Show moreWhen discussing development issues in Africa, it is not sufficient to simply stress the ubiquity of failure, malnutrition, disease, predatory states and war, one also has to recognize that important aspects in the lives of millions of ordinary people have been transformed over the last five decades. The contributions in this book are rooted in extensive empirical research, some at a local, regional and/or national level in different African countries (Chad, Ethiopia, Kenya, Lesotho, South Africa and Uganda), while others take a pan-African view. All, however, offer insight from different analytical perspectives into the heterogeneity of poverty and development processes in Sub-Saharan African and confront the ideas, concepts and assumptions that lie behind pro-poor policies. The volume also encourages policy makers to choose realistic policy prescriptions in an attempt to move people out of poverty. Show less

Show moreThis article deals with the rebellion of 'Sawaba' against the PPN (Parti progressiste nigeI_rien) regime in Niger. Sawaba was a political party that represented a social movement and formed the first autonomous government of Niger during the last years of French suzerainty (1957-1958). For a number of reasons, the French assisted in Sawaba's removal from government. Together with the new regime, they proceeded to persecute the Sawaba party, which was driven underground. Sawaba organized a clandestine domestic opposition and made preparations for a violent take-over with the help of friendly countries such as Ghana, Algeria and Mali. Assisted with arms, money and training, its commandos invaded Niger from the south and west in the autumn of 1964. Despite Algerian support before the invasion, the revolt failed and Sawaba was condemned to the political wilderness. This article focuses on the Algerian dimension of the revolt. It discusses the political evolution of Niger from the spring of 1957 to independence in August 1960 and how this connected to developments in Algeria. It then discusses Niger's security situation and how this was linked to control over its nomadic population and incursions made by the two countries across their common frontier. Subsequent sections analyse Sawaba's clandestine organization and the support provided by Algeria, discussing Sawaba's cell in Tamanrasset (southern Algeria) and its military training further to the north. Show moreSince the early 1980s the majority of countries in sub-Saharan Africa embarked on the implementation of IMF/World Bank designed 'structural adjustment programmes' (SAPs). This paper examines the theoretical underpinnings of the SAPs. It shows that IMF policies are based on a theoretical framework that goes back to J.J. Polak's analysis of 1957 which adopted a number of assumptions far removed from economic conditions on the African continent. Focusing on the demand side of the economy, the IMF has neglected another important cause of the financial imbalances in African economies, namely the loss of import capacity and the related reduction in output resulting from external shocks. Furthermore, the IMF policy underestimates the fragmentation of markets and the inflexibilities in African economies. The World Bank policies are based on the Revised Minimum Standard Model that can be traced back to the Harrod-Domar model of the 1940s. A serious shortcoming of the model is that foreign exchange flows are assumed to be fully and automatically used in a productive manner in the recipient country. Show moreIn this article a comparative study is presented of the Indian and the Ethiopian Jews in Israel, immigrant communities that went through similar experiences of integration and accommodation in Israel, despite the time lag in their arrival. Elements of their history and sociocultural background in the countries of origin are discussed in order to explain the emergence and status of ethnic identity in a complex new society with a shared background ideology of integration (Zionism). An assessment is made of the (perceived) initial religious and social marginality of the two groups as it may have interacted with their social "careers" and group status. The socioeconomic structure of Israeli society has contributed to "reproducing ethnicity". The analysis suggests that the "Indian" and "Ethiopian" Jewish subidentities are now well-established in Israel, illustrating that the cultural content of "Jewishness" or Jewish identity is quite diverse Show less

Show moreAlthough ECOWAS was never intended as a regional security structure and its official mandate lies primarily in the economic realm, ECOWAS has developed a high profile with regard to cooperation on political and security issues. This has come about primarily through the intervention, under ECOWAS auspices, in the Liberian civil war. Although this intervention was protracted and controversial and suffered numerous setbacks, the countries responsible managed to see it through. The result was that the intervention force Ecomog (ECOWAS Cease-fire Monitoring Group) stayed in Liberia and finally was able, in 1997, to put a peaceful end to the civil war by way of internationally supervised elections. This study analyses ECOWAS's intervention in the Liberian civil war, with an emphasis on its role as a multilateral, third party actor. The chapters deal successively with the institutions involved in the Liberian operation; the mandates concerned and the working methods employed by, or in the cadre of, ECOWAS; and the actual practice of the intervention. Show moreIn the considerable number of countries in sub-Saharan Africa in which political institutions have largely broken down, religious discourse can be seen as an attempted remedy by means of a reordering of power. The numerous popular texts on witchcraft and other perceived forms of evil reflect the preoccupations of Africans with the way in which power is exercised in their societies. Since these texts are particularly concerned with the dangers that can arise when power is not properly organized and controlled, they can be considered a commentary on a world in which power is seen as being too often an instrument of evil people who use it to destroy peace and harmony. This article sketches a theory which clarifies the relationship between religion and politics in Africa. It first discusses what religion is, and how it may best be studied. Then it examines a couple of popular religious texts chosen by way of illustration, before passing on to some further observations on the way in which power is organized and perceived in various African societies. Finally, it draws some conclusions about religion as a political idiom. Show less

Show moreThis chapter looks at a high-profile Fulbe Muslim religious leader from Mali and explores his relations with the people of the Mande. This Muslim religious leader, El-Hadj Cheikh Sidy Modibo Kane Diallo of Dilly, in the circle of Nara, is perhaps one of the most influential religious leaders in present-day Mali. The author examines the development of Diallo's "career" as a 'shaykh' and a 'wali' (friend of God). He shows how this career has been constructed in large part through ideological oppositions between Fulbe and Mande/Bambara, as well as through the 'shaykh's interactions with actual Bambara people, particularly his efforts to spread Islam among the country's non-Muslim ("pagan") rural Bambara population and to eradicate the widespread practice of spirit possession. As he suggests, it is in such conversion campaigns that one can see most clearly how individuals - both Fulbe and Bambara - deploy such ideological oppositions. Show moreSouth Africa's policy of destabilisation of neighbouring countries was closely associated with the rise of South Africa as a leading middleman in the international ivory trade. South African-based traders, acting in partnership or with protection from officers of the South African Military Intelligence Directorate, imported raw ivory from Angola, Mozambique and points further north and re-exported it to markets in the Far East. This was a source of income both for the South African secret services and for individuals associated with them. The same trade routes were also used for trade in other goods, including rhino horn, drugs, gems, currency and weapons. This was not only as a means of earning money but also a technique of destabilisation in itself. The extent of South Africa's involvement in this trade, although suspected by some conservationists, was difficult to prove and did not form the target of any concerted campaign by the leading conservation groups world-wide. In this respect, the strength of the South Africa lobby in the World-Wide Fund for Nature seems to have played a significant role. Since the ending of South Africa's military presence in Namibia and Angola in 1989, the Military Intelligence officers, Special Forces officers and others who conducted the wars for the defence of white South Africa have been intent on the struggle inside South Africa itself. There is evidence that such counter-insurgency specialists are now using Mozambique in particular as a base for operations inside South Africa. Moreover, they continue to have an interest in the ivory and rhino horn trades. Former officers of specialist counter-insurgency units have also found employment as game wardens in national parks. The bold proposals currently being implemented to create large new game parks along the South African-Mozambican border, using modern management techniques and involving local communities in their management, have important implications for politics and national security. Show moreExternal factors - the change in the international climate following the fall of the Berlin Wall in late 1989, the publication at almost the same time of the World Bank's report 'From crisis to sustainable growth', in which the Bank for the first time linked aid to the question of "governance" - undoubtedly played a role in the decline of the one-party State in Africa. But the deeper causes of the current wave of democratization lie in the buildup of pressure over the past few decades for a new form of political accountability, to replace that of patronage politics. Most African governments have responded to the forces of change by conceding to demands for multiparty rule, simultaneously attempting to control the process. President Moi of Kenya, re-elected president in a multiparty election, is a case in point. In a few cases, heads of State have refused to make any compromises at all, with appalling results (Liberia, Somalia). In those countries where some degree of democratization has taken place, it is hard as yet to discern any improvement in regard to governance. Political parties continue to be formed in terms of clientelism and there is little to choose between rival parties, as a comparison of the contrasting cases of Kenya and Zambia illustrates. Democratization has not recast political constituencies in a new mode (though religion may form the base for new forms of political recruitment in the years to come). Notes, ref Show less

Show moreZambia is among the few African countries where chiefs occupy an honorable position at the national level, and where a House of Chiefs is established, complementary to Parliament. This paper examines the relationship between chiefs and the central government on the basis of an analysis of newspaper articles from the 'Zambia Daily Mail' and the 'Times of Zambia' over the period 1 February 1972 to 1 February 1973. Attention is paid to the various images of the chiefs, both positive and negative, as expressed in the newspapers; the career of Princess Nakatindi of Sesheke (d. 1972); the continuity in the relations between chiefs and the central government; the chiefs' search for protection by the State; the subjugation of the chiefs by State bureaucracies; and the selective use of chiefly symbolism. The analysis shows that modern politics and traditional leadership do not constitute two separate worlds, but that State and chieftaincy are closely interlocking aspects of modern Zambian life. Show moreThis paper attempts to assess to what extent the growth of the manufacturing sector in Kenya has contributed to a process of integrated and widespread economic development. The first section reviews the general arguments of development theory to promote industrial development in Third World countries. The second section deals with the pros and cons of the 'import-substitution' policy, which was adopted to speed up the growth of the manufacturing sector. The last section brings together relevant research findings concerning the effects of this policy on the structure of the manufacturing sector, employment creation, income distribution and the operations of multinational firms in Kenya. The conclusion is that the type of industrialisation that has occured has not led to 'a structural transformation' of the Kenyan economy.
