Abstract

The criminalization of people smuggling has created complex moral and legal difficulties for those who assist refugees in peril. This article explains how the complexity of people smuggling offense when applied to prosecute fishermen who rescue refugees at sea in the case Rohingya in Aceh and in Indonesia in general.
