Protection and Effective Functioning of International Organizations. Final Report International Institutional Law; Secure Haven project

Abstract

This report deals with the legal relationship between International Organizations and their host states. It focuses on the ways in which the effective functioning of those International Organizations is ensured in the relevant seat agreements and multilateral treaties. The report deals specifically with the inviolability of premises and with the duty of the host state to protect those premises. In order to determine how these concepts are shaped in practice, an elaborate legal analysis is made of the seat agreements concluded by the Netherlands as host state. This report was written in the framework of the Secure Haven project. This was a multidisciplinary research project, conducted by a consortium of Campus Den Haag/Leiden University, Capgemini and TNO Defensie en Veiligheid. See www.securehaven.eu for more information on Secure Haven.
