthropologie juridique. Les chercheurs qui observent le droit vivant mettent en cause la conception moniste, dite étatique, du droit et reconnaissent l'existence simultanée de plusieurs systèmes juridiques ou du moins normatifs, dans une situation sociale donnée. En anthropologie juridique, un outil théorique vital est celui qui permet d'établir le rapport entre les autorités politiques (conseil des anciens, ONG, directions de l'entreprise) et les règles applicables, grâce aux deux concepts de champ social semi-autonome et d'arène politique. La décentralisation ne se déroule pas dans un vide institutionnel, et la législation peut induire des effets pervers, comme l'élargissement du fossé entre "allochtones" et "autochtones" et même une résurrection des autorités traditionnelles. Les disparités entre les approches du juridique "pur et dur" et les approches anthropologiques ont conduit à des "tatonnements" initiaux chez les juristes - qu'ils reconnaissent - dans leur cheminement vers la redécouverte du droit. However, the direction and magnitude of these consequences in extremely vulnerable regions - such as the Sahel - cannot yet be predicted with any certainty. The studies in this volume focus on people for whom climate variability, mainly rainfall, is a more immediate and urgent problem than climate change itself. They demonstrate how small-scale communities in south and central Mali are coping with the sudden changes in their ecological environment and are making decisions concerning their livelihoods under high-risk conditions. Natürlich wäre es naiv anzunehmen, daß die erheblichen Summen unabhängig von geopolitischen und strategischen Interessen der Geberländer fließen. In der Tat tendieren die politischen Kreise sowohl in den USA als auch in der EU dazu, Mali aufgrund seiner langen Grenzen zu Mauretanien und Algerien als potenzielle Barriere gegen das Vordringen eines radikalen Islam nach Westafrika zu erachten. Seit dem Ende des Kalten Krieges und dem Zerfall der Sowjetunion, zu der Mali wichtige Beziehungen hatte, wurde das Land von europäischen und amerikanischen Geberinstitutionen als Modell für den Übergang zur Demokratie und für die Umsetzung einer liberalen Wirtschaftspolitik gepriesen. Seit dem 11. Show moreThis article deals with the rebellion of 'Sawaba' against the PPN (Parti progressiste nigeI_rien) regime in Niger. Sawaba was a political party that represented a social movement and formed the first autonomous government of Niger during the last years of French suzerainty (1957-1958). For a number of reasons, the French assisted in Sawaba's removal from government. Together with the new regime, they proceeded to persecute the Sawaba party, which was driven underground. Sawaba organized a clandestine domestic opposition and made preparations for a violent take-over with the help of friendly countries such as Ghana, Algeria and Mali. Assisted with arms, money and training, its commandos invaded Niger from the south and west in the autumn of 1964. Despite Algerian support before the invasion, the revolt failed and Sawaba was condemned to the political wilderness. This article focuses on the Algerian dimension of the revolt. It discusses the political evolution of Niger from the spring of 1957 to independence in August 1960 and how this connected to developments in Algeria. It then discusses Niger's security situation and how this was linked to control over its nomadic population and incursions made by the two countries across their common frontier. Subsequent sections analyse Sawaba's clandestine organization and the support provided by Algeria, discussing Sawaba's cell in Tamanrasset (southern Algeria) and its military training further to the north. Show moreIn this paper, the author considers the interpretation of and the ethnographic production about Islam and Muslim societies, particularly in Africa. The Orientalist 'doctrine' of an unchanging and timeless Islam has long been shown to be inadequate for understanding the obvious diversity and complexity within and between Muslim societies. However, the limitations of certain anthropolocial studies - notably, their almost exclusive focus on local context and cultures to which they sometimes attribute different 'Islams' (e.g. African Islam) - have not been critically examined to the same degree. The author argues that one must study Islam as a discursive tradition at the intersection of the local and the supralocal, including broader scriptural traditions of Islam. Drawing on ethnographic and historical research on Islamic law in West Africa, the author shows how Muslims in Mali participate in the supralocal discourses of Islam and some of the ways in which local and regional history and culture shape their participation in these discourses. Show moreThe enormous diversity of responses to the drought conditions in the Sahel in the last thirty years makes it difficult to formulate general conclusions about people's responses to climate change. It is important to study the pathways of decisionmaking units at the micro-level and even at individual level and to emphasize the socioeconomic differences in changing patterns of responses and the gradual changes in people's 'habitus'. To understand the options available to people it is wise to focus on the technological changes in land use, the changes in the control over resources, migration and mobility, the trends of livelihood diversification and institutional change. The chapter is based on recent and ongoing research in Kaya (Burkina Faso), and Koutiala and Douentza (both in Mali). Summary. [Book abstract] Show less
