Show moreThe call for more transparency in the (tax) world can hardly be overstated. One of the most prominent ways to achieve tax transparency is the exchange of information between countries. Achieving a proper balance between the exchange of information, tax confidentiality and privacy is however quite a challenge. In this article, the authors investigate some of these challenges. For the purposes of this contribution, confidentiality means that the information exchanged is used and disclosed only in accordance with the legal basis on which it was exchanged, while privacy focuses on the right to respect private life and communications, as well as the protection of personal data. More specifically, the authors elaborate on the question as to what extent do the international and European data exchange obligations deserve particular attention in the light of the privacy provisions of Article 8 ECHR and Articles 7 and 8 Charter, when it comes to the use of information for non-tax purposes, the provision to other (Member) States and the exchange of information concerning legal entities. Show moreHet Ministerie van Financiën heeft SEO Economisch Onderzoek en Centerdata gevraagd om te onderzoeken in hoeverre het toeslagenstelsel en de dienstverlening van de Belastingdienst/Toeslagen de afgelopen jaren verbeterd zijn. Het onderzoek heeft als doel te bepalen in hoeverre het wettelijk kader, de uitvoering en de dienstverlening van Belastingdienst/Toeslagen doeltreffend en doelmatig zijn. In het bijzonder kijkt het onderzoek naar veranderingen die zijn doorgevoerd in de periode van 2016 tot en met 2020. Het onderzoek is verricht op basis van literatuuronderzoek, gesprekken met ambtenaren van verschillende ministeries, interviews met burgers en intermediairs, een enquête onder ruim 1.000 burgers met toeslagen en gegevens die de Belastingdienst/Toeslagen geleverd heeft. Show moreThis paper proposes a new panel data sample selection model with 1) ordered discrete choices in the selection equation and 2) non-parametric unobserved heterogeneity in the equation of interest. This method is used to estimate life-cycle earnings profiles using high-quality administrative data. We compare conclusions regarding the existence and direction of selection into (part-time) work among men and women across different panel data sample selection techniques. The main conclusion is that our new approach is able to control for important unobserved heterogeneity from intensive labor supply choices with important consequences for the existence and direction of selection in (part-time) work.
