Compliance with EU law: transposition of EU directives

Abstract

What is particular about the EU's compliance system is that the process from legislation to 'law in action' spreads over different levels of governance. When the Council and other legislative actors in the European Union have agreed on a new directive, this policy instrument has a long way to go before it is finally implemented. It can take several years before adopted measures produce real impacts on the ground.
